Wind farm developers do not control the airspace within which their equipment is sited, and the Ministry of Defence does not have to approach them for authority to operate low-flying aircraft in the area of wind farms. However, generally, military aircraft will not operate in close proximity to wind farms, and will always maintain the appropriate minimum separation criteria.

I understand the passion with which the hon. Gentleman asks the question. The issue that Ministers have had to grapple with is balancing the right and desire of Welsh speakers to have bilingual juries with ensuring at the same time that random selection is maintained. This is part of a continuing dialogue as we move into the future.

I am grateful for your assent that that question is in order, Mr. Speaker. I cannot promise the hon. Gentleman that the contracts will be signed before the general election, but it is certainly our intention to announce the preferred bidders, both in Wales and Scotland and in the sole English pilot region of Tyne Tees and Border. Whether we manage to secure quality regional news in Wales, Scotland and the English regions in the future will depend on the outcome of the next general election, because the Labour party is committed to achieving that, while the Conservatives have absolutely no proposal whatever to do so.

Why is the Treasury forcing the Welsh Assembly Government to put the £97 million that Finance Wales has loaned to small businesses on their balance sheet and thus, in effect, capping the amount that can be lent, given that the Government here have been borrowing off balance sheet for years? Is that not another classic example of one rule for Wales and another for Whitehall, with Welsh people being penalised as a result?

First, I am not sure whether this is the hon. Gentleman's last or penultimate appearance at Welsh questions, but I wish him well in his studies in America. We will all miss him dearly, although I am not sure whether the hon. Member for Meirionnydd Nant Conwy (Mr. Llwyd) will miss him as dearly.
At any rate, the points made by the hon. Gentleman should be considered in the context of current discussions. I am assisting the First Minister in trying to resolve the matter, because the hon. Gentleman is right that Finance Wales has played an absolutely crucial role in helping businesses in Wales and that it ought to be able to continue that role free from any debt.

[holding answer 25 January 2010]: Help for Heroes is a service charity which was established in 2007 and which raises funds to support wounded members of the armed forces in a range of different ways. As such it receives no public funding from the MOD. Help for Heroes naturally works closely with my Department on the projects that it chooses to support, but decisions on what those projects should be are a matter for the charity. We are enormously grateful for the major contributions that it is making to the welfare of our service personnel across the country. They include a grant of £8 million to support the building of a new swimming pool and gym complex at the Defence Medical Rehabilitation Centre at Headley Court, Surrey, and financial support for the delivery, in partnership with the MOD, of a Pathfinder Army Recovery Centre in Edinburgh.

The hon. Gentleman is right to say that this has been under discussion for some time. It took a long time to get agreement in Europe. We were able to reach agreement on the basis of an agreement in the UK between the TUC and the CBI. We then successfully negotiated for that to be reflected in the European directive. That was something we could do only because this country, under this Government, is properly engaged with our European allies. I dread to think how we would negotiate in Europe if the Opposition, who are isolated in Europe, were trying to negotiate with 27 other countries.

The position in relation to the Barnett formula is that it continues to be the Government's policy, and it is the basis on which allocations will be made to Wales, Scotland and Northern Ireland. Over the past 10 or 12 years, Wales has benefited from the increase in public expenditure right across the piece.

The Department does not intend to change the leaflet on mobile telephones and health. I would have thought that the hon. Gentleman would commend Welsh businesses and manufacturers on the fact that we are outperforming the UK average for exports, and the fact that employment in Wales is still 90,000 higher than it was when Labour came to power. Of course, manufacturing across the world has suffered as a result of the global financial crisis. That is why he ought to support the Government in the investment that we are continuing to take forward to support businesses and the economy, and to ensure that the recovery is sustained and that we return to the growth that we saw for 10 years under the Labour Government before the credit crunch.

[holding answer 3 March 2009]: The following table lists the detainees that have died while within the custody of the UK in Iraq. Where known, the official cause of death is included. However, burial is often within 24 hours in accordance with religious custom, preventing a post mortem from occurring.
Those Afghans involved in engagements with coalition or Afghan forces who died within a UK facility in Afghanistan from the wounds they sustained in these engagements are listed in the following table. Despite our best efforts, these eight individuals did not survive what were life-threatening injuries. No detainees have died while in a UK detention facility in Afghanistan.
To the best of our knowledge this is a complete record. My predecessor's statement to the House on 26 February reported on detention records in Afghanistan since the deployment of Task Force Helmand in July 2006 and on detention records in Iraq from 15 December 2003 onwards. Most of the fatalities listed above for Iraq occurred before 15 December and so were not covered in that statement. It is also possible that incidents that occurred before 15 December 2003 in Iraq are not captured in our records.

I have, with personal regret, to tell the hon. Gentleman that I am not really a Welsh speaker. [Hon. Members: "Ah!"] Dwi'n dysgu, 'de? I should have been a Welsh speaker.
We are alive to the particular problems of Wales. There are serious problems with coverage, not just with respect to Radio Cymru but with digital coverage throughout Wales. We have made it clear that the nations and regions that are furthest behind in digital coverage will be the first priority for the most serious intervention, to ensure that they are not left behind when we move to digital. We have made it clear also that we will not move to digital unless 90 per cent. coverage at the very least is achieved.

We continue to keep under review the measures in place to ensure the protection of the remaining British forces in Iraq. A small number of protected personnel carriers currently remain in the country, giving commanders the ability to choose the most appropriate vehicle for the limited missions and tasks which remain.

No, we have not. However, as I told the House last week, we indicated to the receiver that we and One NorthEast would be prepared to offer financial support to keep the Blaydon dairy open while an effort was made to find a management buy-out. Unfortunately, it was not possible to achieve that and, for that reason, the dairy closed.

The most important thing that we have done, as I have just informed the House, is work with all the partners to try to ensure that farmers can find other buyers for their milk. Considerable progress has been made, although one should acknowledge the position of workers in the creameries and dairies that have not been able to be bought by others. The dairy industry is facing longer-term problems because of the difficulties in the world market. Through the Dairy Supply Chain Forum, which we established in 2003, we are working with the sector to look ahead. There is over-supply at the moment, but the longer-term prospects are slightly brighter.
