Mr. Hargreaves: To ask the Secretary of State for National Heritage if she will make a statement about her proposal for an avenue of
statues in London. [21460]
Mr. Sproat: Sir Neil Cossons, the director of science museum, has been invited to be chairman of a committee to look at the
possibility of establishing a project to erect an avenue of statues of famous British inventors, scientists, discoverers,
industrialists etc. This avenue would be sited in London, as the capital city of the United Kingdom, but the precise site within
London would be a matter for the committee to decide. Among other matters for the committee to decide would be the identification of
those to be included as statues, and the sources, and raising, of funding for the project. The committee would be totally
independent of the Government, and its membership would be for Sir Neil to decide.
London is plentifully and properly adorned with statues of kings and queens, soldiers, sailors, statesmen and artists etc., but our
great scientific and industrial heritage, which is certainly as important as other parts of our heritage, is less well commemorated.
This project could help redress that balance.

Mr. Kirkhope: The information is as follows:
The Deregulation (Casinos Order) 1997
I am pleased to report implementation of the first deregulation changes to the casino regime since the 1968 Act.
Following approval by Parliament on 6 March, I made the Deregulation (Casinos) Order, which comes into force on 3 April.
This will allow casinos in England and Wales to provide alcohol after midnight, until 3 am in London, and 2 am elsewhere.
In casinos in Great Britain, it also reduces from 48 to 24 hours the waiting period before new members may take part in the gaming.
The Deregulation (Debit Cards) Order 1997
The order has now been cleared by the Deregulation Committees and awaits parliamentary approval. It would allow acceptance of
payment by debit cards.
The Second Casino Consultation
Advertising, group and postal membership and slot machines:
Following initial consultation earlier in 1996, we went out to consultation on 12 November on a package of measures to relax certain
other controls on the operation of casinos. The proposals were as follows:
Relax the total ban on advertising to allow casinos to give their name, address, telephone number and limited factual information
about their facilities in non-national publications, including newspapers and magazines;
Allow group membership and postal applications;
Permit a maximum of three slot machines per gaming table subject to a discretion for the licensing justices to substitute a lower
number on grounds of demand and suitability of the premises;
There would be a power to regulate the size of stakes and prizes, although this would not be used initially;
Made a number of detailed requirements including certification of manufacturers and agents by the Gaming Board and a monitoring and
testing regime. There was broad support for the advertising proposals. A few organisations were against any relaxation in the
controls. However, this is a very modest relaxation, allowing casinos merely to give out information about themselves. I do not
believe that necessary protection for the public would be removed by this measure.
Most respondents also supported the proposals for group membership and postal applications. A few were opposed but most were content
with the detailed safeguards proposed.
We will prepare draft proposals in the form of a deregulation order.
I am still considering the more extensive proposals for slot machines in casinos. Some concerns have been expressed about the nature
of such machines. However, they are common in casinos throughout the world, usually in substantially greater numbers than we
propose. But I consider that such machines must be strictly regulated. More detailed work would be required on the technical
specification, monitoring and other arrangements before we could introduce legislation. We will continue our discussions with the
Gaming Board and the industry.
Permitted areas
We proposed to allow casinos in 21 new locations, including London docklands and a special category of seven conference towns.
Outside London, most of the proposed new areas attracted support or neutrality from their local councils and reasonable support from
other local interests. I propose to remove Peterborough from the list; its council remained opposed and there was also significant
other local opposition.
In the London area, most local authorities have welcomed our proposals. Slough is considering its position. I am in further contact
with Croydon council, which has recently sought more information about the implications of permitted area status and its role in the
regulatory regime for casinos.
I have taken account of representations in favour of greater casino provision in east London. In addition to Dartford and Redbridge,
I intend to designate a permitted area within docklands, which will put it on a par with other urban development areas within Great
Britain.
On the basis of up-to-date information provided by the British Association of Conference Destinations, I propose to add Milton
Keynes and Weston-super-Mare to the category of conference towns to be designated as permitted areas.
I also propose to redefine existing permitted areas to reflect local authority boundary changes.
The changes that I wish to make could be implemented by secondary legislation. Before any new areas are introduced, however, I will
need to address the resource, timing and other practical implications.

Birmingham, Coventry and Solihull magistrates courts committees. [20348]
Mr. Streeter: Whilst my right hon. and noble Friend the Lord Chancellor and I continue to support the policy of amalgamating
magistrates' courts committees, where to do so would be likely to contribute to an overall increase in administrative efficiency for
committees concerned, a number of points have been raised in the recent consultation exercise which require further consideration.
In order for full consideration to be given to these matters my right hon. and noble Friend and I have decided that it would be
appropriate to direct the chief inspector of Her Majesty's magistrates court service inspectorate to report, by the end of July
1997, on whether the proposed amalgamation of Birmingham, Coventry and Solihull magistrates courts committees, in accordance with
the proposals set out in the consultation document, and in the light of the comments made in consultation, would be likely to
contribute to an overall increase in the efficiency of the administration of magistrates courts for the area. In the circumstances,
it is not appropriate that an immediate decision is reached at this time and the timetable proposed in the draft amalgamation order
is therefore no longer appropriate.

Mr. Gummer: Grant in aid to Teesside development corporation is being increased by £2,000,000 to allow it to bring forward

Mr. Hargreaves: To ask the Secretary of State for National Heritage if she will list the new measures in sport which (a) her
Department, (b) her Department in conjunction with other Government Departments, (c) sports councils and (d) other relevant bodies
have instigated since the last general election. [6894]
Mr. Sproat: Since the last general election, the Government have developed a radical strategy of profound changes in policy for the
way in which the Government, and Government-sponsored agencies, deal with sport in this country. It is not too much to say that
these new policies amount to a revolution in sport.
The main elements of this radical strategy stretch across a very wide range of sporting areas: from putting sport back at the heart
of weekly school life--with a particular, but not exclusive, emphasis on traditional, competitive, team games--through constructing
much closer links between local schools and local sports clubs, to setting up, for elite athletes, a British academy of sport, a
network of regional institutes of sport, academies of individual sports, and a multi-million pound sports scholarship scheme for
thousands of individual elite athletes.
In support of this radical strategy, the Government have first, completely reorganised the sports council structure, abolishing the
old Great Britain Sports Council, and the old regional councils for sports and recreation, and setting up an English Sports Council
and a United Kingdom Sport Council, in addition to the existing Sports Councils for Wales and for Northern Ireland.
Secondly, the Government set up the sports councils as distributors of lottery funds to inject an unprecedented amount of money into
sport in this country. Since the lottery was introduced two years ago, the sports councils have awarded over £439 million to over
2,568 sports projects, involving 59 different sports.
The main details of this radical new strategy for sport are set out in a 103-point paper, which I have today placed in the Libraries
of the House. These measures cover the whole range of the sporting spectrum, and fall into 12 main categories: (i) sport in schools;
(ii) sport in further and higher education; (iii) the role of governing bodies; (iv) the role of local authorities; (v) the role of
local sports clubs; (vi) restructuring of the Sports Council; (vii) sport and safety; (viii) the National Lottery; (ix) other
funding; (x) support for elite athletes; and (xi) UK sport in the wider world.

Mr. Hargreaves: To ask the Secretary of State for the Environment what progress has been made with the single regeneration budget
challenge fund; when the outcome of round 3 will be announced; and if he will make a statement. [9586]
Mr. Gummer: The single regeneration budget challenge fund has been a great success and is a tribute to the enthusiasm and commitment
of the local partnerships who have put forward bids and are running schemes. For the third round, there has been an even higher
standard of bids than previously both in the quality of the proposals submitted and how they are presented. This is reflected in a
success rate of nearly 60 per cent. for those submitting final bids. In particular, about a quarter of recommended bids have come
from previously unsuccessful partnerships.
Taken together, schemes supported by the three rounds of the challenge fund will transform hundreds of localities for the better,
and substantially improve the quality of life for local communities. Projected results for the lifetime of the 550 schemes supported
by rounds one to three include over 650,000 jobs created or safeguarded, over 500,000 people trained and obtaining qualifications,
over 90,000 business starts, over 250,000 dwellings built or improved and over 40,000 voluntary groups supported.
The challenge fund has continued to encourage local partnerships. I am particularly pleased that the voluntary sector and local
communities are increasingly involved in challenge fund schemes. This is partly a result of efforts by Government offices for the
regions, strengthening the national bidding guidance and the dissemination of information through organisations such as the
Community Development Foundation--CDF--the National Council for Voluntary Organisations-- NCVO--and the Commission for Racial
Equality-- CRE.
The challenge fund aims to make public and private resources work together more effectively to support local strategies for
regeneration. Regeneration needs to address local needs and opportunities across the board. I have therefore been impressed by the
way in which bidders have linked their bids to other regeneration activity, notably that supported by training and enterprise
councils, European structural funds, the national lottery and regeneration programmes such as English Partnerships and urban
development corporations. Bidders have also taken account of the Government's competitiveness and sustainability agendas and local
strategies, including those relating to housing and health.
It is important that challenge fund schemes deliver the results and benefits which they have promised to local people. For that
reason, we will continue to place a strong emphasis on the effective management and monitoring of schemes, introducing improvements
where necessary.
There will be a fourth round of the SRB challenge fund in 1997-98 along the same lines as earlier rounds, with guidance to bidders
issued in the new year. Analysis of Round 3
For the third round, there were marginally fewer final bids compared with round two--310 as against 329--but marginally more
successful bids--182 as against 172.
The cost to the SRB of the 182 recommended bids is currently estimated at £44.8 million in year one, 1997-98, and over the lifetime
of bids, that is up to seven years would amount to £897 million overall. These figures are provisional and are subject to detailed
confirmation following further discussions between GORs and successful bidders.
There is a good spread of successful bids across the SRB objectives, with most bids having multiple objectives. It is noteworthy
that over 90 per cent. of the bids are focused on employment and education objectives, over 70 per cent. of the bids have economic
development as an objective, 53 per cent. of bids include elements focused specifically on ethnic minority communities, nearly 50
per cent. of bids have housing as an objective and 65 per cent. of bids have crime prevention and community safety as an objective.
The attraction of private investment is an important objective of most SRB challenge fund schemes. As with earlier rounds,
successful round three bids stand attract about £2.50 in private investment for every £1 in challenge fund support.
Effective involvement of a range of key partners is at the heart of the challenge fund approach. There is private sector involvement
in 83 per cent. of recommended bids, with local authority and training and enterprise council involvement at 91 per cent. and 81 per
cent. respectively. Voluntary sector involvement in bids has continued to increase: it now stands at 59 per cent. There has also
been a very large increase in the number of bids that include promotion of initiatives of benefit to ethnic minorities as an
explicit objective, up to 53 per cent. from 37 per cent. in the second round. In addition ethnic minorities will, given the location
of bids, benefit from a much higher proportion of bids even though they are not specifically intended as the beneficiaries.
Most bids are concentrated on small areas, with 59 per cent. covering areas with a population under 25,000. This is slightly up on
the first two rounds of the challenge fund, and chimes with the advice given in the bidding guidance to concentrate resources in
order to make a significant impact. About 5 per cent. of bids are region-wide.
Details of the 182 individual bids which have been successful in round three will be placed in the Library of the House on Monday 16
December and my right hon. Friend the Minister for Local Government, Housing and Urban Regeneration will also be writing to all hon.
Members in England.

special educational needs tribunal will be published; and if she will make a statement. [8701]
Mrs. Gillan: The report has been published today, and copies have been placed in the Library.
I very much welcome the report. It demonstrates clearly that the special educational needs tribunal has continued, and improved on,
its record in meeting the targets it was set for dealing with appeals.
The tribunal provides a unique and valuable mechanism for considering appeals and the needs of children are at the heart of its
consideration. It has gained a deserved reputation for impartiality, informality and, above all, fairness. This was the basis on
which it was established and it is a tribute to the professionalism of the tribunal's members and staff that they have managed to
achieve this.
I applaud the hard work of the tribunal president, members and staff. A great deal has been achieved in the last year. I am
confident that the tribunal will continue to build on its excellent record.

Mr. Hargreaves: To ask the President of the Board of Trade what changes will be made to cash and running cost limits within class IV
of the estimates for 1996-97. [2431]
Mr. Lang: Subject to parliamentary approval of the necessary supplementary estimate, the cash limit for class IV, vote 1--programmes
and administration--will be increased by £13,930,000 from £1,301,655,000 to £1,315,585,000. This net increase results from: (i) to
take-up of running cost and capital end-year flexibility (£17,437,000) as announced by my right hon. Friend the Chief Secretary to
the Treasury on 12 July 1996 (Official Report, cols 326-331); (ii) agreed changes to NIREX payments (£1,760,000); (iii) an
adjustment to the classification of Gas Consumer Council receipts from appropriations-in-aid to consolidated fund extra receipts
(£2,894,000); and (iv) other miscellaneous changes (£194,000);
offset by (v) a net reduction to provision in respect of AEA Technology privatisation costs (-£3,855,000); and (vi) the movement of
provision from the Small Firms Loan Guarantee Scheme to the non-cash limited Shipbuilding Intervention Fund (-£4,500,000).
Within this total, the gross running costs limit for the Department of Trade and Industry is being increased by £17,782,000 from
£364,037,000 to £381,819,000. This change comprises: (i) the take-up of running costs end-year flexibility (£15,654,000); (ii) an
adjustment in Insolvency Service fee income required for accounting purposes (£1,500,000); (iii) the transfer of all Advisory,
Conciliation and Arbitration Service provision to running costs (£659,000); offset by other minor net transfers of provision
(-£31,000).
A further increase to consolidated fund extra receipts of £215,000,000 is also expected following privatisation of AEA Technology.
The net effect of all the agreed changes to NIREX payments--including reductions to nationalised industries external financing
limits of £2,990,000, which are not reflected in this vote--gives an overall benefit to the Exchequer of £1,230,000.
Also, subject to parliamentary approval of the necessary supplementary estimate, the cash limit for class IV, vote 11--Office of
Telecommunications--will be increased by £1,118,000 from £9,094,000 to £10,212,000 and the running cost limit will be increased by
£1,059,000 from £8,677,000 to £9,736,000. The increase is required to meet new requirements, arising from European and UK
legislation, to ensure that pro-competition policies are implemented and to meet additional litigation costs.
In addition, subject to parliamentary approval of the necessary supplementary estimate, the cash limit for class IV, vote 12--Office
of Gas Supply--will be increased by £2,000,000 from £7,743,000 to £9,743,000 and the running costs limit similarly increased from
£8,452,000 to £10,452,000. The requirement results from additional running costs associated with the extension of domestic
competition, further assessment of network code and the referral to the Monopolies and Mergers Commission on price controls.
Additionally, subject to parliamentary approval of the necessary supplementary estimate, the cash limit for class IV, vote
13--Office of Electricity Regulation--will be increased by £4,150,000 from £10,232,000 to £14,382,000 and the running costs limit by
£4,100,000 from £10,694,000 to £14,794,000. These changes reflect the extra resources required by the Director General of
Electricity Supply to fulfil his obligations under the Electricity Act 1989.
All such increases will be charged to the reserve and will not therefore add to the planned total of public expenditure.

Mr. Hargreaves: To ask the Secretary of State for Defence if he will make a statement about Defence Agency status for the Defence
intelligence and security centre. [40947]
Mr. Soames: The defence costs study recommended that a single joint services defence intelligence and security training centre with
a rationalised management and support structure be formed at one location and that this centre be considered for defence agency
status.
Following detailed studies, I have agreed to the formation of the Defence Intelligence and Security Centre as a defence agency on 1
October 1996 at the former RAF Chicksands.
When collocation is complete, the DISC will comprise units formerly based at Ashford and Garats Hay stations, Royal Air Force North
Luffenham and Wyton, and HMS Mercury. It will employ approximately 500 staff, comprising military personnel from all three Services
and civil servants.
The chief executive will hold executive powers delegated from my Department to allow the agency to fulfil its responsibilities. The
chief executive will also be directly accountable to my Department and parliament for the propriety and regularity of the agency's
expenditure, for the adequacy of its financial systems, and for the efficient and economical conduct of its business. I will arrange
for copies of the agency's framework document and corporate plan to be placed in the Library of the House.
The aim of the agency is to train the armed forces and other intelligence agencies in intelligence, security and psychological
operations disciplines and conduct after capture to contribute to effective and timely advice to the armed forces on appropriate
intelligence and security policy matters, and to maintain an operational capability all in a cost effective manner.
The chief executive has been set the following demanding output and developmental key targets for the first six months of operation,
taking into account that units will be moving to Chicksands during this period:

For training:
to make available to customers an agreed number of planned annual course training days--1,125 days between 1 October 1996 and 31
March 1997, recognising the need to meet any surge requirements within allocated resources.
For advice:
to contribute to formulation of MOD policy on appropriate intelligence, security and psychological operations matters in an
efficient and satisfactory manner.
For operations:
to meet the operational tasking to manning levels and performance standards agreed with the owner to the satisfaction of customers.
For development of the DISC, the targets are:
On training:
by 31 March 1997 to evaluate quality control mechanisms across all areas of training including systems of measurement, target
setting and customer interface, all in accordance with the systems approach to training and identify any corrective measures
necessary.
On advice:
in consultation with the owner and customers, determine a formal assessment mechanism by which the effectiveness of the contribution
made by DISC staff to formulation of MOD policy for appropriate intelligence and security matters can be made.
Concerning resource management:
to introduce interim systems for training and financial management in order to produce training information and full cost accrual
accounting based resource accounts for the period 1 October 1996 to 31 March 1997, in accordance with the requirements of agency
reporting and the accounts direction for trial audit by the National Audit Office.
And also:
to progress the implementation of the planned DISC rationalisation and collocation programme.
All these targets will encourage continuous improvements and efficiencies to intelligence and security training for the armed
services and enable the DISC to develop into a cohesive corporate centre of excellence. The bringing together of these units will
also enable efficiencies in manpower and support costs to be made and a saving to the Defence Budge of £5 million per annum once
collocation has occurred.

Mr. Hargreaves: To ask the Secretary of State for National Heritage what are the current television licensing requirements for
touring caravans; and if she will make a statement.[38769]
Mr. Sproat: As announced on 2 July on Report stage of the Broadcasting Bill, the Government will introduce regulations to take
account of the changes in the use of television in recent years. Our intention is that the scope of the TV licence will be altered
so that a licence will be required only when a TV is installed or used in a
"fixed abode or permanent place of residence".
This will be reflected in the regulations which specify the fees. Use of television in touring caravans, and in other vehicles and
vessels, will require a separate licence only if they are used as a permanent place of residence or if no licence is held for the
normal place of residence. The revised licensing requirements will be set out in detail in new consolidated regulations, which we
aim to lay before the end of this calendar year.

Mr. Hargreaves: To ask the President of the Board of Trade if he will make a statement on the outcome of the EU Industry Council
held on 20 May.[30816]
Mr. Eggar: The Council adopted a resolution on industrial co-operation with third countries, particularly the Mediterranean region.
The Council also agreed conclusions on shipbuilding which noted the state of ratification of the OECD agreement.
The Council also reached political agreement on a basis text of a Council decision implementing a third multi-annual programme for
small and medium enterprises which incorporated a United Kingdom request for additional wording highlighting value for money
considerations. I placed a parliamentary reserve on the text as a whole.
The Commission made oral presentations on its proposal for a new steel aid code to replace the current one which expires on 31
December, developments in the EU competition policy during 1995; its communications on the competitiveness of the chemical industry
and on the textile and clothing subcontracting sector. The latter was referred back to COREPER for further consideration.
Finally, under any other business, the Commission gave a brief report on last week's G7 information society conference in South
Africa.
