Partnerships for Schools (PfS), as the delivery agent for Building Schools for the Future (BSF), is responsible for discussions with local authorities about applications to join the BSF programme. PfS wrote to Leicestershire county council on 8 March 2010 to provide feedback on why the council would not yet be invited to join.Local authorities are prioritised on the need for BSF investment but must also demonstrate that they are ready and able, and have all the elements in place to deliver their BSF project. As well as assessing submissions to enter on a case-by-case basis, bids are also compared against each other so that the most ready are selected.The assessment of Leicestershire's county council, "Readiness to Deliver" submission concluded that further work is needed in some key areas before the authority can be deemed ready to enter BSF.

I assure my hon. Friend that we will do all that we can to work with his local authority to enable it to complete the process in due course. The Minister for Schools and Learners will be happy to meet my hon. Friend and local officials. What I cannot do, however, is give an assurance that the money will be there. We are guaranteeing Building Schools for the Future for the future, but the Conservative party is not giving that guarantee. Only the re-election of my hon. Friend can ensure that those schools are built for his constituents.

AstraZeneca in my constituency has decided to relocate its research and development facilities to Cheshire, which will cause 1,200 jobs to be lost to the local economy in 2011. Overall, pharmaceuticals are strong in the United Kingdom, and the Office for Life Sciences has ensured that many such jobs remain in the UK. However, that is no consolation to the 1,200 people who will have to relocate from my constituency, so will my right hon. and learned Friend assure me that the Government will give every assistance to the taskforce that we will set up this week to address the situation and ensure that there is economic and development help for the constituency of Loughborough and the people who will be affected?

I can give my hon. Friend that assurance. We do not believe in standing by, letting people fend for themselves, letting recession take it course, or that unemployment is a price worth paying. We have an active interventionist policy to support industry, including in the regions, which would suffer if the regional development agencies were abolished, as proposed by the Conservatives.

We regularly discuss with the Chinese authorities their obligations to meet international laws on human rights and freedom of speech. In order to deal with the very poorest people living in China, it is important that we have a dialogue with the Chinese authorities and that, through the work that was recognised by the International Development Committee, we engage in pilot studies. If the progress is seen to be effective, the schemes can then be rolled out on a massive scale in countries as big as China.

My hon. Friend will not be surprised to hear that when I met representatives of 3M Health Care in my constituency, it said that it was quite clear that expenditure in the health service over the last 12 months had meant the difference between keeping the company going and it possibly folding. Will he ensure that moneys spent recognise the impact of such expenditure on the private sector as well as on the public sector? Those 600 company jobs in Loughborough are thanks to the excellent work of investing in the national health service.

My hon. Friend is absolutely right to highlight the importance of public procurement in supporting private sector jobs in this country. The figures show that more than 95 per cent. of Government spending on procurement goes to UK firms. I am sure that we all appreciate that. There is a direct link between Government spending, public procurement and jobs in the UK economy. We need to ensure that we get good value for money while at the same time supporting UK firms.

I am sure that Ministers will admit that we made a slow start in trying to tackle the disaster that was school sport in the 1990s. We did not make significant progress until 2002-04. Despite the fact that we are now nearly up to 90 per cent. participation, what extra measures can my hon. Friend take to ensure that those who are still not getting at least two hours get them, and that, where there is a drop-off with the school club link, particularly for girls, action is taken so that everybody gets the chance to take part in sport?

I appreciate my hon. Friend's question and pay tribute to his fantastic work. He has just mentioned the 90 per cent. of young people who now do two and a half hours' sport. We want to take that further. Last year's schools White Paper and the Children, Schools and Families Bill include a commitment to increase that, as far as possible, to five hours, thereby ensuring that sport is an integral part of young people's learning experience.

Does he agree that closing an outstanding secondary school would be a big mistake, and that, in trying to ensure that it is possible to deliver in a town the size of Loughborough, greater collaboration—not necessarily the removal of heads— and the sharing of best practice by schools is the best way to deliver education for 11 to 14-year-olds?

As my hon. Friend knows, school organisation and the commissioning of school places is a matter for the local authority. It is a matter of great concern to hear that in Loughborough one of the proposals is the closure of an outstanding school. That would require detailed attention. He will need to work, as he is no doubt doing, with the local authority and the local community to see what can be done about it.

The tragic situation in Haiti reminds us all of the centrality and importance of basic Government services being delivered, and the very damaging consequences where those services are not present. That is why, in one of our previous White Papers, there was a specific focus on governance, which continues to be a central theme of the work that we do in the Department.

I congratulate my hon. Friend on his work for the Special Olympics in Leicester. He is quite right: sport should be available to everybody and be inclusive of everybody. We are working with other Departments, including the Department of Health and the Department for Work and Pensions, to see what we can do to fund the Special Olympics in all its formats.

A number of measures such as advanced technology and manufacturing and low carbon fuel vehicles have made a significant difference, but what can Ministers do to assist manufacturing companies that are still struggling with credit insurance? Several local companies have approached me to say that they are still struggling with that scheme. If Ministers can make some suggestions about how they can assist, that would be very helpful.

This has been a significant issue during the recession. I agree with my hon. Friend and many companies have reported problems. It appears to me that there are flaws in a product that is insurance only for good times. After all, we want insurance for good and for bad times. The flaw in the product has been exposed during the recession, and I suggest that we need a better system in the future that helps businesses in bad times and good.

Does he therefore recognise the work of the Energy Technologies Institute, which he visited in my constituency some time ago, in ensuring that the technologies that we introduce are the most efficient and best for the country, and will make a genuine economic impact? What steps is he taking to ensure that some of the private sector partners required to make that £1 billion Energy Technologies Institute work are being involved, and can he assist in ensuring that that happens?

I am solidly behind the Energy Technologies Institute too, having visited it. I congratulate the institute on its decision to invest in research and development, and deployment for marine technologies. My hon. Friend is so right that we are talking about an innovative collaboration between the public and private sectors. A number of key manufacturers in this country are subscribers to the ETI, and I would encourage more to join.

The Carbon Emissions Reduction Target (CERT) is the Government's principal instrument for encouraging households to install insulation. However, CERT is not a Government managed scheme, but rather a carbon saving obligation placed by Government on energy supply companies with more than 50,000 customers. Suppliers meet their targets by promoting (typically through subsidised offers) and installing a mix of approved energy efficiency measures, including insulation measures. Energy suppliers each have their own contracts with insulation companies which are treated as commercial in confidence. A small amount of insulation activity is directly funded through the Government's flagship fuel poverty programme—Warm Front. However, no contractors have been removed in the last five years.

Under the Bermuda Constitution, the governor has responsibility for the police. He is working closely with the Bermuda police service and the Bermuda Government to help the police tackle rising gun crime. Three overseas police forces have offered their experience and advice: a force in Florida, the Federal Bureau of Investigation of the Washington DC area and West Midlands police in the UK. All three offers have been accepted by Bermuda and will be put to the best possible use.

I am thinking particularly of so-called green jobs. Intelligent Energy in my constituency is growing as a consequence of not only Government investment but investment from the private sector. That will deliver on jobs, but also from an environmental point of view in, for example, hydrogen fuel cells. Will he ensure that all Government aid is targeted at those future job growth areas, where we will make a significant impact on UK plc?

My hon. Friend is right, and I very much enjoyed my visit to Intelligent Energy as his guest a few years ago. Our "New industry, new jobs" strategy is targeting those parts of the economy with the biggest growth potential—for example, green jobs and the digital sector—and ensuring that we have the wherewithal to do well in the future in those sectors.

Due to the vulnerable nature of Warm Front applicants, the Scheme pays particular attention to maintaining the highest possible standards of safety, quality and customer care. As manager of the Scheme, Eaga continually monitors contractor performance using customer satisfaction surveys, with the best performing contractors receivingAdditionally, upon completion of installation, 100 per cent. of heating and 5 per cent. on insulation installations (chosen randomly) are inspected by experienced independent engineers to ensure the necessary standards are met.Alongside these measures, the Department have also appointed independent quality assurors, White Young Green, to carry out six-monthly and ad hoc audits of installer performance.
