There are currently two military personnel assigned to diplomatic duties and attached to the British embassy in Bogota. In addition, there are a small number of personnel conducting counter narcotics capacity building activities.

Latest figures show levels of employment in the third sector have been sustained throughout 2008-09, with over 500,000 employees—a significant achievement in light of the recession. We are committed to creating a further 25,000 jobs in the third sector through involvement in public services. The Cabinet Office is working closely with the Department for Work and Pensions to support third sector involvement in the creation of 150,000 jobs through the Future Jobs Fund.

The Director of Public Prosecutions (DPP) published the interim policy for prosecutors in respect of cases of assisted suicide on 23 September 2009. At the same time the CPS launched a 12-week public consultation on it. Up to 20 November 2009, the Crown Prosecution Service (CPS) had received approximately 700 pieces of correspondence in response.

The Business Payment Support Service was launched on 24 November 2008 to support viable businesses in temporary financial difficulties. Up to 15 November 2009, the service has agreed over 231,600 time to pay arrangements with businesses to spread tax payments of £4.07 billion.This has helped to support over 150,000 businesses, the vast majority of whom are small and medium sized, that employ an estimated 600,000 people. Over 90 per cent. of the value of arrangements is being paid in line with agreed instalments.Businesses tell us that they have found the service very helpful by giving them the breathing space they need and by helping them pay their tax bills in a managed and structured way with the full help and support of HM Revenue and Customs.

To date, 20 Premier League 4 Sport partnerships have been set up comprising all of the football clubs competing in the 2008-09 Premier League season.Premier League 4 Sport activities began in September 2009. The scheme is a good example of partnership working which will contribute to our ambition of offering every young person five hours of high quality PE and sport per week. In particular, the scheme aims to help young people make the step from school sport into community clubs.Hall Aitken has been commissioned to evaluate this initiative. We expect to receive details about the numbers of young people who have been engaged in the first term of the scheme in January.

Does my right hon. Friend share my concern about the ever-increasing exploitation in the construction industry, in which foreign workers are driving wages down and where people are not complying with certain safety regulations. The matter comes up in my surgery on a regular basis. Both foreign and indigenous workers are being exploited by the employers. Do we need stricter regulation?

That is exactly why we are bringing in the agency workers directive and giving it legislative power through the House of Commons. I can also say that there is a helpline for vulnerable workers, which we set up after we had the vulnerable workers commission. The helpline is available to anybody, on a confidential and anonymous basis, to put their complaints, and we will deal with those complaints. It is in nobody's interest that vulnerable workers are left without the help that they need, and I hope that we can do everything possible to support them.

All Government Departments encourage their staff to take an active role in volunteering in the community. The Law Officers' departments support this policy and the provision by lawyers of legal advice and assistance pro bono. As a Law Officer's department, the Treasury Solicitor's Department, through the Government Legal Service Pro Bono network, encourages Government lawyers who wish to provide advice and representation pro bono. In addition to raising awareness and supporting lawyers working at diverse law clinics, the GLS pro bono network operates an advice clinic at the Treasury Solicitor's Department on Tuesday nights, which focuses on employment law issues. A new initiative from the Crown Prosecution Service is a pro bono and volunteering network, which will be launched formally on 10 June 2009.

The Government are acutely aware of the importance of helping those who are socially excluded, which is why it is one of our top 30 priorities under PSA 16. In addition to "Real Help Now" measures, the Social Exclusion Task Force has started a project to identify further practical help to protect those on the cusp of a downward spiral into social exclusion and ensure that they come through the recession stronger.

My hon. Friend raises an important point, and that is why I announced in December our intention to remove all those aged under 10 from the database. That has now been carried out. When we bring forward proposals to change the blanket approach to retention, we will give particular consideration to those aged under 18, and to how the protection of the public can be balanced with fairness to the individual.

The national DNA database plays a key role in catching criminals, including many years after they might think that they have got away with their crime, eliminating the innocent from investigations, and focusing the direction of inquiries. In 2007-08, 17,614 crimes were detected in which a DNA match was available. Those included 83 homicides and 184 rapes. In addition, there were a further 15,420 detections resulting from the original case involving the DNA match. Those occur when, for example, a suspect, on being presented with DNA evidence linking him to one offence, confesses to further offences.

We currently have quite a good level of employment in East Lothian—over 80 per cent.—but I am concerned about the possibility that unemployment levels will rise both in East Lothian and in Scotland more widely. The position could be greatly improved if the banks adopted measures allowing them to enable small businesses to recover by lending them money. Constituent after constituent has said to me recently that they will have to make people unemployed because the banks will not lend to them. The arrogance of the banks beggars belief.

My hon. Friend has raised an important point to which the Secretary of State has already referred this morning: the need for banks to start lending in order to enable businesses to survive and to invest. We have introduced the necessary measures to make that possible. I am sure that she welcomed the recent announcement by the Royal Bank of Scotland of the provision of additional funds focused particularly on small and medium-sized enterprises, many of which are based in her constituency.
It is important to note that the United Kingdom still has the second lowest unemployment levels in the G7 area, but we are not complacent. That is why, from April, we will be providing additional help for those who are unemployed for more than six months, in the form of a £1,000 recruitment subsidy. [Interruption.]

[holding answer 16 March 2009]: We share the concerns of the UN High Commissioner for Human Rights on the ongoing problem of abuses committed by members of the Colombian armed forces. I stressed this in a statement on 30 October 2008, in which I said that""It is vital, not least for Colombia's international reputation, that the government and courts continue to show a determination to deal with human rights abuses committed by members of the armed forces, and that those convicted by the civilian justice system are punished appropriately.""I have discussed our concerns with the Colombian vice-president, foreign minister and ambassador to the UK, and officials in our embassy in Bogota have taken a number of opportunities to remind representatives of the Colombian government and armed forces of these concerns.

We are giving people across Scotland real help now by offering greater support to help them to move back into employment. We have invested £1.3 billion in Jobcentre Plus services to ensure that those looking for work receive individual support, and an additional £0.5 billion to guarantee more help for people who are unemployed for six months or more.

Does my right hon. Friend agree that we need to celebrate people who achieve decent skills in any sort of industry—whether the manufacturing, nuclear or construction industries? It is easy to get an academic to give a view on something, but it is difficult to get hold of a skilled plumber to fix the loo. Surely we need to celebrate what those people do.

I entirely agree. It is pleasing to see that many, if not all, further education colleges now hold celebration evenings and events during the year. Last week, we had an enormously successful apprenticeships week in England. That was a particular opportunity to celebrate the success of people who have achieved real and valuable vocational qualifications. I am pleased that as a result of actions taken by party political colleagues north of the border, there is now—rather belatedly—to be added investment in the apprenticeship programme there; more young Scottish people will be able to celebrate success in apprenticeships too.

We are providing new training for women and men who have been out of work for six months. We are investing £15 million in skills development and support for women. We are funding 35,000 more apprentices. We are providing help with mortgages and extending the right to request flexible working from this April. The booklet Real Help Now for Women, published this week, signposts women towards a full range of support that they and their families may need in the economic downturn.
