I have to be careful about passing judgment on anybody’s fitness. I was aware that the Commissioner of the Metropolitan Police had called for an increase in the rigour of the fitness test for police officers, and I am sure that will be taken notice of.

My Lords, two research projects with Cologne University of Applied Science have been run by the Curator’s Office to examine the condition of the Waterloo and Trafalgar murals and to investigate ways to improve their presentation. The initial research is now complete and discussions will take place with the university staff over the summer about the next steps towards restoration. The Works of Art Committee will consider a range of possible options in the autumn.

My Lords, I certainly hope it will not be a matter of the noble Baroness looking down kindly on us when the time comes for them to be revealed in their original true glory, or as close to their original true glory as we can get it. Considering the national and international importance of these murals it is important to get it right rather than to get it soon. It is a very challenging task to restore the paintings to as near their original condition as possible. One of the very heartening results of the research is that the original pigment beneath the various layers has survived much more successfully in the Royal Gallery than was the case in the Robing Room. We have the opportunity of achieving a very high level of restoration and we should make sure that we get it right.

My noble friend makes an extremely important point about continuity of care. Not only is this important in terms of sheer administration; it is vital for the health of the service user or patient, as the social worker is very often the key point of contact for vulnerable people living at home and maybe on the brink of being admitted to NHS in-patient care. My Lords, the Government have taken the following steps to make it easier to make a lasting power of attorney. First, the Office of the Public Guardian has released a test version of a digital tool which allows donors to make lasting powers of attorney online. Secondly, it has redesigned its paper forms to make them easier to follow and is consulting on proposals to combine the application processes of the two types of lasting power of attorney and to introduce a digital signature. The fee for registering a lasting power of attorney has been reduced from £130 to £110 from 1 October this year.

If the Minister asks his more elderly relations he may find out that one used to get a bit of paper, write on it “I give you power of attorney”, sign it and send it to the bank—that is all you had to do. This whole business seems to me unnecessarily expensive and time-consuming. I ask whether we might return to having a simple piece of paper.

My Lords, I have to tell the noble Baroness that the number of older relations I have is becoming increasingly small. I take the point that she made, but we also have to be careful in dealing with matters where often quite considerable sums, in terms of inheritance, are in question. There has to be an orderly process that can be much better checked than the noble Baroness’s scrap of paper with a line on it. We are trying—and the Office of the Public Guardian is making every effort—to consult on this, and the consultations end on 26 November. We are trying to simplify and make it easier for people to do this without having to pay expensive legal fees.

I shall look at that point. However, as the rules now stand, it is the responsibility of the health authority looking after that patient. As I say, though, this exchange reveals that that may put too much of a burden on a single authority, and I shall certainly ask my right honourable friend to look at the matter.

My Lords, my briefing assured me that honours were not to be withdrawn from people who have died, and I think that the awarding of honours to people who have died would also be outwith the honours system as it is currently understood. However, we would all strongly agree that Alan Turing suffered quite appalling discrimination. Both my parents-in-law worked with the noble Baroness at Bletchley Park.

My Lords, I will always do my best to support my noble friend. There is no question of a ban. What I think noble Lords on all sides are suggesting is a charge, so my noble friend will be able to pay a modest sum for her bag if a charge does eventuate.
My Lords, this was the first work that I had to do when I held the office that the Minister holds today. When I tried to talk about this subject to the people involved, they said, “If you try to stop us, we’ll do it on the kitchen table”. Am I right in thinking that this kind of thought still exists among the people who wish to continue this horrible practice?

We know that there are some strong feelings on this issue. Indeed, yesterday there was a report of a campaigner being abused by people who disagreed with her. This is not an easy subject. It is a hearts and minds issue, so we have to influence these communities and encourage them to recognise that there is no religious or medical basis for this abuse of young people and it should stop. I can assure the House that the Government take it very seriously.

Farming was formerly part of a prisoner’s range of choices, particularly with a view to future jobs and a lifestyle. Apart from that, the meat that they provided from pigs and cows was fed to the prisoners and was perfectly delicious, as I know from Pentonville prison.

I think it was possible to have prison farms in the past. My noble friend is right about both the sustainability of such regimes and the benefit to prisoners. I am not sure that present circumstances would allow that, but I recently visited a prison in the north-west that had opened up a section of the land to develop an under-glass market garden. That was being very well used by the prisoners, who had gained great benefit both from the training that they received there and the personal satisfaction that such work gave.

Could not the media be persuaded to make greater use of physical heroes, such as footballers, tennis players or any kind of sporting hero, in order to promote less obesity?

My noble friend makes a very good point about role models. To a certain extent, that has been tried and tested in the past with some success. As regards food and its taste, I would say each to their own, but she is right that we are encouraged in all sorts of subtle ways to eat more than we used to in years gone by. The responsibility deal calorie reduction pledge specifically enables businesses to contribute to our challenge to the nation in this area, which we issued as part of the call to action on obesity in 2011, to reduce total calorie consumption by 5 billion calories a day.

My Lords, the question of where young people between the ages of 19 and 25 are permanent residents is one of our problems. They are very often transient, given the nature of what they do. I am not quite sure how long my children remained permanent residents at home after the age of 18; they were more often at their college or university than at home.

My Lords, it is for the National Farmers’ Union to decide where it wants to conduct pilots. Natural England issued west Somerset and Gloucestershire with licences for the two badger cull pilots and these licences remain valid for the duration of the cull next summer. We are working with the farming industry so that badger control in two pilot areas can be implemented effectively in 2013 in the best possible conditions and with the right resources.
I have a spray for use against bad insects which I obtained on request from the Royal Horticultural Society and which presumably farmers are using against midges. When I got it home, I discovered that it said at the bottom of the label, “deadly to bees”. Is it in general use, or in use at all, because we certainly want to protect bees?

I agree with my noble friend. Generally speaking, midges are very widespread across the country and I think that the application of a spray would have minimal impact.
