Is my right hon. Friend aware that Mr. Ryan Hilton, an events manager with the pub crawl firm, Carnage UK, was convicted in court in Llandudno last week of assaulting my constituent, Mr. Mark Aelwyn Roberts, causing him actual bodily harm? He will be sentenced at Crown court. Will my right hon. Friend please note that North Wales police had objected to that event in Bangor? Does he agree that that vicious assault sends a message to all licensing authorities that Carnage UK is a disreputable organisation, which causes havoc in our university towns?

I was not aware of the individual circumstances that my hon. Friend just outlined. I agree that those disreputable organisations need to be tackled. Indeed, in most places throughout the country, there is a realistic and meaningful partnership between local police and licensees to ensure that licensees do not have their reputations undermined by organisations such as the one that she mentioned.

I pay tribute to my hon. Friend the Member for Conwy (Mrs. Williams), who is standing down at the next election. She has been a real warrior for north Wales, and particularly for women right across Wales. Everyone respects her for that. As she has said, tax credits have played an absolutely vital role, particularly during the downturn, in helping to keep people in work and off benefits. About 21,600 families whose income fell for six months last year benefited from an average increase of £36 a week in tax credits. That helped to keep people in work, and those people would not have stayed in work if that support mechanism had been cut from underneath them, as the Conservatives are planning.

We introduced tax credits to provide support to families, to help to reduce child poverty and to make work pay, benefiting about 326,000 families and more than 500,000 children in Wales.

Is my right hon. and learned Friend aware of the serious concerns being expressed by individuals, groups and organisations, as well as the press and the media, about the inadequacy of the Dangerous Dogs Act 1991? I speak as a recent victim of an attack, and I share those views. Will she consider having serious discussions with her Cabinet colleagues about that Act, which I am told was hurriedly put together, in order to review it?

I express my great sympathy to my hon. Friend for the fact that she was a victim of such an attack by a dog. I assure her that discussions are under way among ministerial colleagues on this matter. We cannot have a situation where people are afraid to let their kids go to the park or to take their own pets out for a walk in the park, or where elderly people are afraid to be on their own because some people have dangerous dogs. If they will not control them, we have to look again at the law and make sure that they are controlled.

Since the start of the economic crisis we have worked in partnership with the Welsh Assembly Government through the regular All Wales Economic Summits, where initiatives such as ProAct were born.One of the main focuses of the next All Wales Economic Summit which I will attend tomorrow in Llanelli will be the ProAct initiative.

As my hon. Friend may know, almost 150 businesses will benefit from funding support of between £10,000 and £90,000 that is specifically intended to help new and existing businesses. That will especially assist disabled and disadvantaged employees. The counties of Gwynedd and Conwy will also be assisted in that way, and I look forward to her working with those responsible to take advantage of that opportunity.

I thank my hon. Friend for that question. Get Safe Online is a joint initiative, involving the Government and important private sector sponsors such as HSBC and Microsoft. Indeed, the Minister for the third sector, my right hon. Friend the Member for Basildon (Angela E. Smith), recently hosted a sponsorship event as a result of which two new sponsors came on stream. It is clear that sponsors understand the initiative’s potential public benefit when it is presented to them. It is a very attractive sponsorship proposition.

By sponsoring the Get Safe Online initiative, my Department continues to work with private sector partners to raise the very important issue of public awareness of internet safety. The Get Safe Online initiative has won two prestigious awards for this joint working, and it continues to increase the number and length of visits to its website. There have been more than 605,000 links to the site—far more than its US counterpart, which has achieved only 25,000.

We have had the Conservative document on the family published today and it does not mention that they wish to take child tax credits away from large numbers of people. It does not mention that they want to take the child trust fund away from large numbers of people. As for honest politics, if you publish a document and you do not tell people what your policy really is—[Interruption.] Last week, I said that the Conservatives should give up the posters and concentrate on policy. Now that I have seen their policy, I have to say that they are just as well with their posters.

I could not have put it better myself; my hon. Friend has got it in one. Rather than wasting public sector money on the richest people in Britain, very few of them in Wales, with inheritance tax giveaways, our putting money into the car scrappage scheme has increased production by a fifth at Ford Bridgend and resulted in a fifth of all new car registrations throughout the UK. That is active government—government supporting people, not favouring a tiny, rich few.

Since its launch, the car scrappage scheme has generated more than 291,000 orders for new vehicles in the UK, with about 14,500 of those orders having been made in Wales.

The Government have already ruled out incorporation of disability living allowance for the under-65s. However, I hear the point that my hon. Friend makes and I will make sure that her comment is fed into the representations and discussions that take place.

Church leaders in my constituency are involved in the Get Fair campaign, which seeks to tackle child poverty in this country. My hon. Friend was a leader in the Make Poverty History campaign in Wales, and I congratulate her on that. The campaign to abolish child poverty is so important that we are going to bring forward a Bill that commits the Government to abolish child poverty. It is very important to recognise that 1.5 million children have been taken out of absolute poverty under this Government and 800,000 children have been taken out of relative poverty. We are raising child benefit and child tax credits, and we are creating Sure Start centres in this country that the Conservative party refuses to support.

I have to declare an interest, as does the hon. Member for Montgomeryshire (Lembit Öpik), because about 12 years ago we were patients there. It is important for patients in north Wales and mid-Wales to be happy in their minds that the relationship will continue.

I agree with my hon. Friend. My hon. Friend the Minister and I will certainly bring that up with our counterparts in Cardiff. It reflects the fact that waiting times are coming down in Wales, that patient care has been improving, and that there are more nurses, doctors and health care staff than ever before, all of which would be put at risk if the Conservatives came to office with their savage cuts policy.

All processing of personal data in the UK must be carried out in compliance with the Data Protection Act 1998 (DPA). The fifth data protection principle in the DPA requires that personal data is not kept for longer than is necessary for the purpose for which it was collected. This principle would apply to any personal data contained in complaints against former employees, including those that are later withdrawn. The Information Commissioner's Office (ICO) is responsible for investigating and enforcing compliance with the DPA. Any concerns that a data controller is not complying with the Act may be referred to the ICO.

My right hon. Friend will remember the pleas that I and my hon. Friend the Member for Vale of Clwyd (Chris Ruane) made in 1997 for our area to be covered by objective 1 funding. Does he agree that that funding has been important for the whole of the western part of Wales? Does he still wonder why the Secretary of State in post before that date did not apply for objective 1 funding so that Wales could have benefited a lot earlier than it did?

I certainly do remember the powerful case that my hon. Friend and my hon. Friend the Member for Vale of Clwyd (Chris Ruane) made in representing their constituencies and in persuading me that objective 1 funding should be extended to Denbighshire. Indeed, she is quite right: the shadow Health Secretary announced on the "Today" programme only this morning plans for a 10 per cent. cut in departmental expenditure limits for all Departments except those covering health, international aid and schools. That would mean savage cuts in spending in Wales, and would also put the whole of the European convergence programme, which has done so much for west Wales and the valleys, in jeopardy.

The Home Secretary announced on 3 April 2009 her intention to launch a formal consultation in late April on the options for how best to regulate the wheel clamping industry. The consultation document, which includes the results of the SIA’s feasibility study, will be published, and copies will be placed in the House Libraries.The Government’s preferred option will be to introduce compulsory licensing by the Security Industry Authority of wheel clamping companies.
