I thank the Minister for her response and support both the questions that have been asked and this valuable work. My question is the other way around. Are His Majesty’s Government giving any thought to how common resources are offered to these valuable and diverse youth organisations—for example, in safeguarding or mental health provision among our teenage and young adult population?

To ask His Majesty's Government why they increased the mileage rate for the first 10,000 business miles from £0.45 to £0.55 for cars but left it unchanged for motorcycles; and whether they plan to ensure parity of treatment.

My Lords, the Minister will be aware that there are 28,000 agri-environment agreements which cease either this year or next, and the applicants must wait for agreements to expire before they can start a new SFI application. We can imagine in terms of sustainability and the welfare of our farming community that those who have such environments need assurance that they will be able to apply and to continue delivering the outcomes without a break in their payment. Can the Minister give such an assurance?

I was encouraged by the Minister’s previous comments. I was going to ask about vocational education and whether the impact of that is being measured. Clearly, all education matters. At a recent visit to HMP Styal, I was particularly impressed by the work of The Clink, which sadly has shut after 10 years. How can the Government invest better in partnerships in that vocational sphere?

My Lords, I agree with the Minister on the importance of stable government for the future of Venezuela. Could she advise the House on whether we are investing in diplomatic relationships with all legitimate partners who might form any future Government, so that we can play our part in the future stability of that sovereign nation, and on whether the UK Government have any plans to follow Canada’s fine example, as reported in today’s i newspaper, of establishing full consular provision in Nuuk, the capital of Greenland?

My Lords, I am grateful for the replies that the Minister has already given and for the work the Government are doing in this area. To pick up on the question of apprenticeships, what are the Government doing to promote graduate internships? In an economy like that of the north-west, which depends on small and medium-sized enterprises, those are a vital way into work. Specifically around healthcare, the noble Baroness will be aware of the Jisc report from November 2025, which says that six out of 10 first- degree employment is in the area of health, social care or education, so how can the limited hiring, particularly of nurses, be addressed?

My Lords, can the Minister comment on the way in which these hubs will relate to voluntary groups? I warmly welcome the Question, which seems important, and the introduction of the hubs, but in an age when parenting can get increasingly lonely, the many voluntary groups that provide community are essential, if it takes a village to raise a child.

My Lords, over the years, speakers from these Benches have completely supported the thrust behind the Question from the noble Lord, Lord Lexden. It is not only a matter for the Treasury and tax, but a matter of justice. If another party gets into power, perhaps the inheritance tax thresholds might even come down in due course—who knows? This does not seem a strong argument for denying an obvious need for justice in these cases.

My Lords, is it not the 28 days that people have to make arrangements, when they change from being asylum seekers to being refugees, that is the difficulty? It takes me more than 28 days to open a bank account if I am on good form, and there are lots of other things that they have to think about. Could the period not be extended beyond 28 days? Universal credit often does not kick in for at least 35 days. The 28-day period is just too tight for people in these circumstances.

My Lords, the Minister’s answers have related largely to child sexual abuse, but this is not a child case—it is a case of a vulnerable adult. I know it is a difficult issue, but I wonder whether a culture in which it is acceptable to pay for sexual services does not encourage some of the regrettable attitudes we have seen in these dreadful cases.

My Lords, a man speaks with considerable hesitation on this very sensitive subject. Does the Minister agree that part of the success of the original Act was that there were certain clear boundaries laid out in it, not least the 14-day limit for experimentation on embryos? Therefore, whatever is decided in the future, I think the spirit of clarity is essential as we go forward. I can see the case for the 10-year limit being extended, but it needs to be done in a way that is quite clear in order to protect everybody.

My Lords, prior to publication of the manifesto, the previous Prime Minister declared that a family test would be applied to all government policy. Would this not require not just a Cabinet-level overseer but for each department to have someone responsible for applying the family test? Does that exist?

My Lords, bishops go into prison more often than most Members of your Lordships’ House. There are two prisons in my diocese. The Liverpool prison report is an absolute scandal, so far as I can judge. However, does the Minister agree that many prisons are functioning rather well in the circumstances they face and that there is a good deal that can be celebrated alongside the horror stories, which are indeed dreadful?

My Lords, the noble Lord who asked the previous question did not include churches—and with good reason because there have been herculean efforts across the estate involving quite difficult church buildings to make them accessible to people with limited ability to get up steps and so forth. Will the Minister join me in paying tribute to the local efforts, normally paid for locally, which have transformed the access to historic churches?
