Mr. Wilson: We are currently funding, from our Human Rights Project Fund, a project carried out by a Zimbabwean NGO which is
designed to offer support to victims of torture. The same NGO is also working on the prevention of torture in Zimbabwe.

Mr. Wells: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the role of the United
Nations peacekeeping force in Sierra Leone. [158621]
Mr. Wilson: The main objectives of the United Nations Mission in Sierra Leone (UNAMSIL) are to assist the Government of Sierra Leone
in their efforts to extend their authority and to restore law and order progressively throughout the entire country. UNAMSIL is also
tasked with assisting the Sierra Leone Government in promoting a renewed democratic political process, which should lead, in due
course, to the holding of free and fair elections.
We fully support UNAMSIL's efforts to help the people of Sierra Leone in their search for lasting peace and stability. This reflects
our commitment both to Sierra Leone and to UN peacekeeping in general.

Mr. Gordon Brown: The determining factor underpinning any Government decision on joining the single currency is whether the economic
case for the UK joining is clear and unambiguous. Because of the magnitude of the decision, the Government believe that, whenever a
decision to enter is taken by Government, it should be put to a referendum of the British people.

Mr. Wells: To ask the Secretary of State for Education and Employment if he will make a statement on class sizes in secondary
schools since May 1997. [143487]
Ms Estelle Morris: The size of the average secondary class is 22, and in January 1997 it was 21.7. Secondary class sizes rose
steadily throughout the last decade--in 1990 the figure was 20.3. Secondary headteachers are receiving an average of £50,000 in
direct grant to spend as they choose this year. If this were spent on recruiting teachers, the average secondary class size could be
reduced by up to 0.8.
We are delivering our infant class size pledge for the vast majority of infants, including in Hertford and Stortford. In the
constituency in September 2000, nearly 95 per cent. of infants were in classes of 30 or fewer pupils. The figure in January 1997 was
73 per cent.

Mr. Wells: To ask the Secretary of State for International Development what reforms she will propose to the European Union to
increase the effectiveness of its whole aid programme. [123184]
Clare Short: We have published an 18-point strategy to improve the poverty focus and effectiveness of EC development assistance. The
new European Commission has taken several positive steps, including the reduction of the number of Commissioners responsible for
European Community development programmes from five to two, the establishment of poverty reduction as the overarching objective of
the successor to the Lome Convention and the restructuring of the European Development Fund, including the recent publication of a
draft development policy statement and of proposals to reform the administration of EC external programmes. However, most of the
proposed changes have not yet been implemented. We are pressing the Commission to draw up clear action plans to put the proposals
that have been made into practice. We will continue to work closely with the Commission and other member states to improve the
poverty focus, effectiveness and efficiency of EC programmes.
