I pay tribute to my hon. Friend, who is standing down. He raises an important issue about energy-intensive industries and protection for them. A number of changes were made and there has been some consultation since then with those industries. We are convinced that we can make that change in a way that gives them proper protection against the things they are concerned about.

It is not just that Palestinians in Jerusalem and East Jerusalem are being prevented from praying; they are having their houses confiscated in ever-increasing numbers as well. Is my right hon. Friend aware that some of those Palestinians are having to seek asylum in this country, and should they be audacious enough to return to their own country and step off the plane at Tel Aviv, they are in danger of being tortured, put back on a plane and returned to Britain?

My hon. Friend makes a very important point. I wish him well in his retirement and thank him for all his service to his constituents, and of course to our party and the House.
Jerusalem is rightly at the centre of all the great religions; it is a tinderbox. It is very important that all sides are very careful in the actions that they take in that respect, and that the rights of all denominations and all faiths are respected in that special place. The committees and other structures that have been created to govern the holy sites are there for a purpose, and the rules and norms that they have established need to be adhered to very closely indeed.

Patients with haemophilia are no longer generally treated with products manufactured from human plasma (blood products). Almost all are now treated with recombinant (biosynthetic) factor VIII. It is expected that about 50 per cent. of patients will change from one brand of recombinant product to another, following the tendering exercise.Some small children with haemophilia will not change products either because they have always been treated with the same brand or because they are having treatment for a factor VIII inhibitor. Patients have now been notified by their haemophilia centres of the proposal to either change their brand or to continue to prescribe the brand that they are already receiving and to invite them to consult the centre if they have any concerns.The tender has taken place with the full support and active involvement of the Haemophilia Society representing patients and the UK Haemophilia Centre Doctors' Organisation (UKHCDO). UKHCDO have advised that all of the available brands of recombinant products are equally safe and effective.

We are greatly tightening up on legal aid. Also, the major report by Lord Justice Jackson on fundamental reforms to the way in which legal costs are assessed should deal with some of the abuses to which my hon. Friend has referred.

We always keep an eye on that issue, but we already invest more than £55 million each year in tackling young people's substance misuse, and that includes funding treatment, area-based grant work for under-18s' misuse, Positive Futures and the Frank website.

Several times in the past few weeks, including today, I have heard the claim that mephedrone is killing young people. The cases that I have looked at suggest that the young people concerned were taking more than one drug, including alcohol. Should we not be getting across to young people the fact that if they choose to take a cocktail of drugs, they are putting their lives at risk? Mixing cocaine and alcohol, for example, produces the very toxic cocaethylene.

My hon. Friend, with his usual scientific analysis, is making the case for why we have to wait for the Advisory Council on the Misuse of Drugs to report on wide-ranging and close analysis of the problem before saying whether mephedrone is a dangerous drug. We might all have views on that, but they should be driven by the scientific evidence. Once that report is made to me—I hope that that will happen as soon as possible after 29 March, when the council's next meeting is scheduled—then we can make an informed decision.

We have repaired the salaries of public service workers in this country. Over the past decade, public sector wages have risen by about 25 per cent., but at a time like this we think it is important that senior leaders in the public sector show an example, which is why, in our evidence to the Senior Salaries Review Body, we recommended a pay rise of 0 per cent. That was the rise that we implemented across the board last week.

As stated in the Government's June 2009 response to the Royal Commission for Environmental Pollution's December 2008 Report "Novel Materials in the Environment: The Case of Nanotechnology", we recognise that, given increasing interest in this area, additional work to boost our understanding is required. Work is currently ongoing to define in more detail how any successor to the voluntary reporting scheme could effectively be introduced, including whether or not it should be mandatory.

A trial of the UK's voluntary reporting scheme for engineered nanomaterials was carried out between September 2006 and September 2008. DEFRA received 13 submissions to the scheme during this period. Although the scheme has now officially closed submissions are still accepted.

My hon. Friend raises the crucial issue. The elections are scheduled for next month, and we have so far pledged £12.5 million towards them. That funding has been focused on technical preparations, civic education and conflict management. We hope that the process will be credible; the voter registration process was conducted largely peacefully. The legal framework for the elections has been approved with a level of consensus, so we hope that they will be another milestone on the way to stability in Sudan.

The UK is deeply concerned by the humanitarian situation in Gaza. We continue to press the Israeli authorities to ease border restrictions further and to permit a greater flow of humanitarian aid, reconstruction materials, trade goods, and people into Gaza. This was most recently raised by the Secretary of State for International Development.

In 2008-09 NHS Supply Chain conducted 54 reverse auctions, which resulted in estimated savings of 15 per cent. on previous tender prices.As with the standard tender process, all medical products are checked for safety and quality before they are entered into a reverse auction. Medical products in a reverse auction are the same as those available in the standard tender process.We are not aware of any formal assessment of the effectiveness of the system of reverse auctions for the procurement of national health service medical products.

I am sure that the whole House is at one with the Prime Minister in sending our sincere condolences to the relatives and friends of the brave servicemen who have lost their lives in serving this country.
I am astonished at the orchestrated campaign of opposition to our social care plans that seems to have been mounted in some newspapers this morning, supported by Tory councillors and BUPA, especially as the Conservatives did not oppose those plans when they were before the House. Will my right hon. Friend commit himself to continuing the fight to improve the lot of some of our most vulnerable citizens, the poorest pensioners in the country?

I am passionately committed, as are the Government, to finding a better way of ensuring security and dignity for the elderly generation in retirement. That means not just providing institutional care of the highest standard, but helping people to stay in their own homes for as long as possible with as good amenities as possible. I hope that there will be all-party support for the Bill that is now going through the House of Lords, and has already been through the House of Commons, because it will enable us to make urgent need payments to all people—whatever their income—who need the very highest level of care in their homes. It will take time to develop a full social care system for the future, but it is in our interest to establish a consensus in the country about how we can move forward to a better system for every elderly person.

I am sure that the whole House will wish to join me in paying tribute to Private Sean McDonald and Corporal Johnathan Moore from First Battalion The Royal Regiment of Scotland, attached to Third Battalion The Rifles, and to Warrant Officer Class 2 David Markland from 36 Engineer Regiment, Royal Engineers. These were men of great character and commitment, whose loss is already keenly felt by their colleagues. I want to pay tribute, on behalf of the whole House, to their courage and dedication. We think of their families and friends, and their sacrifice will not be forgotten.
This morning I had meetings with ministerial colleagues and friends. In addition to my duties in the House, I shall have further such meetings later today.

As we consider substances in the cathinone group of chemicals—that includes khat, by the way, which is used by people from the horn of Africa—is there not a danger that, as we put more and more substances into the ABC classification, we merely displace the problem? There is an endless list of chemicals and natural products that chemists can supply on to the market. Is there not also a danger of displacing illicit drug users to using products in the legal market?

I accept that there may be a danger. That is why the ACMD is composed not only of scientists, but of others, including police officers, others from law enforcement agencies and so on. It is very important that I take the council's advice, and its advice will be much wider than just the classification; it will also look at the kind of issues that my hon. Friend raises.
