I thank my hon. Friend for reminding the House that one of the benefits of a Government committed to investing in our country is that we invest in businesses in its regions as well. I am happy to look at that alternative proposal. My right hon. Friend the Secretary of State has looked at some of these issues, and there are concerns about energy usage, but I am happy to discuss them with my hon. Friend offline.

Registered medical practitioners undertake these examinations. They are most commonly done by general practitioners or paediatricians. They will have had additional training, but no further qualifications are required.The National Institute for Health and Clinical Excellence clinical guideline, "Routine postnatal care of women and their babies", states that within 72 hours of birth and at six to eight weeks the baby's hips should be checked using the Barlow and Ortolani manoeuvres.The guideline also advises that all health care professionals who care for mothers and babies should work within the relevant competencies developed by Skills for Health:"www.skillsforhealth.org.uk"Relevant health care professionals should also have demonstrated competency and sufficient ongoing clinical experience in undertaking maternal and newborn physical examinations and recognising abnormalities.

I am delighted to congratulate my hon. Friend on raising this issue and the health through warmth programme, which also exists in my constituency. I have visited schemes in the past and I offer to draw attention to the successes of the programme soon, because it is one of the ways in which organisations such as local authorities, the health service and energy companies come together to identify people in need of help to insulate their homes, improve their health, save on their budgets and cut carbon emissions at the same time.

Successive Governments have spectacularly failed to tackle the north-south economic divide in any meaningful way. My hon. Friend makes an extremely important point about the vision we have for high-speed rail. One of the things we deliberately asked High Speed 2 to look into was the benefits of extending the high-speed link to Manchester, Yorkshire, the north-east and Scotland. It is important that, when HS2 reports this year, we consider the report and come back with proposals next year. The alternative is short-term gimmickry to get a standing ovation at party conference.

I am grateful to my right hon. Friend for that reply. I am sure he has discussed the big problem of the regional skills gap that we face in this region and what we can do about skills in the future. Does he agree that we need to equip our young people with all possible tools in order for them to access the excellent further education establishments throughout the region? Will he ask the regional development agency to draw together regional partners, such as the learning and skills council, the local authorities and the bus companies, to create a regional concessionary bus pass for students in full-time and further education so that they can access the excellent facilities available in the north-east?

I agree with the thrust of my hon. Friend’s question. I congratulate him and Gateshead college in his constituency on the exciting bid to make use of the moneys, announced by the Chancellor in the previous Budget, to bring forward training schemes for young people to work on the new battery and electronic car technologies that are coming to our region with the exciting Nissan development in east Durham.
Could we do more to help youngsters get to college through a concessionary travel scheme? I cannot promise that today because I do not have command of the Budget, but, as my hon. Friend knows, work on such a programme is continuing and we recently agreed at the interim regional transport board, where I took the chair as the regional Minister, on £10 million to be spent on a travelcard scheme, which could be adapted to do exactly that for which he calls.

I meet regularly with the chair and chief executive of One NorthEast. My recent discussions have focused on the regional response to the recession and long-term economic growth in the region. My latest meeting was on Wednesday 16 September when I met the board of One NorthEast, the leaders of the 12 strategic local authorities and the Minister for Regional Economic Development and Co-ordination, my right hon. Friend the Member for Doncaster, Central (Ms Winterton).

I support the measures to be taken to improve the A1 north of Newcastle and eventually to continue the dual carriageway right the way from Newcastle up to Edinburgh, but as my right hon. Friend the Minister knows, the whole question of our regional road infrastructure needs serious examination. Notwithstanding the works that are now going on south of Scotch Corner to link finally the A1 in the north of England to the rest of the motorway system, which is welcome, does he agree that we also need to be linked up to the west of the country over the A66 and A69, which are also two very important routes that are badly in need of an upgrade?

I agree with that. There are added dimensions, and we need to have discussions with others about the A1 south. A road leading north from Yorkshire is, for the Minister for Yorkshire and the Humber, a gateway to our region. There are sensitivities regarding that, just as there are with east-west links. In principle, I certainly agree with my hon. Friend that improvement of the road links and the east-west corridor is as important as north-south links. In the longer term, east-west links may turn out to be more important than they are now, but they are at least as important as north-south links.

Just a week ago we issued draft invitations to tender for two important land vehicle projects. One is for the Scout vehicle and the other is for the Warrior upgrade. I remain hopeful that we can sign contracts for those two vehicles early next year, following the invitations to tender, the responses to those, which we have asked for by October, and our evaluation of those bids.

Notwithstanding the serious problems that have arisen there, does he agree that it would be far better for Her Majesty's Government to work with the new democratic Government than to take the draconian step of returning the islands to colonial rule, which would be unpopular not only in TCI but right across the wider Caribbean?

It is important that we make sure that there is no corruption in the Turks and Caicos Islands. I pay tribute to the report by the Foreign Affairs Committee on this matter, which pointed us to the process that has led, first, to an interim report, and secondly to a final report, which we hope to publish soon. It would be wholly inappropriate for us to take no action whatsoever with regard to very serious issues that have been highlighted by the commissioner.

The requirements for being categorised as a road of national importance are based on the amount and type of traffic flow on the road, and take into consideration whether traffic is redirected on to other routes. The case for the A1 north of Newcastle is not robust enough for us to consider re-categorisation, but I am happy to meet my hon. Friend to discuss this matter, because I know it is of real concern to his constituents.

Could the appropriate Minister from the Treasury meet the appropriate Minister from the Department for Work and Pensions to try to find the finances to end the unfairness in the carer's allowance, which is completely lost following a very small increase in earnings or on retirement, despite the fact that the caring role and responsibility continue?

The number of children under the age of 10 years who are diagnosed with developmental dysplasia of the hip is not collected centrally.Data relating to the specific cost to the national health service of treating children under the age of 12 years with late-diagnosed development dysplasia of the hip is not collected centrally.The Department is not currently funding research into dysplasia of the hip in newborn children. However, there has been an Ultrasonography in the diagnosis and management of developmental hip dysplasia trial (UK Hip Trial) conducted at 33 hospitals in the United Kingdom and Republic of Ireland by researchers from Oxford and London Universities. This found no significant benefits in costs from screening with ultrasound rather than the Barlow and Ortolani tests used currently.The Medical Research Council, one of the main agencies through which the Government support medical and clinical research, although not currently funding any research directly relating to developmental dysplasia of the hip, is funding the UK resource of new models of bone and mineral disorders, a £1.86 million research project, which may lead to further understanding of the condition.

This found no significant benefits in costs from screening with ultrasound rather than the Barlow and Ortolani tests used currently.The Medical Research Council, one of the main agencies through which the Government support medical and clinical research, although not currently funding any research directly relating to developmental dysplasia of the hip, is funding the UK resource of new models of bone and mineral disorders, a £1.86 million research project, which may lead to further understanding of the condition.
