Details of the number of service family accommodation (SFA) properties sold in Northern Ireland are not held centrally so will take a little more time to collate. I will write to the hon. Member and a copy of my letter will be placed in the Library of the House.Records of other SFA sold in financial year 1997-98 to 1999-2000 no longer exist. However, SFA properties sold in each financial year since FY 2000-01 are set out as follows:

My hon. Friend has reflected the concerns of many by talking about fuel poverty. As he is aware, given that in today’s climate the cost of a barrel of oil is now in excess of $100, the issue affects not only the UK but countries right around the world. My hon. Friend is right to point out that Ofgem’s role is to ensure that no cosy cartel exists, and I am sure that that will be part of the review that it is undertaking.
As a Government, we can ensure that those discussions can take place. My hon. Friends in the Treasury and the Department for Work and Pensions have been talking with Ofgem representatives about those matters, too. In the meantime, we will continue our attack on fuel poverty through measures such as the winter fuel payment—now worth up to £300 in households where somebody is aged 80 or more—and by ensuring that the great inroads that we have made to reduce fuel poverty are not undone by rising fuel prices.

As my hon. Friend knows, the head of Ofgem has set up an inquiry into the market in electricity and energy in this country. It is right that he pursues an investigation to see whether competition is working effectively in the industry. It is also true that as a result of the European emissions trading scheme windfall profits have been made by the energy companies. That is a matter on which the head of Ofgem has also commented. The energy companies have made additional money available this year to help people on low incomes pay their fuel bills, but that is a small amount in relation to what the Government are doing through the winter allowance. Our winter allowance is £200 for the over-60s and £300 for the over-80s. This winter, when people are experiencing high utility bills, the winter allowance that we are giving is crucial.

Before I list my engagements, let me say that I am sure the whole House will wish to join me in sending condolences to the family and friends of Royal Air Force Sergeant Duane Barwood, who died in Iraq on Friday. To him and to others who have lost their lives we owe a huge debt of gratitude.
This morning I had meetings with ministerial colleagues and others. In addition to my duties in the House, I shall have further such meetings later today.

The statistics on electorate for UK parliamentary elections by constituency is co-ordinated by the General Register Office for Scotland (GROS), who receive information from electoral registration officers based on the registers published in December each year. GROS are due to publish the statistics on electorate based on the December 2007 publication of registers later in February. Electoral registration officers are not required to supply the Government with this information.

EU support for Pacific countries is financed from the European development fund. The UK share of the EDF from 2001 to 2005 was 12.69 per cent. The UK has full, sovereign diplomatic representation in three Pacific Island countries: Fiji, Papua New Guinea and the Solomon Islands. The other Pacific Island countries are accredited to our posts in Fiji, the Philippines and New Zealand. Our High Commissions in Canberra and Wellington support the Pacific network.

National Lottery grant-making decisions are made independently of Government by the lottery distributing bodies. I understand that Glasgow's Candidate City File for the 2014 Games set out the various revenue streams that were expected and that this did not include any revenue from the lottery.

The resource cost of accommodation, facilities and services used by the Commonwealth Parliamentary Association for its international secretariat in 7 Millbank is estimated to have been around £150,000 per annum since 2002-03. A similar cost is expected in 2007-08.

Does he agree that that will regenerate the east end of Glasgow in the same way as the 2012 Olympics will regenerate the east end of London? Will he therefore liaise with Glasgow city council and the Scottish Executive to ensure that that much needed regeneration does indeed take place?

I congratulate my hon. Friend, who has also been a prime mover in bringing the Commonwealth games to Glasgow. I also congratulate Glasgow city council, the Scottish Administration and all those who have played a part in securing the Commonwealth games for Glasgow. We now look forward to what I believe could be the best sporting decade in our country's history. We have the Olympics in 2012 and the Commonwealth games in Glasgow in 2014; I would like to see the rugby world cup coming to Britain in 2015, and England will bid for the 2018 World cup. It will be a great sporting decade, and I believe that everybody in our country will wish those proposals well.

There are no plans at this stage for a UK Government Minister to attend the announcement of the host city of the 2014 Commonwealth Games in Sri Lanka on 9 November.The Prime Minister and UK Government have actively supported Glasgow's bid by providing a number of guarantees and agreements in principle, should the bid be successful. It will be supporting the bid in the days ahead.

The Scotland Office has been working closely with the Scottish Executive, DCMS and the Intellectual Property Office to facilitate and support Glasgow's bid for the 2014 Commonwealth Games.I and my right hon. Friends, the Secretary of State and the Prime Minister, have all backed Glasgow's bid, and hope that all the hard work of the Bid Committee is rewarded by Glasgow being named as the winning city.

Poverty is a complex and multidimensional issue and, as such, there are many possible measures of poverty. To reflect this, there are a wide range of indicators included in opportunity for all.While income alone does not provide a wide enough measure of poverty, it is generally accepted that low income is central to any poverty measurement. The most common measure of low income used to capture poverty is individuals living in households with an income below 60 per cent. of contemporary median income, adjusted to take account of family size and composition.The public service agreement (PSA) to halve child poverty includes three indicators of child poverty. These are relative low income (below 60 per cent. contemporary median household income), absolute low income (below 60 per cent. of 1998-99 median income uprated in line with prices), and combined low income and material deprivation.The new PSA 'Tackle poverty and promote greater independence in later life' includes three indicators related to low income for pensioners. These are relative low income (below 60 per cent. contemporary median household income), relative low income (below 50 per cent. contemporary median household income), and absolute low income (below 60 per cent. of 1998-99 median income uprated in line with prices).

I am replying in her absence. (160055, 160056)""The Office for National Statistics (ONS) compiles statistics of unemployment from the Annual Population Survey (APS) following International Labour Organisation definitions.""Table 1, attached, shows the numbers unemployed and the unemployment rates for youth and adult males and females in the Glasgow East constituency for the 12 months ending March 2007 (the latest period for which data are available). The unemployment rate is defined as the number unemployed as the percentage of the number of economically active persons in the age and sex group of interest. Table 1 also shows the number unemployed as the percentage of all persons in the age and sex group. In this table youth is defined as those aged 16 to 24 and adult refers to those aged 25 or more.""As these estimates are for a subset of the population in a small geographical area, they are based on small sample sizes, and are therefore subject to large margins of uncertainty.""ONS also compiles statistics for local areas on numbers of claimants of Jobseeker's Allowance (ISA).
