Will the Secretary of State look at making greater use of chiropractors and osteopaths in support of orthopaedic surgeons?
Will the Secretary of State look at making greater use of chiropractors and osteopaths in support of orthopaedic surgeons?
How could I say no as my wife was an osteopath? I understand very strongly the importance and value of those professions.

There was no representation made by the Department at this conference. The Department does not maintain a position on any particular complementary or alternative medicine treatments including homeopathy.
Will my right hon. Friend make sure that his interim people plan looks again at the hugely underutilised resource of the allied health professions, including osteopaths and chiropractors? What is the point of having a professional standards authority to regulate them if the Department will not use them?

My hon. Friend makes an important point, one that we have frequently discussed. As he knows, I am married to an osteopath, so I do recognise the value that osteopaths bring to all of us.
What plans he has to make an assessment of the potential merits of (a) acupuncture, (b) chiropractic therapies, (c) osteopathy and (d) other non-drug based, non-addictive options for pain management.

David Tredinnick (Bosworth) (Con):
Mr Speaker, I am clearly in your good books and I am most grateful. Will my right hon. Friend the Secretary of State explain why so little use is made of these three therapies in the health service, and why NICE has not made any attempt to look at hospitals in China, 50,000 of which use acupuncture for lower back pain?

Mr Speaker, I am glad that you have used your considerable flexibilities to bring this question in, because I wanted to say that NICE is in the process of developing a guideline on the management of chronic pain, which will look at the biological, physiological and social factors, including some treatments mentioned by my hon. Friend. There is progress in this space, and I am glad that we have been able to raise this matter in the House today.
I associate myself with the remarks about Sri Lanka. Will my right hon. Friend tell the House whether he thinks it likely that we will leave the European Union by 22 May? Does he
agree with me that both the major political parties are likely to suffer at the polls if we do not? What does it say to my Leicestershire constituents about the democratic process if this House cannot get the withdrawal agreement to leave the European Union over the line?

I completely understand and share the sense of exasperation that my hon. Friend expresses. It has been made very clear from this Dispatch Box on several occasions that the consequence of the House voting to reject the withdrawal agreement and in favour of an extension is that the Government would need to make preparations, as required by law, for those European elections. The way in which we solve this problem is for Parliament to assemble a majority behind a deal, to vote for it, to get the legislation through and to give effect to our departure from the EU.
I thank my right hon. Friend for coming to Hinckley to see co-ordination and social prescribing in action. Will he be taking steps to further develop personal budgets, which save money and improve lives?
I thank my right hon. Friend for coming to Hinckley to see co-ordination and social prescribing in action. Will he be taking steps to further develop personal budgets, which save money and improve lives?
Yes, absolutely. Driving the social prescribing agenda, which is based on increasingly strong evidence of the power of social prescribing to help people stay healthy and get them healthy again when they are ill, will also involve wider use of personal budgets. Almost 1 million people have personal budgets.
What is being done to improve co-ordination between orthopaedic surgeons, osteopaths and chiropractors to reduce the burden on surgeons?

It is an important part of the agenda that we look right across the piece at interventions that can benefit patients. I know full well, not least because I am married to a former osteopath, the positive impact that that can have.
If my right hon. Friend had been elected leader of the Labour party, would she be allowing a free vote this evening?
If my right hon. Friend had been elected leader of the Labour party, would she be allowing a free vote this evening?
There are passionately held views and differences of opinion on this issue, and I think it would be of benefit to the House if there were a free vote across the House.
Improving mental healthcare has rightly become a priority for the Government, but are the Government doing anything to improve the mental health situation of hard-pressed NHS staff who deserve support?
Improving mental healthcare has rightly become a priority for the Government, but are the Government doing anything to improve the mental health situation of hard-pressed NHS staff who deserve support?
My hon. Friend raises an important point. Our dedicated NHS staff, day in and day out, are delivering an unwavering commitment in caring for us all, and obviously it is necessary that we ensure their mental health is looked after. We are setting up a dedicated mental health support service, which will offer NHS staff confidential advice and support 24 hours a day. It will be staffed by qualified professionals who have had training in situations that are unique to the NHS and will ensure that mental health referrals for NHS employees, from either a general practitioner or an occupational health clinician, are fast-tracked. It is right that mental and physical wellbeing is at the forefront of our health service, and it is right that we are taking this action to support our dedicated NHS staff.
A report in The Lancet in March 2018 found that most drugs and injections are useless for lower back pain. What will my right hon. Friend do to find alternative treatments?

I pay tribute to my hon. Friend, who recently announced that he will be standing down at the next election, for the amount of attention he has given to broadening people’s minds and to looking at what works and what the evidence shows works. We know, for instance, that social prescribing can help people and ensure that they get the support they need, and he has made a great contribution to that debate.
What recent assessment he has made of the (a) value for money and (b) clinical outcomes of NHS treatments for musculoskeletal conditions.

The National Institute for Health and Care Excellence independently develops evidence based guidance on the clinical and cost-effectiveness of NHS treatment and care, including for musculoskeletal conditions, and recommends treatments that have been shown to improve patient outcomes.
Will my hon. Friend congratulate Conservative-controlled Hinckley and Bosworth Borough Council’s health and wellbeing
board, and its approach to NHS workforce shortages? It has, for several years, been working on collaboration between GPs and community services, which is in line with the 10-year plan. Will he look at the registers of the Professional Standards Authority, which are not mentioned in the long-term plan, and see if he can make better use of the 80,000 properly regulated practitioners on those registers?

My hon. Friend is right to recognise that community provision lies at the heart of the long-term plan, and that a number of health service professionals make up that community provision. If he wishes to write to me about registers, I will be delighted to respond.
According to the flyer for the post-launch party, the integrated care systems will be considered. Will the Minister make sure that he looks at the use of homeopathy by French pharmacists, the three quarters of a million doctors using traditional healthcare in the Ayush Ministry in India and the 55,000 state hospitals using acupuncture in the People’s Republic of China?

The NHS should always look to learn from the best healthcare systems and practices anywhere in the world provided they are backed by evidence.
Whether he has made an assessment of the effectiveness of integrated traditional and western medicinal healthcare services in (a) the People's Republic of China, (b) France and (c) India for the forthcoming NHS 10-year plan.

The NHS long-term plan, backed by the extra investment by 2023 and confirmed by the Chancellor in the Budget, will set out a sustainable vision for the NHS to make strides towards it being the safest, highest-quality healthcare system anywhere in the world, learning from everywhere and anywhere in the world over the next 10 years.
To ask the Secretary of State for Health and Social Care, if he will visit Hinckley to discuss the Hinckley and Bosworth Health and Wellbeing Partnership strategy of empowering people to manage their own physical and mental needs closer to home.
To ask the Secretary of State for Health and Social Care, if he will visit Hinckley to discuss the Hinckley and Bosworth Health and Wellbeing Partnership strategy of empowering people to manage their own physical and mental needs closer to home.
The Government supports the integration of health and care services and recognises the good work being done by the Hinckley and Bosworth Wellbeing Partnership by taking a multi-agency approach to increase the wellbeing of people and to support them to live independently in their own homes for longer. Officials will be in contact with the Health and Wellbeing Board to understand more about the work being done.
Is the Minister aware that in terms of value for money and efficiency, the Government of India’s integrated health Ministry has half a million ayurvedic doctors and a quarter of a million homeopathic doctors? At a clinic I visited recently in Karnataka province, four fifths of the patients who would have normally gone to see a western doctor were treated by those local doctors. Will he build links with the Indian Ministry of Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy?

I pay tribute to my hon. Friend for the longevity and sincerity of his campaigning on these issues. He draws attention to the wider point of how
patients presenting with multiple and complex conditions need to be treated in multiple ways, and what he refers to is a part of that wider discussion.
To ask the Secretary of State for Health and Social Care, if his Department will hold discussions with the Ministry of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy in India on those therapies; and if he will make a statement.
To ask the Secretary of State for Health and Social Care, if his Department will hold discussions with the Ministry of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy in India on those therapies; and if he will make a statement.
The Department has no plans to hold any such discussions and does not maintain a position on any particular complementary or alternative medicine treatments.
I congratulate the Secretary of State and remind him that when he tours the high streets of Britain he will find an increasing number of acupuncturists, herbal medicine practitioners, reflexologists, yoga practitioners and many more, and they all have one thing in common: none of them is available on the health service. Will he introduce a review that takes into account patient experience and practitioner experience?

I pay tribute to my hon. Friend’s long campaign in this area, and I very much look forward to working with him on it to ensure that we get the right evidence-based approach to using all kinds of medicines and technologies for the benefit of patients.
