Sir Donald Thompson: To ask the President of the Board of Trade if he will make a statement on how food chain issues are being
addressed by Foresight. [21559]
Mr. Ian Taylor: Several Foresight panels have interests in the food chain. In addition, a new Foresight group has been established
to explore market and technology opportunities across the food chain. It will be chaired to David Sainsbury, chairman of J.
Sainsbury plc. The new group includes industry leaders in food production, processing and retailing.
In broad terms, the group will be addressing issues which the food chain industries regard as critical to their future
competitiveness. It will act in a cross-sectoral capacity, drawing together the interest of the wide range of Foresight panel
sectors which impact on food chain businesses, such as food and drink , agriculture, retailing, manufacturing, and marine, for
example.

Miss Widdecombe: No. Under the terms of the Firearms (Amendment) Act 1997, payments in respect of high calibre handguns may be made
only where such items are surrendered to the police.

Mr. Freeman: I refer to the reply given on 11 December, Official Report, columns 263-64, by the Under-Secretary of State for the
Home Department, my hon. Friend the Member for Bolton, West (Mr Sackville), to the hon. Member for Dumbarton (Mr. McFall).
My right hon. and nobel Friend Baroness Blatch, Minister of State, Home Office, and I recently also had a meeting with
representatives of the British Retail Consortium to discuss the possible implementation costs for the retail trade in complying with
the proposed Workplace (Fire Precautions) Regulations. We visited two retail outlets with the British Retail Consortium, a fire
service inspector and a fire prevention officer to assess at first hand possible implementation costs. I propose to visit further
outlets in due course to gain further information for myself and colleagues. The Home Office will use the results, together with
views from other businesses, in preparing a compliance cost assessment, which will accompany the proposed regulations.

Sir Donald Thompson: To ask the Chancellor of the Duchy of Lancaster what assessment he has made of the efficiency scrutiny report
on the implementation and enforcement of EC law in the United Kingdom in respect of its fire safety provisions. [8343]
Mr. Freeman: The recommendations on fire safety issues were largely taken forward in the later fire safety scrutiny, the
Government's response to which was announced on 21 May 1996, Official Report, column 100. The Government have also acted upon the
two recommendations relating to examination by fire service inspectors of complaints about enforcement action and encourage of fire
authority participation in local business partnerships.

Mr. Freeman: The Workplace (Fire Precautions) Regulations are the responsibility of my right hon. Friend the Home Secretary. Earlier
proposals for implementing the directives had significant costs associated with them which had led us to adopt a new approach,
recognising the high standards of fire safety that already exist in workplaces. The Home Secretary undertook a further public
consultation during the summer on a revised draft of these regulations, which, amongst other issues, specifically sought advice from
business on compliance costs. The Home Office is currently preparing a compliance cost assessment which will accompany the proposed
regulations.

Mr. Freeman: The Workplace (Fire Precautions) Regulations are the responsibility of my right hon. Friend the Home Secretary. The
deregulation task force commented on the Government's proposed approach in its 1995-96 report. The Home Secretary undertook a public
consultation during the summer on a draft of these regulations, and Members of the task force have since provided views on the draft
regulations. My noble friend Baroness Blatch, Minister of State at the Home Office, and I are also discussing compliance costs for
these regulations with the British Retail Consortium with whom yesterday we visited some premises.

Mr. Baldry: I can confirm that there are systems in place in the Intervention Board to ensure that recruitment is carried out on the
basis of fair and open competition and selection on merit, in accordance with the recruitment code laid down by the civil service
commissioners, and that these systems are subject to internal check.
During the 1995-96 financial year, the Intervention Board conducted three recruitment campaigns to appoint staff at administrative
assistant, administrative officer, and higher executive officer (auditor) levels. These exercises were conducted on the basis of
fair and open recruitment and selections were made on merit in each case. The following statistical information on the competitions
may help to put the exercise into context:
