Mr. Waller: To ask the Chancellor of the Exchequer if he will make a statement on his policy in respect of the United Kingdom's
public debt. [18539]
Mr. Waldegrave: The Government's fiscal objective is to bring the public sector borrowing requirement back towards balance over the
medium term, and in particular to ensure that when the economy is on trend the public sector borrows no more than is required to
finance its net capital spending. The ratio of Government debt to gross domestic product is projected to fall over the medium term
as the PSBR comes down. The UK's debt burden is already among the very lowest in the European Union. It is also lower than in any
year under the last Labour Government. If the UK had continued to borrow at the rate seen under the last Labour Government, the debt
burden would be double what it is now.

Mr. Nelson: My right hon. Friend the President of the Board of Trade announced his intention to amend the Policyholders Protection
Act 1975 on 23 October 1995, Official Report, column 417, as soon as Parliamentary time permitted. My hon. Friend the Member for
Bournemouth, West (Mr. Butterfill) has now introduced a Bill which implements all but one of the Government's proposals to amend
this Act. The Bill is due to receive its Second Reading on Friday 24 January. The Government fully support the Bill.
The main objectives of the Bill are to amend the geographic coverage of the 1975 Act by excluding insurance risks outside the
European Economic Area from the compensation scheme; to modernise its provisions in relation to the failure of non-life insurance
companies; and to change some administrative procedures designed to speed up settlement of claims against insolvent insurance
companies.
The Bill also includes a proposal explicitly to extend the Act's compensation scheme to insurance policies issued by branches of
United Kingdom companies in the Channel islands and Isle of Man covering risks in those territories. Hitherto, there has been some
legal doubt about whether this business was covered. The Bill proposed by my hon. Friend the Member for Bournemouth, West does not
include the Government's proposal to limit partnership benefits to those provided to incorporated bodies in the Policyholders
Protection Act 1975. The Government intend to review this proposal.

Mr. Waller: To ask the President of the Board of Trade what changes he proposes to the service which the Radiocommunications Agency
provides to investigate interference to domestic television and radio reception. [12543]
Mr. Ian Taylor: The agency currently charges £40 to visit householders to diagnose reception difficulties. This charge will be
increased to £45 with effect from 1 April 1997 and will help to ensure that the agency does not undercut the private sector for this
type of work. The agency continues to provide a free service to check specific sources of interference to television and radio
reception in accordance with it regulatory duties.

Mr. Ian Taylor: :The major findings of the study undertaken on behalf of the British National Space Centre showed that, during the
financial years 1994-95 and 1995-96, consolidated turnover increased in real terms by 26 per cent. to £613 million. Total UK space
turnover is estimated at £740 million for 1995-96. Employment in the UK space sector has risen by 3 per cent. to 6,500. Mean value
added per employee, which can be used as an indicator of competitiveness, increased in real terms over the past two years by 20 per
cent.

Mr. Nelson: I am pleased to announce that, under the trade fairs support scheme, about 260 groups of firms will be offered support
totalling £17 million for exhibitions world-wide in 1997-98. This will be a major fillip, especially to small and medium firms which
otherwise would not exhibit their products to potential customers in this way. In addition, this year, for the first time, similar
export promotion activities will be eligible for the Sector Challenge competition, the results of which will be announced in March.
I am pleased to report that a number of such applications have been invited to prepare full bids under the challenge.
Of the 260 exhibitions being announced now, nearly half will be in Europe, about one fifth in the Asia Pacific and another fifth in
the Americas. The full programme will be published in my Department's overseas promotions guide later this week. Copies will be sent
to business links and trade associations and copies will be placed in the Libraries of the House.
Against a background of considerable demand for this support and in order to maintain a substantial programme while containing
public expenditure, I have decided to reduce the rate of grant on the approved cost of renting space and constructing stands at
trade fairs from 50 per cent. to 45 per cent. I have also decided not to revalue the price levels on which construction grants are
based. These changes will apply to all events for which my Department announces support from today. Offers of grant and firm
announcements of support already made will continue to attract grant at current rates. I am not yet in a position to take decisions
on supporting some events which would involve new expenditure in 1998-99.
Inclusion of the trade fairs programme in the sector challenge should bring significant benefits to exporters by allowing new and
more flexible approaches to exhibiting. I will be reviewing the way that we support trade fairs after the first sector challenge but
my intention is to make all support for the trade fairs after this round available through the sector challenge. Consequently, the
existing understanding to support automatically a core programme of events will continue only up to 31 March 1999.
In the meantime, with the aim of making the current scheme more customer-friendly, I have decided to streamline its administration.
My Department will be reducing the number of forms, simplifying those forms still needed and asking intermediaries to be more
accountable to their customers and less to my Department. This will apply routinely to the events for which I am announcing support
from today and, where practicable, to offers already made.
In addition, under the related overseas seminar scheme, my Department plans to support 31 events in 1997-98. Details of these too
will be included in the overseas promotion guide.

Industry Committee on business links--House of Commons 301 of Session 1995-96--what steps the Government have taken to reduce
bureaucracy and relate funding to outputs; and what targets he intends to set for each business link. [12030]
Mr. Page: From 1997-98, each business link will have a single budget for the core services that it is required to provide and my
Department will make its contribution to the cost of business link services against proposals set out in the relevant training and
enterprise council business plan for meeting the needs of the area. Funding will no longer depend in a mechanistic way on the
precise levels of activity on each service, but each business link partnership will need to meet targets related to (a) the fees
paid to the business link by assisted businesses, (b) the number of businesses with at least one employee using business link
services and (c) the number of businesses that have an established fee-based relationship with the business link. The numerical
targets for each business link will depend on local circumstances such as how long the business link has been operating.
These targets reflect the fact that business links are commercial organisations operating in the private sector, although with a
public purpose. If they are to be credible in providing business advice to their client customers, it is particularly important that
they also operate commercially. Charging helps the assisted business to appreciate the value of the services provided and helps
business links to generate additional funds so that the business link can increase the volume, quality and range of services it
offers. In order to ensure that all business links make progress in this area, I have decided to set a minimum level for fee income
from assisted businesses. Consequently, by their fifth year of operations--or by 1998-99 for business links that will reach their
fifth year in 1997-98--business links should be earning at least 25 per cent. of their income from the assistance they provide to
businesses. In earlier years, they will be expected to be making clear and defined progress towards this target. This approach gives
business links considerable freedom in deciding how to charge their customers, while ensuring a broad minimum overall level of
income from assisted businesses across all business link areas.

Mr. Waller: To ask the President of the Board of Trade when the Arbitration Act 1996 will come into force; and if he will make a

Mr. Lang: I am pleased to announce that, before the House rose for the Christmas recess, I made an order to bring the main
provisions of the Arbitration Act 1996 into force on 31 January 1997. I have decided not to bring sections 85 to 87 of the Act,
which make certain special provisions for domestic arbitration agreements, into force. A draft order to repeal these sections will
be laid before both Houses as soon as is practicable.
The new Act will apply to all arbitration proceedings which are commenced on or after 31 January, no matter when the agreement to
arbitrate was made. The only exception is the provision at section 46(1)(b) of the Act, which enables the parties to agree that the
dispute can be decided in accordance with provisions other than the law. This provision will apply only to new arbitration
agreements made on or after 31 January 1997.
The commencement order which brings the Act into force makes certain transitional arrangements to deal with situations where
applications in respect of arbitral proceedings are made to the courts around the time the Act comes into force.
Arrangements are being made to have new rules of court in place on 31 January to complement the new Act.
At the same time, I have laid before both Houses an order under section 91 of the Act to set at £3,000 the amount below which a
consumer arbitration agreement will be considered unfair. The order will apply to England and Wales and Scotland. Apart from its
provisions on consumer arbitration agreements the Act does not apply to Scotland. A similar order is being made for Northern
Ireland.
The departmental advisory committee on arbitration law produced an excellent commentary on the Arbitration Bill in February of last
year. A supplementary report is being prepared which will bring the commentary on the project up to date.
My Department is in the process of preparing a brochure on the Act which is being written with the needs of small business and
consumers specifically in mind.

Mr. Lang: I have authorised the issue of licences to British Aerospace for the export of 16 Hawk aircraft, and associated equipment,
to Indonesia. This export represents the second consignment of Hawk aircraft in respect of the contract signed in 1993.
Authorisation of the first consignment was announced in my answer of 19 December 1995, Official Report, column 1081 to my hon.
Friend the Member for Saffron Walden (Sir A. Haselhurst).

Mr. John M. Taylor: Companies may be subject to criminal proceedings notwithstanding the fact that they have gone into liquidation.
In cases of windng up by the court leave of the court may be required to bring such proceedings, whilst in cases of voluntary
winding up, although leave is not required the court has the power to restrain proceedings on the application of the liquidate.
Accordingly, I have no plans to change the law in this area.

Mr. Waller: To ask the Secretary of State for the Environment what plans he has to consult on the regulations to be made under
section 114 of the Housing Grants, Construction and Regeneration Act 1996. [3829]
Mr. Robert B. Jones: I have today published a consultation document entitled "Making the Scheme for Construction Contracts"
containing proposals for regulations to underpin the fair construction contracts provisions in Part II of the 1996 Act.
These proposals concern the fall-back arrangements which contracting parties may use if their contracts do not comply with the Act
in respect of adjudication and payment procedures. It includes detail on a number of important issues such as the appointment of
adjudicators, criteria for appointing bodies, the conduct of adjudication proceedings, and payment machinery.
Scheme procedures may be called upon in a variety of circumstances across all sectors of construction, so I am inviting comments
from a wide cross-section of the industry and its customers.
Copies of the consultation document have been placed in the Library.

Mr. Waller: To ask the Secretary of State for the Environment when he proposes to consult local government pension interests in
England and Wales as part of the proposals for change initiative on new regulations governing the local government pension scheme;
and if he will make a statement. [1183]
Sir Paul Beresford: In July, I announced that regulations would be prepared to give effect to the proposals for change initiative
for the local government pension scheme. Today, draft regulations are being circulated for consultation with local government
pension interests in England and Wales. The closing date for comments is 10 January 1997.
The scheme's provisions have been radically recast to provide new, easy-to-read regulations in a more accessible and user-friendly
format. These are designed to improve the ease with which local authorities interpreted the scheme's legal provisions and to provide
scheme members with a clear set of scheme rules. Many out-of-date regulations have been removed. New opportunities are included for
employers to provide optional benefits for scheme members on a share cost basis. In addition, a number of other key improvements and
changes are proposed, including an equalisation of future employees' contribution rates.
Existing scheme members' pension entitlements will remain statutorily protected. Eligible members would be able to benefit from any
proposed changes to the scheme's provisions.
Further consultations will begin shortly covering new provisions for the investment management of local authority pension funds,
revised regulations for dispute resolution within the LGPS and measures to ensure a smooth transition from the existing to the new
scheme.
Several regional seminars have been arranged to explain and discuss the proposals with local government and other interested parties
as an integral part of the statutory consultation exercise. I know that all LGPS interests will wish to participate fully and ensure
that the new scheme regulations will provide a long-term, secure, statutory basis for the LGPS.
Subject to the outcome of these consultations, it is intended to make and lay the new scheme regulations early in 1997, with them
coming into effect on 1 April 1998.

Mr. Waller: To ask the Secretary of State for the Environment what plans he has to review the policies described in "United Kingdom
Management Plan for Exports and Imports of Waste". [1182]
Mr. Clappison: The Government's policies on exports and imports of waste are set out in "United Kingdom Management Plan for Exports
and Imports of Waste", which was published in 16 May 1996 following a period of public consultation in 1995 which included
consultation with Community member states and the European Commission. The plan came into operation on 1 June and reflects the
Government's long-standing policy of self sufficiency in waste disposal and the well-established principle of proximity--that waste
should be disposed of in, or as close as possible to, the country of origin.
Since the plan was published, the Government of the Republic of Ireland, through their Department of the Environment, have made a
formal request to the Government to allow the continuing export of a limited quantity of specified clinical waste until the end of
1997. This request follows the closure of all but one of the Republic's clinical waste incinerators in recent years as a result of
the more demanding emission standards imposed by European legislation. The Government are minded to agree to the request from the
Government of the Republic on grounds of public health and safety and in line with the proximity principle. This exemption would be
in order to allow the Republic time to bring its own facilities for the environmentally sound disposal of these wastes on stream.
It has also become apparent that the plan requires clarification on one minor aspect. The plan bans most imports of waste for
disposal, but exceptions are made under limited circumstances for mainly chemical wastes moving for high temperature incineration.
Since publication of the plan, there have been differences in interpretation of the definition of high temperature incineration. The
Government propose therefore to clarify the definition to ensure that only those wastes destined for high temperature incineration
in general-purpose chemical waste incinerators are permitted in the limited circumstances allowed under the plan.
My Department has therefore today published, for consultation, details of these proposed changes. Copies of the consultation paper
have been placed in the Library of the House.

Mr. Waller: To ask the President of the Board of Trade what targets he has set the Patent Office executive agency for
1996-97.[32069]
Mr. Lang: I have set the Patent Office the targets listed for 1996-97.
Efficiency
To increase output in relation to total staff numbers by 2 per cent.
To increase output in relation to total staff costs by 2 per cent.
To increase output in relation to current expenditure by 2 per cent.
Quality
To issue patent search reports within 12 weeks of receipt of a request in the Patent Office.
To issue patent examination reports within 18 months of publication.
To confirm payment of patent renewal fees within six working days of receipt in the Patents Office.
To issue initial search and examination reports on design applications within 12 weeks of receipt of request.
To confirm payment of design registration renewal fees within six working days of receipt in the Patent Office.
To issue trade mark examination reports within two months of data capture in the Patent Office.
To advertise within seven months of examination, trade mark applications which attract no substantive objection at the examination
stage.
To register within four months of advertisement, trade mark applications which are not formally opposed.
In addition, I expect the chief executive of the Patent Office to continue to reply within 10 working days to all letters from
Members of Parliament delegated to him for reply.
