Mr. Riddick: To ask the Secretary of State for Defence what is the current requirement for Army training land in the United Kingdom;
and what arrangements there are for the stewardship of such land. [21457]
Mr. Soames: I have today published a document, "Striking a Balance '97", the second report on the management of the major Army
training areas, following the original "Striking a Balance", published in October 1995. The new document describes the work going on
in a number of areas to ensure that the land on which the Army trains is managed with as much sensitivity as possible to the
requirements of local people.
The document also reports on the work we have done to analyse the Army's requirement for training land in the United Kingdom. This
work shows that, following the return to this country of many units from Germany, and the introduction of new systems, the Army has
a significant shortfall in training land in the UK. The report also shows a number of ways in which this shortfall can be reduced
including by development of existing facilities and, in particular, the proposed development of Otterburn.
A copy of "Striking a Balance '97" has been placed in the Library of the House.

Mr. Riddick: To ask the Secretary of State for Defence how many Challenger 2 tanks he expects will be delivered to the Army in the

Mr. Arbuthnot: An order for a further 259 Challenger 2 main battle tanks was placed with Vickers plc in July 1994, bringing the
total ordered to 386. My right hon. Friend the Secretary of State for Defence informed the House on 24 October 1996, Official
Report, columns 7-8, that the in-service date for Challenger 2 would be June 1998. Thirty-six tanks have already been delivered and
I expect the remainder to have been delivered to the Army by February 2002.

Mr. David Davis: The Government have tabled proposals to disapply the working time directive in the UK, and reduce the risk of
misuse of existing treaty articles by introducing unanimous voting to article 118a, and parts of article 54 and 57. In addition
through their proposals on subsidiarity the Government are seeking to ensure that action is taken at European level only where
necessary.

the burden on the taxpayer would mean that a single person would have a cut in their basic pension of £20 a week for the rest of
their life.

Mr. Riddick: To ask the Secretary of State for the Environment what plans he has to introduce rate relief for village shops and post
offices. [3139]
Sir Paul Beresford: The Local Government and Rating Bill, which was introduced on 24 October, will give 50 per cent. mandatory rate
relief to certain general stores and post offices in villages of 3,000 people or less. This will halve their bills. Local
authorities will be able to top the relief up to 100 per cent., if they choose.
The Bill will also give local authorities significant new discretionary powers which will enable them to reduce or waive the rates
bills of any other business in the village which is important to the local community.
