Statement in response to the London Borough of Haringey's response to the notice served on the authority on 12th November 1991 under section 13 of the Local Government Act 1988.
That this House notes with concern that lawyers and others involved in the day-to-day administration of criminal justice fear that proposals by the Lord Chancellor to introduce standard fees for magistrates' courts legal aid cases will lead to a significant reduction in the number of solicitors willing to undertake the work and will make it more difficult for solicitors to prepare cases thoroughly; believes that the administration of justice would be seriously impaired if those consequences came about; and believes that the proposals should not be implemented until the Royal Commission on Criminal Justice has had an opportunity to consider them and report.

That this House reaffirms its commitment to the protection of democracy against military aggression and the defence of the right to self determination as enshrined in United Nations resolutions; notes that 94 per cent. of the people of Croatia, after 45 years of Communist rule, voted for independence from the Yugoslav federation and that the Croatian Parliament has enacted legislation to protect the rights of ethnic minorities within the borders of Croatia in accordance with all human rights enshrined in international law; congratulates the Foreign Secretary on his description of the Serbian dominated Federal Army as a 'band of brigands'; condemns the attacks of the Federal Army against Croatia as a brutal manifestation of Communist aggression; and calls on Her Majesty's Government to recognise the state of Croatia with the aim of enabling Croatia to take her case to the United Nations.

That this House regrets that the future of the Hornsey Centre for Children Learning remains uncertain despite many representations by Members of this House; calls upon the Secretaries of State for Education and for Health urgently to make available financial support for this centre of excellence and thereby ensure that children with cerebral palsy in London can continue to benefit from this full-time conductive education programme at less cost to the Exchequer and disruption in family life than incurred by sending selected children to Budapest.
