My noble friend asks a very important question. These countries are going to be the first to suffer any consequences of what might happen in Afghanistan in the coming years. They are already feeling the effects, for example, of extremism. We are working with a number of countries, both on cross-border support so that they can secure their borders and in wider work on extremism. A number of these countries have also played a vital role in our securing a northern line of communication and a drawdown route when our combat troops return at the end of 2014.

Hardliners in Zimbabwe continue to obstruct political reform. Effective implementation of the media, electoral and human rights commissions agreed by the parties to the global political agreement in December is absolutely essential.

I am sure that hon. Members in all parts of the House want to pay tribute to the hon. Gentleman for his many years of outstanding service to this House on a variety of very important issues. On the substantive issue that he has raised, the continued flagrant abuse of human rights in Zimbabwe of course remains a concern, as does the lack of political progress on reform. We very much welcome President Zuma's renewed leadership on behalf of the Southern African Development Community, which we think is very important. We hope to have a report back from the recent visit to Zimbabwe within days, so that we can be clear about the implementation of reforms going forward.

The renewable energy directive, published in June 2009, includes sustainability criteria that transport biofuels, and bioliquids used for heat and electricity generation must meet in order to receive financial support and to count towards the directive's renewable energy targets. On 25 February 2010, the European Commission published its recommendations on the sustainability requirements member states should include if they decide to introduce sustainability criteria for the use of solid and gaseous biomass sources for heat and electricity generation. In the light of this, DECC will make an announcement later this month, setting out what actions the Government can now take to introduce sustainability standards for biomass in the UK.

The aim of the air quality strategy for the UK is to protect public health by providing mechanisms for compliance with a number of air pollution concentration objectives.The impact of emissions of biomass boilers on air concentrations of pollutants will depend on the dispersion characteristics of the installations and the number of installations affecting any particular location. Guidance has been provided to local authorities, through the British Standards Institution and the Institute of Gas Engineers and Managers on how to apply good design and placement of chimney location and exit height to prevent significant impacts of units on air quality.Local authorities, in order to protect public health, have a number of existing powers to guide the outcome of developments incorporating biomass boilers through both the planning system and powers under the Clean Air Act 1993. Taken together with the Renewable Heat Incentive, which encourages the uptake of cleaner appliances, the impact of biomass boilers on air quality should be managed to avoid concentrations in excess of air quality objectives.

What concerns me is whether the military preparations in Iran are sufficient to give it the flexibility to make a conventional attack on any of its neighbouring countries. We saw the loss of life during the Iran-Iraq war, which was horrendous, and we saw the Iranian Government's lack of value of life. Could that happen again and is there a strategic threat to the United Kingdom's interests?

We would like to encourage Iran to be a good neighbour, to take its part in the region and to be a positive force in that regard. Notwithstanding what I have said about its conventional capability eroding over time and about its not being able to maintain that capability, we have seen it create difficulties through proxies for its neighbouring countries. We would ask it seriously to reconsider that and to join the international community in providing a secure environment for the region. That would be in the interests of Iran as well as the wider middle east.

Iran's military capability is primarily defensive in nature with offensive capabilities intended to provide deterrence to any potential aggressor. Many of Iran's conventional platforms are old, predating the 1979 Islamic revolution. Despite Iran's efforts to procure and produce spares to supplement existing platforms with new equipment, they do not present a significant conventional threat to our or our allies' interests. We are, however, committed to working with the international community to ensure that the difficult issue of Iran's nuclear ambition is resolved through diplomacy.

There is no legal basis for HM Revenue and Customs (HMRC) to waive tax that is properly due.Some not-for-profit sports and social clubs are disputing HMRC's tax treatment of electronic lottery (category B3A) gaming machines, and tribunal cases are pending about that. It would not be appropriate to comment further until the outcome of those cases is known.

Scientific advice is valued by the Government in every area. On climate change, on foot and mouth, on dealing with swine flu and on nuclear matters as well as on drugs, we have very good scientists who have been advising us. From the drugs advisory committee, we accepted all but three of more than 30 recommendations. The issue was not the ability of the committee to give advice or the expertise of the members, it was that once Ministers have had to decide a position, after listening to advice on a wider range of social issues than simply the scientific advice, it does not make sense to send out mixed messages to the whole community about drugs. That is why the Home Secretary made his decision.

The problem is not that the regulations are wrong, it is the application of them that is causing concern.

We have to get the balance right between protection of the public and the regulatory burden that we place on charities. I am very conscious of that, and I have outlined some of the measures that we are undertaking to address the matter. Sir Roger Singleton is currently examining the new vetting and barring system for criminal records checks to ensure that we get the right balance between protection and regulatory burden. I can assure the hon. Gentleman that it will be better for charities and volunteers, and that checks for volunteers will be free. I hope that that reassures him that we are getting the balance right and addressing the concerns that he has raised.

The changes that we have made to charity law and to accounting and reporting thresholds have resulted in savings of thousands of pounds for charities. Departments are cutting red tape for third sector organisations, and further progress will be reported before the end of the year. The Government and the National Audit Office have produced guidance to reduce red tape associated with the £12 billion a year that the sector gets from the Government.

I agree with the Minister on his positive statement about the importance of carbon capture and storage, particularly bearing in mind the recent comments about the possibility of energy shortages in the current decade. We are going to need more coal-fired power stations, and CCS will help. The Government are doing a lot on the research side, allegedly, but I am not sure that they have yet grasped the urgency of the issue, both for pre-combustion and post-combustion carbon capture. Will he work with his colleagues to speed up the process, and let us get some applications in rather than just some research?

We understand the urgency. I am grateful to the hon. Gentleman for his remarks on carbon capture and storage and nuclear power, which is an essential part of our mix as well. He will be aware that we have identified suitable sites for nuclear power stations. In this region, we have Dungeness, which is an existing facility. On all fronts, whether it is renewable, carbon capture and storage, nuclear or other means, it is important that we take decisions today to ensure that we have energy security for tomorrow.

Of course we need more houses and social housing, but will the Minister please note that we in Esher and Walton are gravely concerned about the fact that the housing target figures are not capped and that the constituency is expected to ““do something”” about the pressures of London’s overspill? There are also concerns about the protection of the green belt.

The hon. Gentleman presents the difficulties and challenges facing the Government and the local authority, and he will have constituents at his advice surgery in desperate need of housing. We have to strike a balance, and that is something that this and previous Governments have done. I was a member of a local authority whose housing targets were increased by a previous Conservative Government, and he will know that that did indeed take place.
There will always be an issue for us. There are difficult decisions and balances to be struck, but we need to remember the impact of poor housing conditions on children and families. We all want people to have the best start in life and to be able to bring up their families in harmony, but living in bed-and-breakfast or substandard accommodation will not allow them to do that. Yes, we have to invest in infrastructure, but there will always be a fine line and a limit on the resources that we can spend.

I thank the Minister for that answer. The young offender programme led by National Grid has done an extremely good job, with young offenders grouped together. One of the problems in my constituency, however, is that the offender substance abuse programme, for people with drug problems, does not segregate on an age basis, so young offenders who have mild drug abuse problems are put with older people who have problems with heroin. That can lead to ruin—and, in one case, it has led to death—so can the Minister look at the programme again and see whether we can segregate on an age basis?

I am certainly happy to look at that issue. With the introduction of youth offender rehabilitation, there will be an opportunity for courts to take into account a number of those issues and look at them as an opportunity not to put young people in custody, but to provide a range of measures that may assist them through drug rehabilitation.

First, may I pay tribute to the hon. Gentleman's son? We respect and salute his service in the name of our country. On Pakistan, the hon. Gentleman has again identified an important point. We are providing a range of help and support to Pakistan's security forces, particularly the frontier corps, helping them improve their capabilities and their ability to deal with the serious threat to Pakistan's nascent democracy posed by the Taliban and similar extremists. We are involved in a training role with the Pakistani military, too, and we will continue to extend the hand of friendship to the Pakistani armed forces in their fundamental struggle against the forces of darkness and primitivism.

It needs more cohesive action on foreign affairs, the environment and energy. It needs to work much more closely together for a common security policy, and it needs a common approach to countries such as Russia and to the middle east. Will she try to get that message across to the British people?

The hon. Gentleman is welcome to join us in getting that message across. He is right that it is important that the European Union can reform itself to be better equipped to deal with the issues of the day. When the EU is focused on the issues that matter to families and businesses, and looks outwards instead of engaging in navel gazing, it can deliver for not only British families but other families throughout the European Union. That is the message that I will endeavour to get out, and I hope that we can have a more mature debate about added value. No institution is perfect—this one is not and the European Union is not—but we must have a mature debate about what it delivers. That delivery is real, tangible and positively affects the lives of Britons throughout the United Kingdom.
