Further to the earlier question of the hon. Member for Ayr, Carrick and Cumnock (Sandra Osborne) about Colombia, will the Foreign Secretary or the Under-Secretary of State say a little more about the particular categories of civilians being singled out for abduction, torture and slaughter? Reference was made by a number of hon. Members to trade unions, but am I not right in thinking that also very prominent on the list, as one would expect from an odious regime, are journalists?

The Minister of State's reply to the hon. Member for Eastleigh (Chris Huhne) is both measured and reassuring. Can I invite the Minister of State to confer with his right hon. and hon. Friends in the Foreign and Commonwealth Office in order that those Ministers can explain once and for all to the Government of Sri Lanka, a country that I recently visited, that the British police are not in the business of seeking to restrain or disperse protestors by the use of water cannon simply because they are holding placards or waving banners of which that Government happen to disapprove? It is not the British way.

I am grateful to the hon. Gentleman for that illuminating reply. As he will know, the International Development Committee's 2007 report on assistance to internally displaced people and refugees on the Thai-Burma border recommended that DFID support cross-border aid into eastern Burma, in particular for the Karen people. Will the Minister now pledge to act on that recommendation?
