We continue to offer practical support to the youth sector by promoting innovative delivery models for youth services and supporting organisations to measure their impact and demonstrate their value.

We are continuing to meet with the manufacturer working to reach a positive conclusion to the negotiations for supply of the meningococcal B vaccine, Bexsero® at a cost-effective price, as recommended by the Joint Committee on Vaccination and Immunisation. We aim to conclude these negotiations as soon as possible.

The NHS England North West Specialised Commissioning Team has, as part of a national exercise, assessed all providers of specialised services against standards for service specification. The only provider in the Lancashire and South Cumbria area is the Lancashire Teaching Hospitals NHS Foundation Trust. NHS England advises that the Trust has indicated it is compliant with the Neurosciences: Specialised Neurology (Adult) service specification.

The hon. Lady and I have had several discussions about Action Fraud. Let me bring her up to date with the latest figures from the organisation. As we have established in earlier discussions, fraud is historically an under-reported crime. The number of recorded offences has almost trebled, from 72,000 before the introduction of Action Fraud’s centralised reporting
system to 211,000 now. As the hon. Lady knows, Action Fraud is also embarking on an improvement plan. It has resulted in a reduction in the number of complaints, which should be welcomed, but we are still keen to ensure that local police forces in particular treat and correspond with victims in a way that enables them to understand the action that is being taken to deal with these crimes.

The Government’s reform programme to promote access to justice aims to deliver a justice system that is more accessible to the public. It aims to support people in resolving their disputes through simpler, more informal remedies, and to limit the scope for inappropriate litigation and the involvement of lawyers in issues which do not need legal input.
Let me give the Minister one more chance to answer a question on last week’s Justice Committee report on the civil legal aid cuts, which revealed that the Government have failed to achieve all three of their targets. Can the Minister confirm that there has been an underspend in the legal aid budget, and that exceptional case funding has failed to achieve the aim of protecting access to justice for the most vulnerable?

For the benefit of the hon. Lady, let me say once again that if it were not for the Government whom she supported causing the mess that they did, we would not have been obliged to make the cuts we have had to make. Despite making them, we still have one of the most generous legal aid budgets in the world.

I do not think there is any evidence of additional purchasing. This Government have been pushing councils hard to cut back on, for example, the bin tax,
the tip tax and parking charges. The hon. Lady should look to the Government for reducing the cost to her constituents.

Officials from NHS England’s North West Specialised Commissioning Team have recently met the Muscular Dystrophy Campaign to talk through the logistics of establishing an Operational Delivery Network for Neuromuscular Conditions in the North West. Operational Delivery Networks are one of two types of network replacing Managed Clinical Networks (the other being Strategic Clinical Networks) and are owned and led by providers, with commissioner support.

Today I welcome regulations laid in this House to prevent migrant jobseekers from the EU from accessing universal credit if they have never worked in the UK. This is a clear reversal of the open door policy of the past under the previous Government and we are now delivering a fair system for those who work hard in Britain. It is also in line with the fact that more British people find jobs that ended under the previous Government. A higher proportion of the jobs are taken by British people, which means that more people are in work. With welfare having fallen in real terms and a fairer pension system, this Government, as we come to a close, have a record of which to be proud.

I did read the reports about that and they are wrong. The people the programme talked to are not responsible for talking to claimants about hardship funds. The people who talk about hardship funds are in the jobcentres and I can tell the hon. Lady categorically—she is more than welcome to look at it—that the advice given to them is explicit. They are meant to engage with people immediately if they have any suspicion or if they are asked about this. We are putting up posters in jobcentres to make sure that those people are aware of that and we are also ensuring that all letters on any sanction contain the elements that are relevant. The programme is wrong on this issue.

The risk of that is picking out an arbitrary number, but we are clear that we want to see consequences for the actions we are putting in place, and reduce figures for unnecessary work load. We are commissioning biannual surveys to measure the effectiveness of the policy. I hope that the Labour party will sign up to some of the measures included in the conclusions of the Workload Challenge, including the protocol that would set out minimum lead-in times for significant changes in curriculum qualifications and accountability, which has been very much welcomed by teachers.

Reducing unnecessary work load is a priority for this Government. In October 2014, we launched the Workload Challenge, asking teachers for views on how to tackle unnecessary work load. On 6 February, we published our response with a comprehensive programme of action.
But at a time when A and E is in crisis and there are not enough nurses, how on earth can the Minister possibly justify firing and rehiring thousands of NHS staff? What greater sign could there be of a Government with their priorities totally wrong?

I am not sure I recognise that picture of the NHS. We know that there are between 6,000 and 8,000 extra nurses, midwives and health visitors working in our NHS than there were under the previous Government. Also, in respect of A and E, the average length of stay in hospital has steadily come down from about eight days in 2000 to about five days now. So our NHS is getting better and improving under the current Government.

We take cybercrime very seriously, and the Government have committed £860 million over five years to tackling it. We are also working to increase the reporting of online offences to
Action Fraud, and official figures show that the recorded number of those crimes has nearly trebled since Action Fraud was set up.

The hon. Lady and I have had several conversations about Action Fraud and I welcome her comments on real-life examples and what is going on. I am working with Action Fraud on an improvement plan. As she knows, the City of London police now have responsibility for both Action Fraud and the National Fraud Intelligence Bureau, and since moving to the City of London police, Action Fraud has disseminated over 40,000 crime packages to local police forces. However, we can and must do more to ensure that the victim knows about what happens and feels they have been taken seriously.
We know that as internet trading grows, there is a massive growth in online crime and fraud, including by organised criminals. How can the Government say that crime is falling when these crimes are not recorded in the crime survey? When will Ministers start to include them?

As the hon. Lady knows, fraud has historically been an under-reported crime. Action Fraud is trying to get reporting levels up. I am working closely with Action Fraud, City of London police and others to improve investigation rates and make sure that the victims understand what is happening.

I am a Minister in the Home Office, as I am sure you are aware, Mr Speaker, as well as the Ministry of Justice, so I am very close to this issue. Through TrackMyCrime people will know exactly where in the criminal justice system their case lies. Across the House, we should congratulate Avon and Somerset on bringing forward the initiative, which is now in 43 police authorities around the country.
