The Department acknowledges that prisoners leaving prison with a diagnosed medical condition such as tuberculosis require ongoing care from primary and specialist care services in the community.This is a challenge given the often complex social and personal circumstances of prison-leavers. Issues around homelessness are a particular concern as it can lead to loss of contact with locality based care services. Recognising the need for cross-organisation working, the Department has committed itself to improving care pathways for offenders in prison and in the community in the cross government Health and Criminal Justice Delivery Plan "Improving Health, Supporting Justice" (November 2009, Department of Health). A copy has already been placed in the Library.In the interim, Through-care and After-care programmes in prisons endeavour to ensure that ongoing care requirements are met and planning for discharge occurs so that prison-leavers are referred to services in their home community. Our partners recognise this challenge too and are actively engaged in working through the issues with us.

We have made excellent progress in the last 12 years. The National Statistics published last week show that the frequency rate of juvenile reoffending has fallen, with a 24.8 per cent. reduction between 2000 and 2008.This is in addition to a 12.2 per cent. fall on the number of young people entering the criminal justice system between 2000-01 and 2008-09.

I know that the Minister is aware that women who offend often have multiple problems such as alcoholism and substance abuse. Does she agree that by addressing those problems through mentoring schemes such as those in the Women's Turnaround project in Cardiff, which has recently benefited from another Government grant, we will reduce reoffending?

I accept my hon. Friend's point. I, too, commend the work of Women's Turnaround in Cardiff, which I have visited and for which, as she rightly says, the Ministry of Justice provides some funding. The project does excellent work in tackling the causes of offending among women who often end up serving short sentences, and whose life situations worsen because of those short sentences, rather than their being able to tackle the cause of their offending.

The Department for International Development (DFID) combats tuberculosis through our contributions to multilateral organisations such as the World Health Organisation; partnerships like STOP TB and the Global Fund to Fight AIDS, TB and Malaria (GFATM); bilateral programmes; and DFID's support for research.DFID has pledged £1 billion from 2008 to 2015 to GFATM, which estimates that it has supported the detection and treatment of 5.4 million people with TB. In addition, we have a 20-year commitment of up to €60 million per year by 2010 to UNITAID, which by 2011 is aiming to triple access to rapid tests for multi-drug resistant (MDR) TB and reduce the price MDR-TB medicines by 25 per cent. The UK is also investing £6 billion up to 2015 to improve health systems in developing countries, essential to improving the quality, availability and accessibility of health services, particularly by the most poor and vulnerable, including those with TB.

The Department is funding a United Kingdom charity, TB Alert, to provide awareness raising messages for groups vulnerable to tuberculosis (TB), including black and minority ethnic communities, to increase referrals for TB testing and treatment.The Department also funds the Find & Treat (F&T) programme in London, to work alongside local TB services. The F&T team are providing support to homeless people in accessing medical services for the prevention and treatment of TB. F&T have provided help to over 400 people with TB to complete their treatment.

The Government welcome Baroness Stern's report of her review which recognises the significant improvements made since 1997, but also identifies where more remains to be done to build on this progress.The Department has published an interim government response and will carefully consider the 23 recommendations in the report before publishing a fuller response later this year.Rapists must know that they will not get away with it, whatever the circumstances. They stand a more than one in two chance of conviction.

I completely agree with my hon. Friend. Women have especially benefited from tax credits, and they feel especially threatened by the policies of the Opposition. May I take this opportunity to welcome the fact that some 400 new jobs for 18 to 24-year-olds have been announced today in Cardiff, spearheaded by Cardiff county council, which will help to create employment? Many of them will be able to benefit from tax credits in the future, if this Labour Government, but not the Conservatives, are re-elected.

I have thousands of civil servants working in my Cardiff, North constituency, particularly in Her Majesty's Revenue and Customs in Llanishen and Companies House in Gabalfa, and I met PCS representatives earlier this week. I urge my right hon. Friend to do all she can to settle the damaging dispute with the PCS. Will she return to the negotiating table to try to reach a settlement with the PCS?

I want to be absolutely clear with my hon. Friend, who I know is very concerned about the position of civil servants in her constituency and who has represented their interests so diligently. There is no question of any further negotiation. The amendment scheme that gives effect to the changes, agreed by five of the six trade unions, has been laid before Parliament. It is a fair set of proposals, which deals with the issues of age discrimination that are persistent in the old proposals. The new scheme benefits the lowest paid and compares well with other schemes in the public sector. There is no question of reopening negotiations.

For the past 18 months, officials have been in discussion with the six main civil service unions to negotiate changes to the civil service compensation scheme to eliminate age discrimination, to protect the lowest paid and to deliver the savings of £500 million over three years committed to by the Prime Minister. The new scheme will be brought into effect from 1 April, with the agreement of five of the six civil service unions. The amendment scheme was laid before the House on 5 February. The Public and Commercial Services union rejected the new proposals and held industrial action on Monday and Tuesday this week.

I am dismayed that Gypsies and Travellers as yet have no security of tenure, bearing in mind that the Connors judgment in the European Court was six years ago and the Government's proposals to change the law using the Mobile Homes Act 1983 were more than two years ago. There has been intensive discussion with Gypsies and Travellers and with support groups, and I wish to express my extreme dismay. What hope can the Government give Gypsies and Travellers who are living in uncertain situations and who had great hopes of this Government?

I absolutely understand my hon. Friend's frustration, and I know of her commitment to the matter. I think she will fully understand my commitment to it, too. I recently became the first Minister to visit a Gypsy and Traveller site. We are completely committed to the issue. I know that she wants me to say that I will consider the timing, but it would be disingenuous of me to say that knowing that in practical terms, it would be impossible to lay an instrument before Parliament this side of a general election, so I can only apologise.

I begin by paying to tribute to my hon. Friend for her chairing of the all-party group on Gypsy and Traveller law reform. The Government remain committed to bringing security of tenure to local authority Gypsy and Traveller sites, which is a complex issue involving amendments to primary legislation that we must get right. Statutory instruments will be laid as soon as parliamentary time is available.

The count of Gypsy and Traveller caravans carried out by local authorities on 16 July 2009 shows there were 250 vacant residential pitches and 76 vacant transit pitches on local authority sites in England.

The Medicines and Healthcare products Regulatory Agency (MHRA) granted a marketing authorisation, to Merck Sharp and Dohme, for a product containing pyrazinamide alone. It is indicated for the treatment of patients with active tuberculosis.However, the new owners of the product, Genus Pharmaceuticals Ltd., informed the MHRA in 2007 that they were not currently marketing this product in the United Kingdom.There are no pending applications for other products containing pyrazinamide alone indicated for treatment of patients with tuberculosis.The MHRA granted a marketing authorisation, to UCB Pharma Ltd., for a product containing streptomycin sulphate alone. This product is indicated for the treatment of patients with tuberculosis.This product is supplied on a named patient basis in the UK.There are no pending applications for other products containing streptomycin alone indicated for the treatment of patients with tuberculosis.

We are not aware of any current shortages of antituberculosis medicines. Due to the complex nature of pharmaceutical production, medicines supply problems can unexpectedly arise for a number of reasons. The Department and the Pharmaceutical Industry have produced joint best practice guidelines which are designed to help minimise the impact of medicine shortages and discontinuations. The guidelines give advice to companies and encourage early exchange of information. This allows consideration of the options that are available to help ensure that patients continue to get the medicines they need.

Latest figures show that the employment level in Wales increased by 6,000 on last quarter, to 1.304 million, an increase of 94,000 since 1997.The Government's extra investment in jobs, education and training is making a real difference in Wales, helping people through the recession and preventing the kind of unemployment we saw haunt Wales in the eighties and nineties. This fragile recovery would be wrecked by the Tories.

When GE Healthcare in Fforest Fawr in my constituency announced major restructuring last year, there were fears for the loss of highly skilled jobs in laboratories and in medical technology. Does my right hon. Friend welcome the news that all those threatened job losses have been averted, and that in fact there has been a net increase in the number of highly skilled jobs in the Cardiff area?

I certainly welcome that, and my hon. Friend's role in supporting that initiative and its successful outcome is much to be commended. That shows how a Welsh Assembly Government led by Labour in Cardiff and a UK Government led by Labour here in Westminster, working together, can save jobs. Even today, we have heard about 200 new jobs at L'Oréal at Llantrisant, with a total investment of £7 million from the Welsh Assembly Government. That is good news for local workers, and it is the result of Labour investment, which would be put at risk if the Tories got into power and started their cuts programmes.

My hon. Friend is right. We have some arrangements between bankers and the Department, and through those we are exploring the provision of basic bank accounts to offenders. Clearly there are difficulties, and some banks have concerns about allowing a certain type of offender to have a bank account. However, we believe that we can overcome some of those difficulties by continuing to discuss such matters, and we are seeing some progress in that regard.

I can confirm that we are committed to that. As I said, we believe in serving the entire country, which includes electrifying the Great Western line from London all the way to Swansea—that was a £1 billion announcement. My hon. Friend may be interested to know that currently in Europe, only two countries have less than one mile of electrified line—Albania and Wales. That needs to be sorted out.

The ONS has put additional work into that. More than £2 million will be spent to encourage organisations and individuals who have been more reluctant to respond to the census to encourage them to do so. Billions of pounds of public money is allocated in expenditure each year, and it is right that we have projections of where the population lives and what the needs of future populations will be. That applies to all populations in this country, so every effort will be made and extra resources will be put into ensuring that those people are able to respond.

I am particularly pleased about the Cardiff project. Does she agree that many women offenders are, or have been, victims of abuse to a disproportionate level? What more can the Law Officers' Department do to help women who have been abused as either children or adults when they present as offenders?

My hon. Friend is absolutely right. When I chaired the Fawcett commission on women and criminal justice, the evidence made it plain that a disproportionate number of women in custody for low-level, non-dangerous offending had either been sexually abused or suffered domestic violence, and through the chaos that followed that treatment had declined into crime. Because at that stage we were not intervening as quickly and as well as we do now in cases of either domestic violence or sexual abuse, we were, in a sense, punishing them twice—by not helping them early enough to prevent them from descending into offending and then by putting them in custody when they offended. We are now trying to tackle the problem, and it is notable that organisations such as the turnaround project and Together Women deal with women not just after they have they have been convicted but after they have been abused, when their lives are becoming chaotic, to try to save them from ever descending into criminality at all.
