I appreciate the importance that my hon. Friend and her constituents attach to the fairness measures that we have introduced: the child tax credit, which has helped 6 million families in this country; the pension credit, which is helping 2 million pensioners to escape poverty in this country; educational maintenance allowances, which are helping half a million children to go to school; and a guarantee that young people under 24 will receive help and will not be unemployed but will have training and work. These are the measures that have been put forward by my right hon. Friend the Chancellor; they could never have been put forward by the shadow Chancellor.

I recently had cause to complain to Network Rail that so much was being spent on an exhibition about St. Pancras and King’s Cross. I had discovered that funding was being delayed on expenditure on access for disabled people in stations across trans-Pennine routes. Will my right hon. Friend look at whether we can speed up the process of access for disabled people? Disabled people can also contribute to our area’s economy and they should not be left out of the entire process. I speak as one who might benefit from such provision.

That takes me back to when I was a Transport Minister and had some of the responsibility for accessibility. There is a planned programme and it is important for us to ensure that it is adhered to. However, when I was a Transport Minister, it seemed to me that, in some instances, the programme could have been taken forward more quickly. I will write to Network Rail and others to ask about the situation in Yorkshire and the Humber and what might be done to ensure that it is fulfilled as quickly as possible. My hon. Friend is right to say that the matter is of huge concern to many people.

There is a variety of opportunities for young people to learn about bone marrow donation within the curriculum through PSHE, citizenship and science. In science, young people explore how health is affected by diet, drugs, disease and medical treatments and they are also given opportunities to use real life examples when finding out about science. Through PSHE and citizenship, young people are encouraged to make real choices and decisions and take informed action.The Department is working closely with NHS Blood and Transplant (NHSBT) to improve the accessibility and emphasise the curriculum opportunities on their 'Give and Let Live' website. The site will be re-launched in September 2008, and includes facts and information on bone marrow donation. The Secretary of State for Health and Secretary of State for Children, Schools and Families will write jointly to schools and colleges in September, highlighting how donation can be taught within the curriculum and referring to the revised Give and Let Live resource.

Friend will have been impressed by the incredible courage of Adrian Sudbury, who is using the last weeks of his life to campaign for more bone marrow donors to come forward. I have been impressed by the response so far of the Secretaries of State for Children, Schools and Families and for Health, but what more can my right hon. Friend do to help my friend Adrian to achieve his legacy and help 7,000 people to live?

I, too, have met and seen the courage of Mr. Sudbury who, as my hon. Friend says, is using the last few weeks of his life to try to make people better aware of the dangers that result when bone marrow donation is not available. The promotion of the donation of blood, bone marrow and organ is a priority for the Department of Health. We are looking at what we can do. The key issue is whether we can encourage people to be donors. I believe that in the next few months we will be able to put proposals that will assist, if not Mr. Sudbury, many other people who suffer as a result of these illnesses.

The shadow Health Minister predicted that accident and emergency would be closed by now. Instead, millions of pounds are being spent in community health and mental health services. Will my right hon. Friend give me an assurance that success will continue to be rewarded and that sound financial management will be continued by the Government?

It is possible to spend more on the national health service in every area of the country because of our commitment to a 4 per cent. real-terms rise in health service expenditure over the next few years. That would not be possible if we accepted proposals for £10 billion of tax cuts, which would have to be paid for by £10 billion of cuts in public expenditure. That would inevitably mean cuts in the national health service. That we will not do. It is for others in the House to decide what they do on health.

Friend that wind farms are enormously popular in my constituency, with 80 per cent. of people responding to a survey saying that they think they are attractive, produce clean energy and tackle global warming? Will they have to continue to wait for the planning process to produce the wind farm that they want? Will we have to wait and listen to the windbags—[Hon. I hope that all parties in this House will support the development of wind turbines, both offshore and onshore. That is the only way to meet our target for renewable resources, if it is going to be as high as the European Commission proposes it to be. I believe that there is a duty on all parties in all areas of the country to consider the development of wind turbines.

My hon. Friend makes an important point. The saddest thing to hear from staff working in our jobcentres is that they are dealing with the son of someone whom they dealt with 20 years ago. Breaking the cycle of inter-generational unemployment is a huge challenge, and there are no quick-fix solutions. Our ambition must be that when children look out of the window of a morning, they see a community on its way to work. We have to make sure that we provide the means, the resources and the expectations if that is to happen.

Just in case any councils in the future thought they might be able to reverse the trend, we have enshrined the integration of services for the early years though children’s centres in legislation in the Childcare Act 2006, which received Royal Assent in July last year.

My hon. Friend is right. The evidence is that for many lone parents, regular contact with the labour market through Jobcentre Plus or a private or voluntary sector provider, getting closer to the labour market and keeping close to it, and going into part-time work that must sometimes be flexible by its nature, are all involved in the journey back to work. The continued investment in getting people back into work to achieve that full employment is a price well worth paying.

The House will be aware that the Prime Minister of the Czech Republic is very sceptical about the science of climate change, but I must say that many of his Ministers—and, indeed, the deputy Prime Minister—are members of the Green party, clearly showing that the debate on climate change is well under way in the Czech Republic. My hon. Friend will know from my work as the China taskforce chairman that I am delivering a report in Beijing next week on the work being done on climate change. I will also be in Shanghai tomorrow to deliver a speech on those matters and I should like to apologise to the House for having to leave here immediately after my parliamentary time. I will, of course, be happy to mention the excellent work of Yorkshire Forward in promoting the industries of our great county.

In addition to those visits I announced to the House on 7 March on behalf of the Prime Minister, I recently visited the Czech Republic and Malta to discuss with their leaderships the issue of climate change and other European matters. I held a number of bilateral meetings with the Prime Ministers and deputy Prime Ministers of both countries, and with the President of Malta. I addressed and debated the issue with an audience of politicians, some of them Cabinet members, academics and senior industry figures. I also gave a speech at the British Council’s youth forum seminar on climate change.

The Government are committed to encouraging greater use of family mediation. We have established the Family Mediation Helpline and supporting website, sponsored a public awareness campaign, are facilitating judicial awareness seminars and supporting in-court referral schemes.Provisions of the Children and Adoption Act 2006 will enable the court to direct parties in child contact disputes to attend a meeting about mediation. Referrals will also be encouraged through changes to court rules and court forms, particularly in relation to disputes over children.

It seems to me that there is a fine line between taking clear action against Zimbabwe’s despotic regime and stirring up a response that could lead to Britain’s role being misunderstood. Does she agree that our opposition to Mugabe’s regime must be clear, and that we should act with our EU neighbours to put pressure on the African Union to ensure that a united effort is made?

My hon. Friend speaks very wisely, if I may say so. Successive Foreign Secretaries in this Government have been guided by three concerns when dealing with Zimbabwe. First, we have given priority to the interests of the people of Zimbabwe, and we have done everything in our power—in ways that the Government of Zimbabwe could not manipulate—to help, support and aid them, not least through direct food aid, and so on. Secondly, we have always acted in ways that would promote reform and genuine democratic dialogue in Zimbabwe, although we have been careful not to give Mugabe an excuse to act against those in Zimbabwe who are prepared to stand up to him publicly, as that would be to put them at further risk. We have always tried to be guided by what those people have said was the balance to be struck between supporting them and not putting them at risk.
Thirdly, the Government have been guided consistently by the fact that Mugabe has always used any stance taken by the UK as an excuse to stir up support among people elsewhere in Africa—and I suspect that this may be one of the reasons other African Governments stay their hands in respect of Zimbabwe—for claims that the dispute is between the old colonial power that wants to take back power and to interfere with Zimbabwe, and Zimbabwe’s heroic revolutionary Government. Sadly, those claims have much too much resonance in Africa. That is why we have always tried to make sure that we deprive Mugabe of that excuse, while remaining strong in condemnation of his actions.

There have been positive developments on the peace process in recent months. Both parties are committed to negotiations and met bilaterally on 23 December and together with Secretary Rice yesterday. The ceasefire in Gaza between the parties is also still holding. But, there is much work to do to build confidence between the parties to reach substantive negotiations. We, along with the Quartet and international partners, will do all we can to help achieve this. We also welcome Saudi Arabia’s efforts to broker a National Unity Government through negotiations with Hamas and Fatah.

My hon. Friend is entirely right. In the pilots in the domestic violence courts the assistance of advisers to the victims produced substantial increases in convictions, because the victims were reassured about the process and helped through something that can, in many ways, be very difficult. We can probably transfer those lessons into the area of dealing with victims of rape. I hope that the creation of 38 independent sexual violence advisers will help victims of rape by enabling them to access support services, and by providing them with people who can explain how the courts operate and perhaps take them on a visit, give them some emotional support and act as a contact point in the lead-up to a trial. I hope that that will result in more victims being able to come to court and more convictions being secured.

All the recommendations set out in the report have been accepted. In addition, the Government will extend the number of sexual assault referral centres from 15 to 30 by the end of 2008. We are also funding a pilot of independent sexual violence advisers to help victims through the trial process, with the aim of securing justice for victims.

uses images of very famous women made to look as though they have been abused by domestic violence. That is to make it clear that anyone can be abused, but that everyone should join in acting against domestic violence. We can all be witnesses; we can all take action; and we all should. This is a crime that we should all act against—and we should act now.

I am happy to support that campaign. As my hon. Friend knows, we have made a substantial investment in tackling domestic violence over the past few years. It is interesting to point out, since we often hear bad news about aspects of the Home Office, that convictions at court have gone up from 8 per cent. to 32 per cent. since the programme was put in place; and the number of victims reporting ongoing violence has gone down from more than 30 per cent. to 10 per cent. We now have 25 specialist domestic violence courts and we are going to expand the number to more than 60 by April this year. In this particular area, the problem was too long treated as though it were peripheral to the concerns of the Home Office and law and order; it is now right at the centre of our concerns.

Before listing my engagements, I am sure that the whole House will wish to join me in sending our condolences and sympathy to the family and friends of Second Lieutenant Jonathan Carlos Bracho-Cooke of the 2nd Battalion The Duke of Lancaster’s Regiment, who was killed in Iraq on Monday. He was a talented officer, and the whole House should be very proud of him and grateful for the difficult and dangerous job that he and others are doing on behalf of the country.
This morning I had meetings with ministerial colleagues and others, and in addition to my duties in the House I will have further such meetings later today.

I thank my hon. Friend for that answer. Does he agree that supporting locally grown, seasonal food is good for the local economy and environment, and that it tastes pretty darn good too? If he has had the opportunity to taste locally grown Yorkshire produce, does he agree that it ranks among the finest in the world? Will he do all he can to support fine Yorkshire produce and make sure that it gets due recognition?
I thank my hon. Friend for that answer. Does he agree that supporting locally grown, seasonal food is good for the local economy and environment, and that it tastes pretty darn good too? If he has had the opportunity to taste locally grown Yorkshire produce, does he agree that it ranks among the finest in the world? Will he do all he can to support fine Yorkshire produce and make sure that it gets due recognition?

As ever, my hon. Friend hits the nail on the head. Locally grown produce has benefits for the environment, but the main thing is that it tastes darn good too. She makes a powerful case for the food produced in her area—and may she champion it for many years to come.

We are providing an additional £5 million between 2003 and 2008 to support this important sector that contributes to the viability of rural economies. Buying food and drink locally and in season is also likely to mean that less energy has been used in its production. Buying food that has travelled less can also be a positive choice in helping to reduce transport emissions. More than 4,000 producers have already benefited from this support, which is delivered by Food from Britain.
