I begin by commending the Prime Minister for her stamina and courage in her term of office—whatever our views on Brexit and other issues—and also commend the support that she has received from her husband Philip. [Hon. Members: “Hear, hear.”] For many of us, our husbands, wives and partners are the unsung heroes. May I now ask her a specific question? She is going to the palace this afternoon, and we assume that she is going to recommend that the right hon. Member for Uxbridge and South Ruislip (Boris Johnson) succeed her as Prime Minister, but will she tell the House one piece of real, hard advice that she would like to give him on being Prime Minister?

My right hon. Friend should be commended for her sangfroid a week ago in dealing with a giant ego—somebody who believes that truth is fake news and leaks continually. I am not

referring here to the right hon. Member for Uxbridge and South Ruislip (Boris Johnson); I am of course referring to President Trump, who has acted in a very bizarre way over intelligence. I know that my right hon. Friend the Prime Minister has to work with him, but is she not alarmed at the way in which he refused to challenge President Putin over the Russian activity that recently resulted in the death of a woman here in Salisbury?

One consequence of the success of the operations against Daesh has been the dispersal of many of its volunteers, including United Kingdom citizens. Yesterday, my hon. Friend the Member for Penrith and The Border (Rory Stewart), who is a Minister of State at the Foreign Office and the Department for International Development, said that, as far as UK citizens who had served in ISIS were concerned, the only thing to do, with one or two exceptions, was to kill them. Is that now Government policy?

May I just bring the Foreign Secretary down to earth? The core element of the Anglo-American relationship is based on “Five Eyes” and intelligence. President Trump’s allegation, repeated from Fox News, was not like a gnat at a rhinoceros; it was deeply damaging, and I would be grateful if the Foreign Secretary would tell the House exactly what comments he made to the President or senior members of the White House to refute that.

I think we are all relieved that the Foreign Secretary has ruled out Mr Farage. In this post-truth world, we might have

assumed that he would have been sympathetic, given that they campaigned together so remarkably on Brexit. Will the Foreign Secretary outline to the House his thinking on what he will say when he visits the United States of America about our future relations, given that we have always been the conduit between Europe and the United States of America?

I am sure the whole House will welcome the Prime Minister’s statement, and also the arrival of Palmerston, the FCO’s rodent killer, but there is a serious point here. May I ask my right hon. Friend whether Palmerston has been security cleared or not? He may recall that the Chancellor’s cat, Freya, had access to the Foreign Office and No. 10 Downing Street, and it was thought that she might have been “got at” by a foreign power. May I ask him: has Palmerston been positively vetted by the security service and scanned for bugs by GCHQ? Can my right hon. Friend assure the House, and the more paranoid element of the Brexiters, of Palmerston’s British provenance and that he is not a long-term mole working for the EU Commission?

The Secretary of State will be aware of suggestions that part of the way to constrain Daesh is to use back-door diplomacy. Does he agree with Canon Andrew White of Baghdad, who said in an interview:

“You can’t negotiate with them. I have never said that about another group of people. These are really so different, so extreme, so radical, so evil”?

Does that put into context the suggestion from the Leader of the Opposition?

My hon. Friend will know that, over a year ago, there was a tidal surge in the North sea that brought flooding to a lot of the east coast, particularly to Norfolk. I understand that there is a tidal surge forecast for Christmas day and boxing day. Has the Department been able to assess from intelligence exactly who is behind the trafficking? If we can only prevent the trafficking and prevent individuals from making a lot of money, that will dry up the problem.

I thank the Secretary of State for that answer, but I think he is aware from the comments already made that there is deep concern on both sides of the House about the fact that the Prime Minister,

having asked other NATO countries to commit themselves to spending 2% of GDP on defence, is unable to commit to that beyond 2015-16. I hope we will all urge the Secretary of State to make certain that the Chancellor of the Exchequer is aware of that concern, given the threats that have been outlined and the fact that our capacity to deal with them is stretched pretty thin.

Alas, Mr Speaker, I was not, but my hon. Friend the Member for North East Somerset (Mr Rees-Mogg) was. I congratulate the Minister on her appointment. What will we do to celebrate the two thirds of the Duke of Wellington’s army that were, in fact, not British? Some 36% of His Grace’s army were British, of whom about one third were Scots and Welsh—the Scots were fighting for the Union—but 45% were Germans; not Prussians, but Hanoverians and others. I think that we should give credit to what, ultimately, was the first NATO army.
