[holding answer 6 April 2010]: The additional transport costs of the pilot scheme to assess the feasibility of direct delivery of armaments to Ministry of Defence depots to supply Royal Naval vessels is assessed as small in terms of the overall savings achievable, equating to around two vehicles per week.No estimate has yet been made of the change in carbon emissions which might result from the pilot scheme, or the overall implementation of the improvement programme.

We have given every patient a guarantee that they will receive treatment within 18 weeks of seeing their doctor. That is a guarantee that we give personally to every patient, and in the next Parliament they can enforce it and go private, or go to another health authority if it is not met. The Opposition party refuses to back that guarantee.
We have given a guarantee to cancer patients that they will see a specialist within two weeks, and in the next Parliament they will be able to have their diagnostic test within one week. That is a guarantee that we have given; the Conservative party will not support that guarantee, even to cancer patients. We have given a guarantee that general practitioners must see people in the weekends or in the evenings as well as during ordinary working hours, and that is a guarantee that we are giving but the Conservative party refuses to support. People will make up their minds in whose hands the health service is safe—and it is in the Labour party's hands.

The Marine Management Organisation is due to vest on 1 April 2010 and will manage coastal offices currently under the control of the Marine and Fisheries Agency. On 1 April 2010 there will be 102 staff employed in coastal offices. The following table details the number of staff in each of these coastal offices:

Staffing levels were assessed as part of the proposals made in the Business Improvement Programme undertaken by the Defence Storage and Distribution Agency's Explosives Business Stream. These proposals are subject to trade unions consultation, which is due to complete in July 2010. It would be inappropriate for me to comment while the consultation is ongoing.

Will he tell the House what ongoing discussions there are with the Pakistan Government to encourage them in what they have been doing to bring security to the border with Afghanistan, so that there is no hiding place for terrorists and insurgents there?

My hon. Friend makes a very important point. For the first time, we have complementary pressure on both sides of the Durand line. It is also significant that, for the first time since 1947, there are more Pakistani troops on the Afghan border than on the Indian border. That is a very significant development: Pakistan has taken severe losses, but it has moved its deployments. The meetings held the week before last between the Pakistani Foreign Minister and the leaders of the armed services in Washington were absolutely critical, as they renewed and reformed the US-Pakistan relationship, which is critical to Pakistan's role in helping to achieve stability in Afghanistan.

We regularly assess the progress that we are making in Afghanistan to secure our goal of an Afghanistan that can no longer be a haven for international terrorism. Key indicators include the development of the Afghan national security forces, the delivery of public services and the development of the economy. The London conference reiterated the unity and coherence in the international effort, aligning this behind a clear Afghan plan.

A and E services are often put under great pressure by peaks in drinking, particularly binge drinking at the weekend. Will my hon. Friend look at how the Plymouth PCT and Derriford hospital have brought a service into the city service to address that issue? The service uses paramedics and others to treat people in situ, thus relieving pressure at the main service point in Derriford hospital.

On 6 May 2009, my right hon. Friend the Secretary of State for Defence confirmed that all three naval bases, at Devonport, Portsmouth and on the Clyde, have strong futures and will continue to play a vital role in supporting the Royal Navy. Devonport will retain and enhance its position as the centre of excellence for surface ship and submarine deep maintenance (upkeep) activity. In addition, it will undertake Fleet Time Engineering support for base-ported ships and for visiting sea training vessels.

Information on the number of young people treated for eating disorders is not collected centrally.We take the issue of eating disorders, especially among young people, very seriously. Services for people with eating disorders are available throughout the country in both primary and secondary care. We asked the National Institute for Health and Clinical Excellence (NICE) to publish guidelines for practitioners on core interventions for these disorders which it did in 2004. These guidelines will be reviewed in 2011.We are also providing funding worth £131,000 for beat's (the eating disorder's charity) Pathway to Recovery project which provides a support network for people who have recovered from an eating disorder.

May I welcome the signing of the terms of business agreement with Babcock Marine last week, which confirms Devonport as the lead dockyard for warship maintenance? Given that role, will my hon. Friend the Minister confirm that the sooner the carriers start to be assembled the better, not just for Devonport, so that it can receive further streams of warship maintenance work, but for the royal naval capability that it represents?

I can assure my hon. Friend that under a Labour Government, the carrier programme is going full steam ahead. We are already working in five yards; work will start soon in the sixth and final yard in Birkenhead. We have made something like £1.2 billion-worth of subcontracts. The only thing that would endanger the carrier programme is the Tories, with the Notting Hill set at their head, who do not care at all about defence or anything about it, taking over the government of this country after the election.

The Government's Household Energy Management Strategy 'Green Homes, Warmer Homes', published on 2 March:"http://www.decc.gov.uk/en/content/cms/what_we_do/consumers/saving_energy/hem/hem.aspx"focuses on cutting carbon emissions from the household sector through energy efficiency and other measures. In developing the strategy, my Department met representatives of a variety of organisations, including Waterwise who campaign on water efficiency.

The Government's UK Low Carbon Transition Plan published in July 2009 covered energy use and CO2 emissions from the domestic sector. It highlights that the energy used in our homes for heating water (excluding that for heating our homes) is 25 per cent. of the overall domestic energy use.The Environment Agency have carried out extensive research on the CO2 emissions from domestic hot water use. Their latest research suggests that annual emissions from heating water in a typical home are approximately 900kgCO2. This at the UK level these represent ~23MtCO2/yr of the 140.7MtCO2/yr attributable to energy end use in homes (including emissions from electricity use in homes).Further information can be found in the Environment Agency report here:"http://www.grdp.org/business/topics/water/109835.aspx"

Each water company in England and Wales has had a duty to promote the efficient use of water by its customers. Ofwat is responsible for enforcing this duty and reports on progress in its annual Service and Delivery reports, available from its website. Following discussions within the Government-led Water Saving Group, Ofwat has introduced water efficiency targets for water companies from 2010-11 to 2014-15.

DEFRA recognises the role water efficiency can play in reducing energy use, especially through reduced hot water consumption. Last September the Department launched a water efficiency campaign under the Act on CO2 banner which highlighted the energy and carbon implications of water use. DEFRA officials are in ongoing discussions with Department of Energy and Climate Change counterparts to coordinate the delivery of programmes to improve energy and water efficiency.

The National Institute for Health and Clinical Excellence (NICE) published clinical guidelines on core interventions in the treatment and management of eating disorders in 2004. Most people with an eating disorder are not admitted to hospital but treated in primary, out-patient or community care settings. General practitioners and clinicians are expected to refer to NICE guidance as often as is necessary.People with very severe and intractable eating disorders may require referral to highly specialised services when their health needs cannot be met within local mental health services. Access to these specialised services should be made on the basis of tertiary referrals from consultant to consultant.

We are talking about low-carbon jobs for the future. Marine renewables are at the centre of that, and my hon. Friend's constituency is crucial. Once again, we are investing in the jobs of the future. We are investing in an industry policy that will create the jobs of the future. Under the Conservatives, unemployment would rise.
