Last week I introduced an extensive package of compensation and assistance for property owners along the London to Birmingham High Speed 2 route. That will look after the people who live along the HS2 route while balancing this with our responsibility to the taxpayer. People will also be helped by HS2’s new residents charter and the appointment of a residents commissioner.
I am sure that the Secretary of State will agree that Pacer units are not fit for purpose and that Halifax passengers deserve new rolling stock. Will he now put a definite date on when we will get those much-needed trains?

Thanks to the support I have had from the Chancellor and the Prime Minister, I hope that we can move to a position of replacing the Pacers. They have certainly outlived their useful purpose, and I know that many people want them replaced, as do I, the Chancellor and the Prime Minister. It is a pity we have had to wait so long and that 13 years were wasted.

The hon. Lady and I have debated this topic before on the Adjournment. This is a locally led process. Nothing has been ruled in or out, no decision has been made, and first and foremost comes the safety and efficacy of local health services. May I commend to the hon. Lady the approach of her constituency neighbour, my hon. Friend the Member for Calder Valley (Craig Whittaker), who at all times has championed the best outcomes for his constituents’ health, rather than seek to make politics out of this?

The Government is clear that Pacer units will be replaced in the new Northern franchise. The details of how this will be implemented are being considered as part of the specification for the future franchise, which will be published early in the New Year. We expect that the rolling stock used for the Pacer replacement will be a matter for bidders for the future Northern franchise to address in their bids.

Currently no timescale exists for the electrification of the Calder Valley route through Halifax. The scheme is one of a number which are being considered by the joint Task Force of northern MPs and council leaders set up to explore future electrification in the North.
This group is expected to provide the Transport Secretary with an interim report in February 2015 setting out its recommended priorities for scheme development in future rail funding Control Periods from 2019.

The train operators have been fully engaged in the design of the Intercity Express Programme trains and will chose the catering solutions that they feel best suits their customer needs.

The two levels of catering specified by the Department for Transport were those chosen by the train operators who are closest to their customers requirements. The train operators continue to be fully engaged in the design of the train.

Rules 148–150 of The Official Highway Code advises drivers to avoid distractions. The rules make it clear that drivers must exercise proper control of their vehicle.

The Secretary of State has not made any recent trips to India. Raymond Varley’s discharge was ordered by the District Judge sitting at Westminster Magistrates’ Court. The Crown Prosecution Service, which represents the Government of India in the court proceedings, is appealing against that decision. The appeal is due to be heard on 10 October 2014. UK Ministers have no involvement in the court proceedings and it would not be appropriate for me to comment further.

I agree with the hon. Lady. My understanding is that NICE does carry out that work, but I will look very closely at the particular condition that she raises and perhaps write to her about NICE’s approach to it.

That is a matter I take very seriously, not least because of my previous role in the Department for Transport. We are also engaged with mobile phone companies on a whole range of issues to ensure that their products are responsibly used, but the hon. As the hon. Lady knows, local service changes are the responsibility of the local NHS, but when they get referred to me, through local authorities, I will never take a decision that is against the interests of patients, including her constituents. Were such a proposal to come to me, I would indeed listen to any representations that she makes.
