My Lords, the process leading up to advising on Royal Assent is one in which the UK Government examines island legislation to see if it has unintended effects in the United Kingdom. Is that process being gone through and, if so, how, given that we do not know what the Government’s position would be on such fundamental questions as whether assisted dying would be provided within or outside the National Health Service, and all the dependencies rely on specialist medical help from hospitals in England?

Has the Minister assessed the impact of the new timetable on east coast main line punctuality? There have been some very severe delays, which are mainly infrastructure-related and therefore the responsibility of Network Rail, a different nationalised company. It appears that the new timetable does not give space to deal with delays when they arise.

My Lords, does the Minister realise that, since the new timetable was introduced on the east coast main line, there has been no room to deal with delays such as those caused by broken rails, signal failures and points failures, none of which can be blamed on LNER as they are all the responsibility of Network Rail. Are lessons going to be learned about the introduction of this timetable, which took several years to bring about but reduced services from stations such as Berwick and Durham and left real problems coping with delays?

My Lords, the Minister knows that, under the new east coast main line timetable, many more passengers will rely on connecting services run by different train operators, but when they board the train, as happens when they board a train now, they are quite likely to hear an announcement saying that other operators’ tickets are not valid on this service and that they may face a penalty fare of £100. Indeed, the report to which my Question refers reveals many instances of passengers who inadvertently had the wrong ticket and were penalised. Does he recognise that this is a mess? Has he got people at work in his department trying to sort it out?

My Lords, what in the consultation process was done about the fact that the most savage cut anywhere on the network applies to people from the Scottish Borders and Northumberland? They use Berwick-upon-Tweed station, where LNER’s hourly service will be reduced to a two-hourly service. Passengers will also probably find that, if they try to use any of the other operators, LNER tickets will not be accepted by them.

My Lords, is the Minister concerned about the combined effect of the restrictions on scope for legal aid, the enormous complexity of trying to get an exceptional circumstances funding application through, and the creation of advice deserts in many parts of the country? These are severe barriers. The Minister has been strongly in support of legal aid over many years, as I know well, but does he have any hope of making progress on this matter?

I thank the Minister for paying tribute to our dear colleague, Andrew Stunell, whom we have lost.

Given that the Government have no time left in this Parliament for fundamental reform—I agree on that—why have they continued to appoint Peers at a rate that clearly prejudices any claim the House has to be generally representative? There have been 74 new Peers. Is the Government’s intention to maintain a situation in which they can always dismiss the views represented by the House of Lords when it is arguing with the Commons, on the grounds that we are not sufficiently democratically representative?

My Lords, Berwick-upon-Tweed station, serving the Scottish borders and north Northumberland, normally has a quite good hourly train service on the east coast main line. However, now LNER has resurrected the previous abandoned plan to slash that service by half from December, so that the trains will be only every two hours and with longer journey times. Is the Minister prepared to challenge this—or is publicly owned LNER doing what the Government have told it to do?

When the Prime Minister announced the cancellation of HS2, he made promises that there would be transport improvements for the north-east, affecting both rail capacity on the east coast main line and the dualling of the A1 north of Newcastle. Given the number of broken promises we have had over the last 50 years on these subjects, will they happen?

My Lords, in the social housing sector, Legal & General stopped production on the basis that there was an insufficient pipeline of orders and it had had six years of losses.
