My Lords, will the Minister confirm that the coalition Government are currently planning to convert academies and to move them from the public sector to the private sector? If that is the case, will the Minister confirm—it is certainly our opinion—that that would be entirely the wrong policy?

My Lords, I thank the Minister for that very positive reply. My heart fills with pride in appreciation of the vital and outstanding service that the Club and Institute Union has contributed to the cultural, social, educational and creative life of working class communities throughout the length and breadth of Great Britain over these past 150 years, which we are joyfully celebrating this week. Will the Minister kindly draw the attention of all government departments to the present burdens borne by the CIU—and not just the CIU, but also by Conservative, Labour, Liberal and British Legion clubs and many others—through years of pernicious legislation, and offer them some respite in these very harsh and difficult economic and social times?

How long will the people of Gibraltar have to tolerate the harassment and intimidation of the Spanish authorities? We should bear in mind that the Government of Gibraltar do not consider that physical confrontation or gunboat diplomacy is the proper or sensible way forward. Can the Minister explain to the House why it took almost an hour for the gunboat HMS ““Scimitar”” to be deployed to deal with this incident that really was unlawful, provocative and unnecessary by the Spanish navy?

I thank my noble friend for that positive reply. I should point out that the West Midlands Manufacturing Advisory Service has indeed been a great success in the Midlands for manufacturing since its inception in 2002. Will my noble friend assure this House that a Labour Government will continue to support manufacturing in the West Midlands and the West Midlands Manufacturing Advisory Service, together with Advantage West Midlands, which is doing such a fine job for our region?

My Lords, my noble friend has already acknowledged the very important role played by markets in our towns and cities throughout Britain. In autumn of this year, the All-Party Group on Markets will launch the first ever national markets framework document, incorporating the markets’ knowledge-based databank. That will be invaluable to Government and to local councils in making policy decisions on markets for many years ahead. Will my noble friend agree to meet the group and all the partners who are working to complete this very important document to talk about the document when it is published in the autumn?

My Lords, I thank my noble friend for that reply. The Government should be congratulated on this wonderful scheme, whose introduction a few months ago was welcomed on all sides of the House. Betwixt the LSC and the private company operating the scheme, something has gone sadly amiss, which has caused considerable financial difficulties for colleges, and particularly for students. Will my noble friend assure the House that the Government will ensure that the LSC fully compensates colleges for any outlay they have made on behalf of their students?

My Lords, education maintenance allowances have been a real success story for our Government, and half a million students are in receipt of the grant. I know that many students are extremely grateful for that contribution. The administration of the scheme is also hugely successful, and that has contributed greatly to its success. Will my noble friend confirm that the scheme, which is so successful, will be rolled out and kept alive even after post-16 education and training become compulsory in 2015?

My Lords, I thank my noble friend for that reply. Does he agree that fair trade and trade justice are still the great hope of civilisation for the millions of people in impoverished countries who are seeking through such practices to bring themselves out of poverty and, by obtaining a fair price for their products and services, to challenge rich and prosperous countries to assist them? Will he use his good offices to encourage all government departments to embrace fair trade initiatives and practices and to mount an international campaign for fair trade by championing positive procurement policies to assist in this vital and majestic cause?

My Lords, the Association of Colleges estimates that 200,000 places will have been lost by 2008. In addition, due to the Government’s requirement that colleges further prioritise courses for 16 to 19 year-olds and courses for adults without basic skills—I welcome that—500,000 places will be lost by 2007–08. My noble friend will also be aware that fees continue to rise, possibly by as much as 60 per cent in the three years from 2004–05 to 2007–08. I wonder, therefore, if the Minister and the Government would take into account the public’s ability to pay the increased fees, recognising the wide disparity in incomes in various parts of the UK. Will the Government consider a variation on the fee assumption for each region based on average wage levels?

My Lords, does my noble friend recognise that the negative impact mentioned with regard to universities is also very real in the further education sector? In 2002–03, 75,000 overseas students arrived here to take education courses, bringing in £58 million. Since then, in the current year, there has been a 10 per cent to 20 per cent reduction in the number of students, which is obviously having a profound effect on the operation of many further education colleges.
