My Lords, is it not quite wrong that any citizen should be left in any doubt about this issue, as people undoubtedly are? Will the Minister personally vouch that this issue will be cleared up? People should not be left in any doubt at all.

My Lords, I congratulate the noble Lord, Lord Spicer, on his unremitting campaign for the best interests of British aviation. Is it not clear that the longer a decision on this vital issue is delayed, the worse it will be for British aviation? In my view, a decision should have been made long ago, and the Government are playing for time. The more we encounter delay, the more British aviation will suffer while its rivals manage to march forward unremittingly.

The World Health Organization and the NHS, both distinguished bodies, have proclaimed that a sugar tax is desirable, necessary and should be introduced as soon as possible. In that light, do the Government have any plans to revise their previous position and introduce proposals for a sugar tax by no later than April of this year?

If we had a league of government U-turns, this one would surely head the list. Not so long ago, the Prime Minister said that a sugar tax was not worth while. Now, urged on by experts and MPs of all parties, he says that it is not a bad idea. What should we now do? My view is that we should follow the example of Mexico. Why wait for many months when the evidence is very clear? Why do the Government not act immediately?

The Minister is fast earning a reputation for escaping entirely from responsibility. Purely for political purposes, the Government have dithered and dithered. Other airports in Europe, as has already been said, thrive while British aviation disappears. Is it not it more important than anything that while the Government adopt their present stance, the country suffers?

What I cannot quite understand is what the Government are doing to raise this issue specifically in Europe. It is absolutely essential

Does the Minister consider that the use of inflammatory language about refugees by both the Home Secretary—and the Prime Minister, referring as he did to a “swarm of people”—has contributed in any way to a resolution of that issue? Why cannot the Government be more welcoming to genuine refugees, enabling them to play a truly meaningful role in the society in which they live, here and in Europe?

Does the Minister appreciate that while we prevaricate over the choice of the extra runways, Paris, Schiphol and Frankfurt are going ahead inevitably and inexorably? Are we not paying a very heavy price for the delay that is happening at the moment? I am delighted that, as former Ministers with responsibility for aviation, the noble Lord, Lord Spicer, and I both have no doubt about what should happen.

Whatever option is pursued, is it not clear that the cost will be enormous? Is not the real issue this: how best and how quickly we can advance British aviation in the best possible way? Surely it is apparent that there is only one answer and it is becoming blindingly obvious—Heathrow.
