My Lords, the Washington-based NGO Forest Trends has been working extremely hard to save the South American rainforests. I declare an interest: my son is in Brazil on its behalf at this moment. It has received support from the Obama Administration, but that is now almost certain to end as a result of the policies of President Trump. Does my noble friend agree that public/private organisations of this kind, particularly those working in countries like Brazil, facing economic difficulties, deserve the widest possible support?

I do, and that is what DfID provides through many of its programmes and by working in public/private partnerships in this area. We recognise that tropical forests regulate weather patterns and that 25% of global greenhouse gases are a result of deforestation and land-use changes. It is therefore crucial that we make efforts in this area. Regarding my noble friend’s opening point about the US Administration’s policy, I would comfort him to an extent and say that that policy is a proposal. A full budget will be published in May and has then to find its way through Congress.
My Lords, the small businesses of the town of Crickhowell have launched a campaign under the name Fair Tax Town because many of them are paying more corporation tax than the big international corporations. Despite what my noble friend has said about action being taken, many of them feel that that action is so far quite inadequate. Will my noble friend give me an assurance that a really determined effort will now be made by the Government to sort out this unacceptable situation?

My noble friend is right that we expect all companies, large and small, to be treated equally and to pay the tax that is due. This Government have reduced corporation tax. The quid pro quo for that is that when it is due on taxable profits, it should be paid. We are also tackling this internationally, because with multinational companies it has to be taken worldwide. That is why we have led the efforts in the G20 on the base erosion and profit shifting project, and we are now leading the group of 94 countries in the OECD which are implementing that.
My noble friend concentrated almost entirely on the maintenance activities of the actual flood defences. Does he not understand that it is almost equally important for the Environment Agency to work with the agricultural industry to prevent unnecessary flow off the land of the mud and silt that causes much of the damage, and for the local authorities and planning authorities to try to ensure that there is not unnecessary run-off from the hardstanding, concreting and all the other things that are a fundamental reason for much of the flooding?

My Lords, my noble friend is absolutely right that we need not only to protect property but to ensure that agricultural land and production of our food are safeguarded. That is why more than 98% of arable land in England is protected by flood-risk management assets. There has been no risk of flooding in those areas from seas and rivers.
My noble friend is absolutely right: we need to get our planning guidance right. That is why there has recently been a revision of planning guidance so that we avoid flash flooding as best we can. We are working closely with the NFU and our joint action plan on that is vital. My noble friend said that we need to reflect on how we farm near watercourses. We need to improve. Indeed, in relation to my noble friend who asked the Question, we are working on slowing the flow in Pickering, for instance. We have done great work in preventing flooding in Pickering by working with local farmers.
My Lords, is my noble friend aware that I have studied the latest proposals for the scheme extremely carefully? I agree that they are at the most rudimentary stage. The only positive feature that I could find in them is that the noble Lord, Lord Rowe-Beddoe, is a non-executive director.

I am extremely grateful for my noble friend’s support for my Answer. I reiterate that it is incumbent on all Governments to make sure that whatever projects they agree to have looked at all the detail. Thus far, we are not satisfied that we have had enough detail from the consortium on this.
My Lords, is my noble friend aware that I received a bilingual address from the Conservative candidate but not from the Labour candidate and I have cast my vote accordingly?

That is very good news for the candidate in my noble friend’s constituency.
My Lords, is my noble friend aware that, while the British public have been content to face disruption due to the jubilee and are perhaps slightly less content about disruption due to the Olympic Games, they would it find it intolerable to have the whole of central London brought to a standstill, perhaps for several weeks in preparation and afterwards, for a grand prix to be held?

My Lords, I anticipated an Olympics question. My first advice to all users of transport is to visit http://www.getaheadofthegames.com, which provides extremely good advice on how to avoid congestion. It is inevitable that there will be some congestion if we are to have a successful Games.
My Lords, will the Front Bench perhaps give a lead on one matter and stop the growing practice of the Whips trying to intervene and stop important speeches during Second Reading debates—a practice that is in breach of the rules and conventions of this House?

No, my Lords, I completely disagree with my noble friend, but I am very glad he raised that point. The Whips on all sides of the House have a responsibility to draw attention to when a rule, as laid down in the Companion, is being broken and to offer guidance to the House. That is what they do, and they should continue to do it.
