My Lords, what is the intention of Her Majesty’s Government in relation to ensuring that education by devolved Governments is maintained and remains at the same standard as the United Kingdom’s? By that, I mean Scotland, Northern Ireland and Wales.

My Lords, I thank my noble friend the Minister for that reply. It seems to me to be pretty positive. Having flown around with my own pilot’s licence in the various spaces we have in the country, I see that they are already very overcrowded. Privately owned drones, if not strictly controlled shortly, are almost certain to bring some other disaster into our airspace.

My Lords, are the noble Lord and his department aware that the most expensive way of maintaining and repairing roads is to go round filling in potholes? That is well understood by most of the professionals in the industry and I hope that, one day, the department will catch on.

My Lords, does the noble Lord agree that the previous Government had at least 10 years in which to react to this and that the price of alcohol and alcohol pricing will do nothing other than probably damage the Government’s income? It will do nothing to achieve what we need to achieve—that, surely, is about getting in among communities.

My Lords, can my noble friend tell us what effect in percentage terms obesity is having, particularly on the young? I read that a considerable percentage of deaths and heart problems are due to obesity. What programmes do we have running to reduce the level of obesity in the United Kingdom?

My Lords, do the Government understand the enormous costs for those who manufacture the packaging? I was once part of Kodak and ran a print packaging outfit. Up and down the country, a huge number of people, as well as a lot of tax and money, are involved in the packaging of cigarettes. Frankly, I do not believe that plain packaging will make a tuppenny-bit of difference.

My Lords, I thank the Minister for his reply. The background to this Question is that BMI is being sold. It is vital for the Northern Ireland economy to have a regular professional service from Heathrow to Belfast. Does not the Minister agree that the fortunes of a part of the United Kingdom should not be in the hands of an airline or its executives? What will Her Majesty’s Government do to ensure that Northern Ireland is not deprived of Heathrow landing slots, which are vital for badly needed inward investment into the Province?

My Lords, I have just read a leading article in the Sunday press which makes it clear that, from the leader writer’s point of view, never have tickets for an Olympic Games been spread and given out so well and never has an Olympic Games had all the tickets sold out a year in advance. Nor could the journalist could remember a more democratic process for delivering tickets to the Olympic Games and all the different sports in any recent Games. I believe that the way that LOCOG has set about this this year is absolutely super. I hope the Minister agrees and will tell me that she has read the article. If she has not, I hope she will.

My Lords, I want to clarify a couple of things. While shadow Minister in opposition, my right honourable friend the Secretary of State, I and others in the team undertook that once that United Kingdom Government set up their own human rights Bill, Northern Ireland would have its share of it. That is where I still stand, and I suspect that my right honourable friend the Secretary of State is in a similar position.

My Lords, I thank my noble friend for that positive Answer. I declare an interest as a long-term seafarer who has a number of concerns about the future of Her Majesty’s Coastguard. First, the VHF DF system for quickly locating distress signals and the like is being removed. Apparently, the system is not going to be replaced. What do the Government propose to do about that? I have it on good authority that the decision was made as a result of a series of wrong and misleading intelligence. Secondly, my information is that HM Coastguard intends to reduce the number of coastguard centres around the entire coast of the United Kingdom, including Scotland, Wales and Ireland, from the present considerable number, which I am afraid I do not know, to two. What does the noble Earl intend his department to do, and is it correct that all the coastguard stations around the coast will disappear and we will be left with two, with people sitting in boxes with radios?
