My Lords, does my noble friend the Minister acknowledge the very real contribution to the farming industry of the upland farmers, not least cefn gwlad in the lovely land of Wales, the Pennine farmers and the many uplands in Scotland and the Cheviots, for example? This community secures, in many ways, the environment of much of Britain, and they face many challenges now, not least climate change. I know how important my noble friend the Minister sees the environment to be. Does she acknowledge that this community across Britain does a great deal to help and should be acknowledged and rewarded?

My Lord, can my noble friend the Minister indicate what further helpful measures there may be for this beleaguered industry in terms of energy costs? Green taxes, which are necessary, have dealt severe blows to the long-term prospects for steel, and in Wales we have seen the erosion of tens of thousands of steel jobs. I also ask him to bear in mind that rail connections between steel producers are crucial: the giant steel plant at Port Talbot in south Wales, for instance, sends a daily steel train 150 miles to north-east Wales’s Shotton works. On that train, which is 26 huge wagons long, is hot-rolled coil. If the hot-rolled coil does not reach Shotton, there will be problems. I hope that he will bear that in mind.

My Lords, will my noble friend the Minister please consider how we might give good news to those sites in north-west Wales, principally the Wylfa plant in Ynys Môn—Anglesey—now dormant, and Trawsfynydd in Meirionnydd, now dormant? The communities around those great plants that generated nuclear power for Britain deserve consideration in so far as, throughout north-west Wales, skilled jobs with good wages and status are very rare and both communities have deserved investment from our Government.

My Lords, does the Minister acknowledge that, while we need green policies, there is a major problem concerning the British steel industry? Successive Governments have imposed what have been, in effect, green taxes on a great foundation industry. Now, very little of the steel industry remains. For example, does he realise that the great integrated steelworks—the only remaining integrated steelworks in Britain—is hanging on by its fingertips? The ailing steel company Tata calls for more investment. How can he see his Government urgently giving more investment to save Britain’s steel industry? If Britain is to remain a great nation, as she must, she needs the foundation industry of steel. If ever there shall be war, you need steel.
