My Lords, I agree with my noble friend. A great deal can be done by local communities. Community covenants are voluntary statements of mutual support between the civilian community and its local Armed Forces community in the form of a written pledge. These local partnerships are usually made between the Armed Forces in an area and the local authority and joined by local business organisations, charities and other public bodies as appropriate.

My Lords, I thank the noble Baroness for that Answer. At the same time, I should like her to consider that some 67,000 children miss school every day. Is it not high time that we got bureaucracy off the backs of schools and gave head teachers and teachers full authority locally to tackle truancy, not "unauthorised absence"?

My Lords, the important thing is to get children and young people attending school. That is why this Government have focused on driving up attendance. That means encouraging parents not to take holidays during term time and making sure that any kind of absence that is not absolutely necessary is not authorised by schools. That is why I am particularly proud that we can say now that attendance at schools is at its highest rate since records began.

My Lords, attendance rates are the highest ever recorded, with more than 70,000 more pupils in school every day than in 1996-97. Information is collected on authorised and unauthorised absence. Unauthorised absence includes unexplained or unjustified absence such as lateness, unauthorised holidays during term time and truancy. In 2008-09, the percentage of half-days missed through unauthorised absence in England in maintained primary schools was 0.64 per cent. In state-funded secondary schools it was 1.49 per cent and in specialist schools it was 2.14 per cent.

My Lords, first, we associate ourselves with the condolences read out by the Minister concerning the casualties in Afghanistan.
Given the very grave public concern surrounding the improvised explosive device threat, can the Minister be a little more specific about the work being undertaken in the UK, and with our NATO allies, to deal with the IED threat, and the timescales to which they are working?

My Lords, I cannot be very specific about the work that is going on, because by its nature it has to be kept somewhat confidential so that we do not put our troops under unnecessary threat. However, I can assure the noble Lord and indeed the House that everything possible is being done. One of the most significant initiatives was the tiger team set up by the MoD last year to bring together the best brains from industry and the scientific community, inviting new ideas and then evaluating them. That is a very exciting project. It is ongoing because the threat is developing all the time. Although we are sharing that information with the United States, which is very interested in it, it is important to realise that this is not a one-off event of trying to find something that will counter all IEDs in future. We have to adapt our technology because the nature of the problem that we face is evolving, and we have to try to anticipate what the next steps should be. It is an exceptionally high priority for everybody in the military and the MoD.

My Lords, the Chinook helicopters are now undergoing the kind of fitting that will make them operational. We are doing that in such a way as to make them ready for theatre in the shortest possible time. The Merlins from Denmark are being used in training.

My Lords, I think that the noble Lord will be aware that just recently, on 29 October, we announced a substantial package of vehicles that will be suitable for operations. The FRES vehicles are not operation-specific; they are part of the long-term core programme. On 29 October, we announced that we are spending more than £700 million, which will cover a whole range of vehicles, some of which are upgraded. Many of the vehicles that we need cannot be bought off the shelf and require a great deal of development. Even when the basic vehicle is available, we often have to spend an awful lot of money to get them up to theatre-entry standard, given all the extra protection that we now know is necessary.

My Lords, first, I am sure that the whole House will wish to join me in offering sincere condolences to the family and friends of Marine Alexander Lucas, who was killed on operations in Afghanistan on Monday.
On the Question, the future rapid effect system programme is currently in its assessment phase. The in-service date will not be fixed until the main investment decisions have been taken.

My Lords, plans for the education centre have advanced. Noble Lords will be glad to know that it is proposed to be in House of Commons territory; plans have been developed and a site has been identified underneath the Commons Chamber, on the Lower Secretaries’ Floor. That was agreed by the House of Commons Administration Committee in May this year. However, it will take some time before it is built—2012 is the projected date. That is largely because of the need to find places elsewhere for those who currently occupy the space.

My Lords, I am pleased that we have raised so much money from the sale of Chelsea Barracks. As someone pointed out to me a few minutes ago, had we not sold them at that time we might not have got quite as much money. The Government have gone on record as saying that we will spend £8 billion over the next 10 years on the legacy issues surrounding accommodation for our Armed Services, which has been neglected over many years. The amount of commitment we have shown since 2003 includes the provision of 29,000 new or upgraded single living spaces. That £8 billion over the next 10 years is a clear example of our commitment. The money from the sale of Chelsea Barracks will help in providing extra accommodation.

Is there a definite rule concerning consultations in circumstances such as those mentioned? Is there, indeed, an established method of communication between local military bases and the relevant local authorities as well as those further afield? I refer, of course, to one-off military exercises and not those conducted down a fixed line of flight.

My Lords, when we engage in military exercises we try to ensure that the local community is given as much notice as possible. We are not always able to accede to all the demands but we try to take into account issues such as conservation or disruption to the local population by, for example, low-flying aircraft. We endeavour to give as much information as possible.

The current directive provides an option for the UK to extend the derogation from 2010 to 2012. Exercising this option would require the UK to make a formal request to the European Commission before 1 January 2009 and this issue is currently under consideration.

Did the Secretary of State for Business, Enterprise and Regulatory Reform consult with the MoD before he announced in December the draft plans for major expansion of offshore wind? Did he know about the 2005 trials?

My Lords, we spread information throughout government. As regards wind energy applications, there is a wind, energy and aviation interest interim guideline section for those who want to have wind farms and to develop them. The MoD interests are clearly laid out, as are some of our concerns. As well as that, we have, as a department, written to all planning authorities setting out our concerns so that all those who want to develop wind farms should be fully aware of the nature of the MoD’s concerns.

My Lords, there is always speculation whenever there is a Comprehensive Spending Review or planning round. When my right honourable friend the Secretary of State for Defence announced the results of the Comprehensive Spending Review last July, he said that the review’s consequences would allow us to proceed with the carriers.

My Lords, first, I am sure that the whole House will wish to join me in offering sincere condolences to the family and friends of Corporal Darryl Gardiner, who was killed in operations in Afghanistan last Sunday.
A number of contracts have been placed with the supply chain for design and engineering data and for materials in support of manufacture of the carriers. The key elements of the manufacturing contract have been worked on by industry and MoD teams over many months and are now substantially in place.

My Lords, perhaps I can let the noble Lord, Lord Luke, have in writing the number of personnel in Iraq on Christmas Day, and the number relating to his question on Iraq. No, we do not believe that the Army is overstretched; we believe that the Army is stretched, but senior military officers advise that the situation is manageable. However, we remain confident that the Army is capable of meeting current levels of commitment, although we recognise that these levels cannot be sustained indefinitely. The overall situation, however, is improving and we expect that trend to continue.
There has been a gradual improvement as regards the harmony guidelines. For instance, in 2005, 16.9 per cent of personnel exceeded them, whereas in 2007, the figure was 10.3 per cent—so the trend is improving.

My Lords, perhaps I could take this opportunity to send our very best wishes to the noble Lord, Lord Astor of Hever, and wish him a speedy recovery.
In monitoring compliance with harmony guidelines, we do not distinguish between deployments and other causes of separated service. As at 30 September 2007, 10,110 Army personnel had exceeded the guideline of 415 days’ separated service in the previous 30 months. This represents 10.3 per cent of the trained strength of the Army.

We currently have a contract for six Type 45 destroyers and a decision has yet to be made on a further order. The decision and its timing will be based on a range of factors including requirements, affordability, value for money and the wider context of the defence industrial strategy.

My Lords, the Government are aware of that because they get the reports from the various bodies about their needs. My department is not exactly overflowing with milk and honey as a result of the Comprehensive Spending Review, but nevertheless it got a good settlement, which enables us to meet most of the legitimate demands on the budget. Where needs are accurately identified in such areas, as by the noble Lord, they will be addressed.
