My Lords, I thank the noble Baroness for that Answer. At the same time, I should like her to consider that some 67,000 children miss school every day. Is it not high time that we got bureaucracy off the backs of schools and gave head teachers and teachers full authority locally to tackle truancy, not "unauthorised absence"?

My Lords, first, we associate ourselves with the condolences read out by the Minister concerning the casualties in Afghanistan. Given the very grave public concern surrounding the improvised explosive device threat, can the Minister be a little more specific about the work being undertaken in the UK, and with our NATO allies, to deal with the IED threat, and the timescales to which they are working?

My Lords, we on these Benches should like to associate ourselves with the remarks of sympathy for the family and friends of Marine Lucas. I am grateful to the Minister for that Answer. However, if the in-service date for the FRES Scout is likely, as we have heard, to be 2015, what interim solution does she intend to employ considering the now desperate state of the Scimitar CVRT, which has been in service since 1971, for 37 years? Is there anything available off the shelf? If there is, when might it come into service?

My Lords, on behalf of these Benches I offer most sincere condolences to the families of the four soldiers whose sad deaths we heard about today. Is there a definite rule concerning consultations in circumstances such as those mentioned? Is there, indeed, an established method of communication between local military bases and the relevant local authorities as well as those further afield? I refer, of course, to one-off military exercises and not those conducted down a fixed line of flight.

My Lords, can the Minister answer what seems to me to be a fairly obvious question, bearing in mind that the Times on 4 and 5 February said that the trials which have been taking place under the auspices of the MoD were in 2004 and 2005? Did the Secretary of State for Business, Enterprise and Regulatory Reform consult with the MoD before he announced in December the draft plans for major expansion of offshore wind? Did he know about the 2005 trials?

My Lords, I thank the noble Baroness for her kind words about my noble friend, and I am glad to tell your Lordships that he is going on extremely well and arrived home from the hospital this morning. I hope that the noble Baroness will pass on our good wishes to her colleague, the noble Baroness, Lady Taylor, and that she will soon be fit again. I also thank the noble Baroness for her Answer to the Question. These dismal figures amplify those in the MoD Autumn Performance Report and are surely evidence of overstretch, if the guidelines mean anything. Can the noble Baroness say whether and how the total number of our forces in Iraq has varied in the past six months and what were the numbers in Iraq on Christmas Day?
