I am grateful for that Answer and I welcome the direction of travel on energy security and price stability, but do we not need to work harder and faster to decouple gas from electricity prices? Is it not true that gas accounts for about 30% of electricity generating but that the effect of gas on the price mechanism is responsible for the huge bills landing on households and businesses up and down the country?

I thank my noble friend the Minister for her response. The guidelines of the European Society of Cardiology and the European Association for Cardio-Thoracic Surgery suggest that the UK is falling behind in terms of diagnosis and treatment for heart valve disease. Can she give an assurance that the new framework will take full account of these guidelines and pay particular attention to the diagnosis and treatment of older people?

My Lords, concern for the welfare of beagles prompted at least some of the opposition to the recent Public Order Act amendment proposals on life sciences establishments. I am not against all animal testing, but I support other methods, particularly in relation to medical research. A human-specific technologies Bill—sometimes dubbed Herbie’s law, after a rescued beagle—would go a long way to advancing the Government’s manifesto commitment on animal testing. Are there any plans for such legislation?
