My Lords, on the specific question of observation, I was a member of the Council of Europe observation team. Does the Minister agree that the Council of Europe has a long and admirable record of rigorous but fair observation of elections? Is not the fact that it has a very large observation team present much to be welcomed?

My Lords, I am grateful to the Minister for that reply. She will be familiar with the document in my hand, which is described as, "““Behind Closed Doors … at Heiligendamm””." It sounds like a thriller. In fact it is our European Union Committee report on the so-called G6 meeting there. First, is the Home Office fully alive to the strictures in the report about a lack of accountability and transparency? Secondly, will she say something about the linked and very sharp criticism made of the impact of G6 decisions on smaller European Union countries that is encapsulated in the phrase: "““The G6 should recognise that they are not the Europe des Six””," which I suppose is Franglais?

My Lords, the Minister will, I am sure, know that, as of this morning, there were 85,000 outstanding cases with the European Court. That represents a crisis. I urge the Minister not to follow the course of action that he has outlined of raiding the already inadequate Council of Europe budget to provide the necessary resources for the court to do its work. Does the Minister agree that both bodies do an enormously valuable job and that one should not suffer for the other?

My Lords, there was a reference earlier to the poppy crop, which it is proposed to destroy. Did she see the suggestion made by the leader of the liberal group in the European Parliament that it might be better to buy it out and use it for legal morphine requirements in Europe, thus supplying them and at the same time giving the residents in Afghanistan some income?
