My Lords, the Minister will be aware that my Subterranean Development Bill passed through the House some time ago. At that time, it was determined that there was no need for more primary legislation—only regulation. It was agreed with the officials that they would produce regulations and a report. I am still waiting for that. Can the Minister tell me where that report is?

My Lords, I am most grateful to the Minister for his reply, but he has not actually given me the answer I needed because my skills at mathematical calculations are not great at the moment. If my noble friend wanted, for example, to take out a payday loan for £1,000 to cover him over the Recess, what would the rate of interest and repayment be over a matter of a few weeks?

My Lords, I declare an interest as a producer of olive trees. I have only 200 but I assure your Lordships that an olive tree takes a long time to grow. It has much significance, not least because of Gethsemane and the Mount of Olives. There is politics in this as well. Will my noble friend tell me what the economic deficit is here? What cost is being incurred by uprooting these olive trees and what is their value?

My Lords, I am most grateful to my noble friend for that little bit of history, but is he aware that the official advice given to me is that there is no term ““working Peer”” and that Members of your Lordships' House, other than the 20 who hold positions and are paid from the public purse, do not work? Will he therefore explain to me whether I am right or wrong, and whether the only term of comparison that I can find in my research is correct; that is, that the nearest relationship is the worker bee? If we do not work, are we all known as drones?

My Lords, I am most grateful to the noble Lord, but perhaps I can inform him a bit better, having been here 10 years longer than he said. My noble friend will, of course, know that the House of Lords Library and the SSRB have declared that a Member of the House of Lords does not have a role or a job to do. The only people who do are Ministers and office holders, who are remunerated. The rest of us are holders of a dignity. Could my noble friend describe to me what a working Peer is? I would like to be one but, if I have to stand upon my dignity, I am concerned that there will be nowhere to sit down when the new Peers arrive.
