My Lords, the British people can be proud of the part we have played over the years in bringing relative peace to that part of the world. Can the Minister, though, reassure us that we will do everything we can to preserve the peace in that area in case it is knocked a bit by the recent humanitarian problems we have seen resulting from this earthquake?

Will the Minister not concede that it would be self-defeating if, on the one hand, we were to encourage more people to go out and see our unrivalled countryside while, at the same time, presiding over the largest explosion of overhead power lines, up and down the country, in some of our most vulnerable landscapes? What more can the Government do to ensure

that there is better co-ordination for the transmission of overhead power, and that as much of that power as possible goes underground?

My Lords, why are the Government so steadfast in their refusal to have a proper, open debate about the relative benefits, environmental and otherwise, of burying power lines as opposed to having overhead power lines? This is not an argument that is going to go away. It is about time the Government fessed up on this and stopped relying on hugely inflated figures provided by the national grid.

My Lords, the Minister has a very reassuring attitude towards travel, particularly in the south-west, but I think it will be many more birthdays before he resolves issues such as Dawlish Warren and the current closures we have in south Devon. Does he understand that users of the Tarka line, of which I am one, are not just people like me? There are a lot of students travelling from places in the north of Devon, such as Barnstaple, and all the villages

and communities in between, trying to get to places such as Exeter College for sixth form on a very regular basis. Very often, the buses that are put in place do not necessarily tie up, and it is extremely difficult for them, particularly when they are facing things such as exams.

My Lords, when the Crown Estate had this windfall from its offshore wind bonanza, it was reputed to have said that it wanted a lot of the money to go towards good causes. Given that this will mean an explosion of overhead power lines in Wales and elsewhere in the United Kingdom, what discussions have the Government had with the Crown Estate about spending some of that bonanza on, where possible, burying these power lines?

I was slightly concerned when the Minister talked about the standardisation of house design. I contend that one of the reasons people are so negative about development is the standardisation of housing estates and designs up and down the country. With that in mind, what more can be done to encourage people to build in the vernacular—thatch and cob, in my part of the world—and, at the same time, improve the knowledge and understanding of local planning officers so that they properly understand the needs and demands of local architecture in the differing parts of our great country?

My Lords, given that road safety must be paramount, would the Minister share with us the Government’s current thinking on drink-driving levels?
