My Lords, why do we allow the powers that be to translate competences as competences, when in plain English what we are talking about is powers? Why are we not talking about powers?

Would it not have been a lot better if the polls had taken place at the time of the local elections? Would the poll not have been very much higher then—and was it not the wish of the Liberals in the coalition who insisted on the vote not being taken at the right time?

I thank my noble friend for his reply, but in light of the Times report of 2 May that five of the remaining Catholic adoption agencies have gone out of business rather than abandon their Christian beliefs, with the likelihood that this will make it harder for some of the most vulnerable children to be found a home, should not common sense and tolerance come before political correctness? With gay couples able to go to any number of agencies specialising in gay adoption, should not the law allow the Catholic agencies the same freedom of conscience as was allowed to conscientious objectors during the war?

Does my noble friend agree that the EU’s involvement in overseas aid is the worst possible example of EU empire building? Is it not quite absurd that we should hand over money to Brussels to be laundered there? A considerable sum is taken out for the payment of the bureaucrats and then what is left is handed over to the recipients. Would it not be far better if all the aid went direct from the donor countries to the people who need it?

My Lords, it is surely not necessary to spread litter around the place in order to exercise the right to protest. It would surely be perfectly lawful for any citizen to go along and remove all the unsightly litter and the tents without offending against any law whatever. I simply cannot understand why some of us are not enlisted to do precisely that.

Does my noble friend agree that successive Governments have in fact been reducing the role of the state for years and years by farming out difficult decisions, such as whether there should be a law of privacy or whether prisoners should have votes, to bodies such the European Court of Human Rights, and farming out virtually all their other powers to the bureaucracy in Brussels? Is it not about time that we went for the repatriation of some of our powers?

Does my noble friend not agree that even if the residents in Ashraf are, as some argue, no longer entitled to protection under the fourth Geneva convention, we as partners of America in the Iraqi war have a clear moral responsibility to try to stop any violence or intimidation of the people in Ashraf? I am grateful for what he has said about the representations that have already been made, but perhaps the time has come when we should be urging a permanent UN presence in Ashraf until things are really sorted out there.

My Lords, I welcome my noble friend’s reply. Bearing in mind that even during the darkest days of the war, we allowed the right of conscientious objection against military service, should we not, when passing laws, try to provide for those who might find observance difficult on grounds of conscience? We must surely never again drive out of business organisations such as Catholic adoption societies, which were doing most valuable work in society, when their objections to placing children with gay couples could easily have been accommodated due to the very large number of other societies that support gay adoption.

My Lords, does the Minister agree that those in glass houses should not throw stones and that, when a party such as the Liberal Democratic Party accepts a gift of millions of pounds from a crook who is subsequently convicted of fraud, it should return the money to the creditors of that fraudster? Otherwise, does the party not risk being thought implicated in the fraud?

Would not the Minister agree that, whereas Members of the House of Commons represent their constituents, we have the great privilege of representing ourselves in Parliament? Leaving aside what may be in store for us in future, is not the present set-up entirely justifiable? Why should we have the right to have an MP represent us when we can represent ourselves?
