Mr Marcus Jones (Nuneaton) (Con):
If she will list her official engagements for Wednesday 19 June.
Today marks two years since the terror attack on the Finsbury Park mosque. It was a truly cowardly and depraved attack that was intended to divide us. Instead, London remains united, and it is London’s diverse communities that make London the world’s greatest capital city.
In recent days and weeks we have seen flooding across the country, which has been particularly severe in Lincolnshire. I know that the whole House will want to join me in paying tribute to the work of the emergency services, our military, the Environment Agency and all those who have been working on the ground to support the communities affected. The Government stand ready to respond and offer all assistance where required.
This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.
I associate myself and the whole House with the comments that the Prime Minister has made about the Finsbury Park mosque attack and the flooding in Lincolnshire.
If our town centres are to survive and thrive, we need more people living in them, more people working in them and more people spending their leisure time in them. I welcome the future high streets fund and commend to my right hon. Friend the Prime Minister the important
bid that has been made by Nuneaton. Will she speak to her Ministers and ask them to look on that bid very favourably?

My hon. Friend is right to say that high streets are changing, and we are committed to helping communities to adapt. He set out some of the things he wants to see if those high streets are to continue to thrive. As he said, we have provided £675 million through the future high streets fund. I am pleased to hear about the Transforming Nuneaton programme, which I understand aims to increase footfall and drive economic growth. Nuneaton’s bid for the future high streets fund is currently under consideration, and we hope to announce the bids that have been successful in going forward to the business case development phase in the summer.
To ask the Secretary of State for Defence, if her Department will introduce a statute of limitations covering potential offences committed by veterans.
To ask the Secretary of State for Defence, if her Department will introduce a statute of limitations covering potential offences committed by veterans.
The Ministry of Defence (MOD) intends to undertake a public consultation on legal protections measures for personnel deployed on operations overseas, including a statutory presumption against prosecution of current or former personnel for alleged offences committed in the course of duty abroad more than 10 years previously. Prosecutions in such circumstances would not be considered to be in the public interest, except in “exceptional circumstances”. The presumption measure would not apply to historical alleged offences in Northern Ireland. The Secretary of State for Defence will continue to work with the Northern Ireland Secretary on the proposals for addressing Northern Ireland legacy issues. The MOD provides veterans, including those who served in Northern Ireland, who are subject to investigation and potential prosecution with legal, welfare and pastoral support.
To ask the Secretary of State for Defence, what plans she has to bring forward legislative proposals to protect veterans accused of historic allegations relating to service in Northern Ireland.

Within the Army's Personnel Services Group (APSG), the Operational Legacy team coordinates welfare and pastoral support to Army veterans and serving personnel who are subject to historical investigations. APSG has drawn together all stakeholders (Including those in the Ministry of Defence, the appropriate Regimental Headquarters and Associations, the Confederation of Service Charities and 'ABF - The Soldiers' Charity') to ensure coherent pastoral support to veterans, under the primacy of the MOD's Veterans UK. This is incorporated into the recently announced UK-Wide Veterans' Strategy and is supported by £10 million of funding overall. I am confident that this demonstrates that the Department has a clear strategy and is meeting its obligations to veterans subject to historical investigations, whilst also protecting the Army's reputation for future generations of soldiers.
To ask the Secretary of State for Defence, if her Department will ensure that all veterans who are under investigation in relation to historic cases in Northern Ireland are made aware of her Department's welfare and pastoral support.
To ask the Secretary of State for Defence, if her Department will ensure that all veterans who are under investigation in relation to historic cases in Northern Ireland are made aware of her Department's welfare and pastoral support.
It is a very high priority for Defence to ensure that all personnel involved in Northern Ireland Legacy matters are offered, free, appropriate legal and pastoral support, taking account of individual circumstances, including health and wellbeing. For both inquests and criminal investigations, we contact every veteran as soon as we have been made aware of their potential involvement. This contact will signpost points of contact within the Ministry itself, (including the MOD's 'Veterans UK'); the Army, including the Army Personnel Services Group and Regimental Associations or equivalent organisations and relevant charities and third sector bodies. In addition, MOD officials are in frequent contact with veterans' organisations and other interested bodies and make every effort to publicise this support through appropriate channels, to ensure that the wider veterans' community has a channel through which they can contact the Department if appropriate. We also have appropriate points of contact so that those of whom we are not initially aware, can initiate contact with the right people.
There are strong and growing trade links between the midlands and China. May I commend to my right hon. Friend the midlands engine bid to host the next UK-China regional leaders meeting later this year?

It seems an eminently sensible idea, although there are great trade links between much of the UK and many cities in China, and we look forward to the formal bid. I am sure the Department will consider it very seriously.
To ask the Secretary of State for Housing, Communities and Local Government, what proportion of council homes meet the decent homes standard in each local authority in England.
To ask the Secretary of State for Housing, Communities and Local Government, what proportion of council homes meet the decent homes standard in each local authority in England.
Everyone deserves a decent and safe place to live. We have seen clear improvements in decency in recent years. As at 1 April 2018, 4 per cent of local authority owned dwellings were non-decent across England. Over 516,000 local authority homes have been bought up to the Decent Homes Standard since 2010.
The Department publishes data on the proportion of local authority owned non-decent homes in each local authority area at the Local Authority Housing Statistics (LAHS) section F question 17, which can be found at https://www.gov.uk/government/statistical-data-sets/local-authority-housing-statistics-data-returns-for-2017-to-2018.

Several constituents have arrived at the disability assessment centre in Coventry only to find that they are not able to access their appointment because the centre is on the first floor. Will my right hon. Friend look at this issue to see what more can be done to make sure all these assessment centres are on public transport routes and are completely accessible to disabled people?

Of course. My hon. Friend is right. I will take a careful look at that issue to ensure that is the case. We care enormously about making sure there is correct access for disabled people. If I may say so, nobody cared more than my hon. Friend the Member for Truro and Falmouth (Sarah Newton), who did such great work for everybody with disabilities and who will be sorely missed in the Department.

The historic funding settlement does not reflect the shift in population by many families and older people from city to county areas, increasing the demand in those areas for high-value services. Will my hon. Friend say what more we can do to make the finances of local government in county areas more sustainable?

Will my hon. Friend say what more we can do to make the finances of local government in county areas more sustainable?
We take funding for county areas extremely seriously, and it is of course important that the new funding formula accurately reflects needs brought about by changing demographics on the ground. I can assure my hon. Friend that I will continue to work with him, the County Councils Network and others to ensure that our new formula is fit for the future.

Mr Marcus Jones (Nuneaton) (Con):
I welcome the work that the Home Secretary and the Minister for Policing have done to secure more resources for our police, facilitating Warwickshire police to now recruit an additional 150 officers. Given the impending spending review, will my right hon. Friend continue to push for further police funding, to ensure that the police have the resources they need, and also look at fairer funding for county areas?

I thank my hon. Friend, not least for his representations to me on behalf of Warwickshire in the run-up to the funding settlement. I am delighted that his constituents will have access to more police officers. I give my assurance to him and other Members who are concerned about the fair funding of policing that police funding is the priority for the Home Secretary and me in the CSR, and within that we have made a commitment to look again at how resources are allocated across the system.

My constituency is seeing a significant and sustained improvement in key stage 2 results. Will the Minister join me in thanking the hard-working teaching staff who are responsible for this, and will he say what more we can do to ensure that all the schools in my constituency are performing well above the national average?

I am delighted to warmly congratulate the teachers in my hon. Friend’s constituency of Nuneaton on the significant improvement in key stage 2 results. Of course, we need to do more to raise standards further, which is why we are investing £76 million to raise the standard of maths education through the 35 maths hubs referred to earlier by my hon. Friend the Minister for Universities, Science, Research and Innovation. We are also spending £26 million on developing 32 schools across England into English hubs, which will take a leading role in supporting schools to improve their teaching of early language and reading.

Budget 2018 announced Our Plan for the High Street, which will provide £1.5bn to support high streets as they adapt to meet the changing needs of shoppers.
The Plan includes a £675m Future High Streets Fund, planning reform, a High Streets Taskforce and support for community assets.
It also includes one third off small retailers’ business rates bills for two years from April. [This is worth almost £900m to businesses.]
I welcome the future high streets fund and the various business rate reliefs that the Chancellor has provided. What more can he do to support bricks and mortar retailers who have a far greater business tax liability than the online giants they are now competing against?

We have made more than £1.5 billion available to reduce the impact of business rates on smaller retailers. At the Budget, we provided a 30% discount for small retailers, which will have a huge impact in my hon. Friend’s constituency. We have the £675 million future high streets fund, and we are also bringing forward planning reforms to make it easier for small businesses and entrepreneurs to change the use of their shops and restaurants.
