I am glad that the right hon. Gentleman gives me the opportunity to raise the fact that we are increasing woodland coverage. In the UK, it is now 2.8 million hectares, up from 2.2 million hectares back in 1980, and it is continuing to increase. Of course, as part of our climate change commitments, we have an undertaking to increase woodland coverage, not least for the commercial conifer sector, which needs the wood to trade with.

The rural advocate, who was, of course, appointed by the Prime Minister, was absolutely right to point out those concerns. I, too, represent a rural constituency, and it is clear to me that young people are being forced to move out because there is a lack of affordable homes in rural communities. Local authorities have to work with Government and other people within rural communities to provide that housing, but that simply is not happening.

Rural economies are as diverse and, on average, as strong as their urban counterparts. All parts of Government are committed to supporting rural economies through mainstream departmental programmes. Those include £3.9 billion-worth of support to businesses and communities, from 2007-13, from the rural development programme for England, as well as maintaining rural post offices through a £150 million annual network grant and providing £2.6 million in European recovery programme support for rural community broadband.

May I associate myself with the Secretary of State's comments about the late David Taylor? He was an exceptional member of the Environment, Food and Rural Affairs Committee.
May I also put it to the Secretary of State that in 2015, Britain may face a new waste mountain of FM radios? If the proposal goes through to turn off the FM signal and move solely to digital, very large numbers of perfectly serviceable radios with many years of life left will simply have to be thrown away. In the context of the Digital Economy Bill and work on this area, what work will be undertaken to evaluate the sustainability and waste implications of this proposal?

The right hon. Gentleman raises an extremely good point, and I will look into this issue and come back to him. In the meantime, I hope the House will have noted that from the first of this month, we have had a system in place for recycling the very large number of batteries used—some of which go into the FM radios he referred to—in order to make it easy for consumers going back to the shops where they bought them to pop them in the bin and ensure that they are recycled.

The Minister will know from the reports that the Select Committee has done on our canal network of the importance of the property portfolio in contributing income to maintain the good progress that has been made on the historical infrastructure of the canal network. The real turnaround in the waterways has been to do with the success of the exploitation of the property portfolio under the British Waterways model, and we acknowledge that the third sector model referred to by my right hon. Friend would indeed necessitate the use of that property portfolio. It is also to do with the record investment that this Government have put in, with £800 million in grants over the past decade alone. The current state of our waterways and their maintenance, improvement and restoration, is a tribute to the work of British Waterways but also, I have to say, to the importance that this Government have placed on them.

I take responsibility; that is my job. As the right hon. Gentleman will know, the history of the RPA is not a happy one. Since I took up this position, the one thing I have made clear to the Department and to the RPA is that the agency must maintain the improvement it has achieved—we should acknowledge that—in getting payments to farmers more speedily, given the unhappy past. I am not prepared to do anything that gets in the way of doing that, because what farmers want is to get the payments as quickly as possible. There have been previous occasions on which the House has invited me to do things in relation to the RPA, but I am not prepared to put in jeopardy that progress from what was a mess.

As I have indicated to the right hon. Gentleman previously, there is no simple cage-side test that can be used—[Interruption.] With respect, no test is reliable enough to indicate whether a badger is infected with tuberculosis. However, as I also said to him previously, if someone is of the view that an animal is in such distress that it would be a kindness to put it down, the law provides for that. However, that person would have to be satisfied that the animal was in such a condition.

The voluntary part of the General Childcare Register was introduced in April 2007, under the provisions of the Childcare Act 2006. The Department for Children, Schools and Families has distributed 5,400 copies of a leaflet about the voluntary register to parents and childcare providers through the Family Information Services of all local authorities. Once we phase in registration with the Independent Safeguarding Authority (ISA), there will be duties to check registration, and penalties for non-compliance. If, for example, a person permits staff to look after children under the age of eight in a crèche, it will be an offence if that person does not check that the staff are ISA-registered, or uses staff who are not ISA-registered, or knowingly uses staff who are barred from working with children. If anyone suspects that a person is committing such an offence, they should report it to the police.

A person who is barred from working with children is already barred from working in child care for under-8s, including in a crèche, under current barring schemes. From October 2009, the Independent Safeguarding Authority (ISA) will bar unsuitable persons from "regulated activity" under the Safeguarding Vulnerable Groups Act 2006, replacing current barred lists. Working with under-8s, or with children in a crèche, will both be included in regulated activity. From July 2010, we will start to phase in a duty for staff to register with the ISA under the Act. That duty will also apply to those working in regulated activity with children, including in children's crèches.

I did not say what the right hon. Gentleman has just indicated. What I was referring to last week was the published figures—they have been out for some time, although I realise that it has taken other people a little while to see them––which show the change between 2009-10 and 2010-11. As he will be aware, there are no budget figures beyond 2010-11, because that would be the subject of a future comprehensive spending review. What we are doing, as indicated earlier by my hon. Friend the Under-Secretary of State for Environment, Food and Rural Affairs, the Member for Wansdyke (Dan Norris), is spending money efficiently. However, like him, I am a little loth to take advice from a party that would cut budgets across the piece now.
