Sir Michael Shersby: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will call for a report from the

of the extent to which it indicates changing global temperatures and the possibility of rising sea levels; and if he will make a

Sir Nicholas Bonsor: Additional rifts on the Larsen ice shelf have been identified in the past two years. However, the most recent
scientific expedition to the area, in November 1996, found nothing extraordinary about these rifts.
The British Antarctic Survey--BAS--interpretation is that the retreat of ice shelves around the Antarctic peninsula is due to local
atmospheric warming. This is not necessarily correlated with temperature trends elsewhere in Antarctica or globally. If local
warming continues, it is almost certain that another part of the Larsen ice shelf will disappear.
Since the ice shelf is already floating, and therefore displacing the equivalent of its own mass in the water, there would be no
rise in sea level even if it were to disintegrate and melt.

Mr. Robert B. Jones: There is no reason why developers should not pay all or part of any cost involved in procuring public opinion
surveys, if that is relevant to the consideration of a planning application. The value of such an arrangement would be dependent on
the professionalism with which the survey was conducted and the integrity of the local authority involved.

Sir Michael Shersby: To ask the Prime Minister if he will announce the composition of the United Kingdom delegation for the 1997
ordinary Session of the Parliamentary Assembly of the Council of Europe. [9742]
The Prime Minister: The 1997 ordinary Session of the Parliamentary Assembly of the Council of Europe will be opened in Strasbourg on
27 January 1997. The delegation from the United Kingdom for the Session will consist of 19 members of the Conservative party, 15
members of the Labour party and two members from the minority parties.
The appointments of representatives and substitutes have been made on the basis of nominations by the parties concerned in
accordance with the resolution of the House on 22 May 1992, Official Report, column 682 and the House of Lords on 18 June 1992,
Official Report, House of Lords, columns 290-92.
The same delegation will be representing the United Kingdom Parliament at the Assembly of the Western European Union.

Sir Michael Shersby: To ask the Secretary of State for Transport what role the police would have in the proposed regional traffic
control centres; and if he will make a statement. [6120]
Mr. Watts: The general principles underpinning the development of RTCCs have been discussed with the police at national and local
level, and the Highways Agency is continuing to work with the Association of Chief Police Officers on all aspects of the proposals.
There are no plans to change the role of the police. They will continue to perform their present functions, and will remain
responsible for policing the network and for managing traffic in the vicinity of accidents and other incidents.
The centres will complement existing local traffic control and communications systems provided by the agency to enable the police to
deal with accidents and other incidents on the network.
Regional traffic control centres will provide a facility for the Highways Agency to manage traffic across the motorway and trunk
road network, and improve the co-ordination and dissemination of traffic information.

Sir Michael Shersby: To ask the Secretary of State for the Home Department what discussions have taken place between his Department
and the Internet Service Providers Association on the issue of child pornography; what proposals have been made to him for the
creation of a mechanism to prevent the transmission of pornographic material; and if he will make a statement. [2050]
Mr. Sackville: On 23 September, my hon. Friend the Minister for Science and Technology and I welcomed the setting up of an
independent industry body to tackle the problems of illegal material, particularly child pornography, on the Internet. This followed
discussions between our two departments, the police and representatives of Internet service providers.
The new body, the Internet Watch Foundation, will establish a "hotline" so that users can report the presence of child pornography
in a newsgroup. The foundation will determine whether particular newsgroups carry child pornography, then forward the information to
the relevant service provider, who will trace the originator and request that it is removed. Details will be passed to the police--
or to the National Criminal Intelligence Service, if the originator is abroad. It will also encourage Internet service providers to
ensure that their users provide new material with a contents rating before placing it on the Internet, and that these ratings are
compatible and can be identified by computer software being introduced to the market.
This is an important step forward, although more work needs to be done by the industry. We shall be closely monitoring developments
in this area.
