Most certainly. I am acutely aware of the impact of cycling infrastructure on road safety. It is clearly part of our consideration. We hoped to launch our cycling and walking investment strategy last week, but for very obvious reasons there was a change to the timetable of Government announcements.

I know about my hon. Friend’s interest in that potential scheme. Sir John is an important adviser to the Government in a number of different roles, and I respect and value his expertise. There is a substantial amount of private finance out there looking for projects to develop, and we always welcome serious proposals to improve our infrastructure with the support of private finance.

We are clear that our prisons must become places of discipline, hard work and self-improvement, for offenders to improve their maths and English and get a job on release
Alongside our work to boost staffing numbers, these reforms will help offenders turn their lives around, reduce reoffending and create safer communities.
Our recent White Paper on prison reform described how we have already stripped out unnecessary rules and governance from our education contracts to allow governors more oversight and control of existing services. Over the coming months, we will make prison governors fully responsible for education provision in their prisons once existing contracts end, commissioning the services they think are most appropriate in their individual prison. This will allow governors to decide how to structure their educational regime, and who delivers it, while following a core common curriculum set nationally which will focus on maths and English.
To support this, prisons will create a personalised learning plan based on an assessment of need on reception, integrating it into the individual’s sentence plan, and we will use the same awarding bodies for particular types of provision to enable continuity of learning if prisoners move elsewhere. To ensure the quality of education delivery in prison improves, we will make sure that those providing that education have the right skills and capabilities to do so.
The White Paper Prison Safety and Reform set out a suite of performance measures through which governors will be held to account for outcomes in their prisons including educational progress made by prisoners. We will compare levels of attainment of maths and English on release with those at the start of custody, and look at the number of qualifications, or other accredited and work-focussed activity, prisoners complete. In future, we will develop measures that assess individual progress against milestones in a Personal Learning Plan.

Well, yes. Europe faces a wide range of threats, including those from Russian aggression and international terrorism. European nations need the capabilities to respond and the funding to provide those capabilities. I reminded a meeting of EU Foreign and Defence Ministers last week of the importance of all of us who are members of NATO meeting that NATO spending target.

Last Thursday, Her Majesty the Queen unveiled a monument to the service and sacrifice of our armed forces in Iraq and Afghanistan. For too long, those troops faced false allegations made by Mr Phil Shiner, and my Department supplied evidence that finally saw him struck off last month. I am therefore now pleased to confirm that the Iraq Historic Allegations Team will close by the summer.

I will take that as a Budget representation, and yes I do agree with my hon. Friend. We set out in the autumn statement how we would increase investment in infrastructure. That is one of the challenges we face in raising this country’s productivity. Skills is another.

I have had a number of constructive discussions with the Director General of the World Trade Organization (WTO), Roberto Azevedo, including a recent face-to-face meeting and I will have many more such meetings. He has been very supportive of the UK’s position.
I have also met Ministers and Permanent Representatives from a broad cross-section of WTO Members.

My hon. Friend is absolutely right to link this matter with social mobility. We know that strong PSHE can make the biggest difference to young people growing up in more disadvantaged communities. It is important not only that we have healthy, resilient and confident pupils coming out of our education system who are better placed to do well academically, but that we improve our non-academic outcomes, as that is also hugely valued by employers.

We want schools to put high-quality PSHE at the heart of their curriculum, ensuring that all young people are prepared for life in modern Britain. Effective PSHE not only helps provide pupils with key life skills, but gives them the knowledge to understand their rights and responsibilities to respect individual differences and to challenge prejudice and discrimination.
The universities sector is one of the largest contributors to our economy, so it needs to think very carefully about its post-Brexit position. Is there an appropriate point of contact for that sector, with significant staffing, so that it can feel confident that its issues will be dealt with?

Absolutely. Last week, my hon. Friend the Minister for Universities, Science, Research and Innovation and I joined with the universities sector to engage on precisely this issue. We were both delighted by the prominence that universities and science played in the Prime Minister’s speech.

My Department is working closely with the Department for Education and engaging extensively with the higher education sector to understand its interests. A global Britain must also be a country that looks to the future. That means being one of the best places in the world for science and innovation. The UK will always welcome those with the skills and expertise to make our nation better still.

Defra is working closely with the Department for Exiting the European Union and the Department for International Trade to ensure the UK gets the best possible deal on market access for our agri-food sector when we leave the EU.
In particular, we want a reciprocal deal that delivers no tariffs on trade between the UK and EU. We are also working to minimise burdensome non-tariff-barriers to such trade, while maintaining high standards for food safety, animal welfare and the environment.

I agree. As with all schools, we expect them to deliver high standards. I had the chance recently to go to Didcot UTC, which provides a fantastic education—a very different education perhaps, but one that works for them and their interests. It is getting very good results because of that.
