The Government are keen for the Post Office to expand its Government services work. One of the major new opportunities in this area is for post offices to act as centres for the capture of biometric data for passports, driving licences, and potentially ID cards. This issue has been actively considered within Government and the Post Office is expected to bid to be a service provider. The Post Office agreed a deal last year with the DVLA to provide a "one-stop" biometric data capture facility at 750 branches around the country and is therefore well placed to provide similar services.

The following statement was made in the Official Journal of European Union (OJEU) Notice with regards to Front Office Services:""IPS seeks expressions of interest from Service Providers for securing concessions to provide Front Office Services (FOS) to members of the public in connection with identity products issued by IPS and other government departments. These services may subsume the "Check & Send" assisted application process for UK passports.""This gives the agency the option to include the "Check and Send" service as part of the Front Office Services if deemed appropriate after further discussion with the suppliers down selected at the Pre-Qualification Questionnaire (PQQ) stage.

In Broxtowe, we are delighted with the £500,000 that we have received to support the council house building programme. We are particularly delighted that the Government have shown that they are willing to support the building industry, which tends to be the hardest hit in periods such as this. Will my hon. Friend tell his colleagues in the Department that we hope that that support will not be a one-off and that we will see continuing support over the next 12 months?

My hon. Friend is right, and I thank him for his congratulations. One of my jobs as regional Minister is to stand up for the region in the corridors of Whitehall and to be an advocate for it, so that it gets inward investment and support from a variety of Departments, including the Department for Business, Innovation and Skills, the Department for Communities and Local Government and the Department for Children, Schools and Families, which can provide the investment that we need in skills, job support, housing and other infrastructure projects.
The regional economic strategy is the core document, which helps us to plan the way forward. I certainly intend to listen to businesses and local organisations, as I have been doing with colleagues on the regional economic cabinet. I intend to convey their views, to win resources and then to bear down on local deliverers, such as Jobcentre Plus and the learning and skills council, to ensure that resources are made available to the communities and individuals that need them.

I thank the Minister for his response. Like him, I think that there is a balance to be struck.
There are two points. First, does the Minister accept that national, or regional, Government have a responsibility to ensure that there is a network? Travellers can reasonably say that they want to get from A to B with authorised stopping points along the way. A local council cannot ensure that that is the case on its own.
Secondly, we have found locally that the current powers make it slow and expensive for a landowner to get an eviction order, even when it is perfectly clear that the Travellers are there without permission. Will the Minister raise with his ministerial colleagues the question whether the police should be empowered to evict larger groups of Travellers, if those Travellers cannot show that they have permission to be on that site? Rather than the onus being on the landowner to go to court to get the eviction order, which might cost thousands of pounds, the onus would be on the people who are on the land to show that they have a right to be there.

I will convey to my colleagues in whichever part of Whitehall is responsible—it may be more than one part, as my hon. Friend has mentioned the police and local government—that joining-up action at a local level makes all the difference. I will also convey my hon. Friend’s concerns about how planning powers may be used.
I re-emphasise that the regional spatial strategy identifies the need for more pitches. It has stated in which local authority areas those should be, but it is for the local authority areas to decide where the pitches should be located. There are also opportunities and encouragement for local authorities—particularly where Travellers and Gypsies move between neighbouring authorities—to work together to develop a co-ordinated approach.
In my county, Northamptonshire, there is a very good working partnership between local authorities, the police, social services, and the education departments to ensure that a Traveller unit is co-funded by a number of organisations, districts and county councils. That provides a service to ensure that when difficulties arise for either the settled community or the travelling community, they are resolved quickly with everyone’s consent. Such practical action by local authorities is the key to resolving the dilemmas that sometimes frustrate local communities.

For the purposes of this question we have taken 'generic licences' to refer to thematic licences issued for the testing for regulatory purposes of specific classes of test materials in line with specified regulatory requirements. The Home Office does not record information on such licences separately, but we have carried out a special exercise to extract the information requested. We estimate that there are currently 71 'generic licences' extant and that there were 67 at 31 December 2008 and 65 at 31 December 2007. The annual statistical return for 2007, the latest year for which figures are available, indicates 183,909 procedures were conducted during 2007 under the licences identified as generic that were in force at 31 December 2007.

I welcome the Prime Minister's attack on the abuse of expenses that has so revolted members of the public, but will he also take action to curb the dependence of many Members on second incomes? I have calculated that the Conservative Front-Bench team alone has 57 other sources of income up to £250,000. Would it not be better if, instead of an alternative Government with 57 varieties of special interest, we all concentrated on the job that we were elected to do?

But one of the issues that repeatedly comes up is Members' second jobs, and it is right that Sir Christopher Kelly looks at the matter. I am grateful to my right hon. Friend for that reply. I have read the brochure that the Department circulated with great interest, and it is helpful. However, I am sure that my right hon. Friend agrees that there is some difficulty with the substantial overlap between the symptoms of normal flu and those of swine flu. What would she recommend that my constituents do if they seem to have a severe case of what may well be normal flu? Should they go to their GP, ring a helpline or wait and see?

What I would say to my hon. Friend and, in particular, to anybody who has been following the media coverage is that either there has to be contact with somebody who has travelled to Mexico or the person affected has to have travelled to Mexico. They should then phone for advice, from either their GP, NHS Direct or the flu service line.

It is hard to assess the risk posed by swine flu as the clinical picture remains unclear. There are some indications that the virus may cause only mild symptoms, and that, in some cases, people have recovered without antivirals. However, an overall prognosis for the impact of the virus is still difficult to determine at present and it is still too early for confident predictions about the possible severity of the flu in the United Kingdom.

I agree with my hon. Friend; the reason why we decided to intervene to restructure and rebuild the banking sector was the need to ensure that credit keeps flowing—that is vital for business. RBS will lend an additional £25 billion this year and next, the Lloyds group an additional £14 billion this year and next, and the figure for Northern Rock will be about £5 billion, which mainly relates to mortgages. Even the banks in which we do not have a stake have benefited from the support that we have given: HSBC has said that it will lend another £15 billion, while Barclays will lend another £11 billion this year. That money will be made available—although obviously it is important that we do everything that we can to ensure that credit keeps flowing—and will complement the measures that I announced in the Budget last week that are specifically designed to help businesses.

Does not the Home Secretary agree that there is a distinction to be drawn between people who have come under reasonable suspicion but for one reason or another are not prosecuted, and instances such as the one we heard about earlier from the Opposition Benches, in which there is a clear case of mistaken identity? Nobody suggests that the other police records of suspects, such as interviews and evidence, should be destroyed just because the suspect is not charged. Does she not agree that a reasonable course of action would be to have an independent body—not the police—that can be appealed to and which can see whether there is a clear case of mistaken identity and whether the person's DNA ought to be removed?

My hon. Friend is engaging seriously with the difficult issues involved in this debate. It is important to put it on record that the entry of a profile on the DNA database does not cause any detriment to an individual in seeking to do a particular job or looking for clearance for anything, for example. In that way, it is very different from having a police record. I think people are sometimes unclear about that distinction. My hon. Friend makes an important point about the blanket approach taken to retention. That is why in the consultation and proposals we will bring forward, we will look at a system of stepping down individuals over time in terms of the retention of their profile, and a differentiated approach, possibly based on age, risk or the nature of the offence involved.

I share my hon. Friend's view. It is important, as I set out on 15 January, that we look at capacity questions on our network, including a consideration of electrifying the Great Western main line as well as the midland main line, which serves his constituency. The Home Office budget for 2008-09 is £9.8 billion, and in 2009-10 it will rise to £10.1 billion. This represents a real terms growth of 1.5 per cent.
