Natural England proposed that overall livestock grazing limits should be reduced to reduce overgrazing, and it was not specific to ponies—it was about overgrazing by sheep and cattle. Ponies can help to graze invasive grasses and promote biodiversity. The people who developed the Change.org petition were doing the right thing, but does the Secretary of State share my view that it was cynical of the Conservative party to develop a shadow petition to gather voter intention data?

I agree. Given that the Conservatives created this mess by rejecting some of the Fursdon recommendations, it is a bit rich of them to have a go at the current Government, as we are trying to clear up their mess on this issue and many others. I reassure the hon. Gentleman that I am well aware of the different issues on Dartmoor. A third of the moor is a site of special scientific interest, and we must ensure that we put measures in place to better enable the moor to recover, particularly during the winter. We must ensure that the grazing is more widespread, rather than concentrated in the SSSI. I have recently met with the Dartmoor Land Use Management Group to discuss these issues, and, as I have said, I will continue to pursue a solution that protects Dartmoor ponies and restores the environmental condition of the SSSI.
Much of the commentary on the defence investment plan is on the threat to the UK mainland, our interests and our assets. First, does the Secretary of State think that it is more useful to think about the Russian threat to NATO in general terms? Secondly, now we have the DIP, is the UK still 31st out of 32 NATO members, when it comes to our commitment to strengthen and modernise the armed forces?

As I hope the hon. and gallant Member will acknowledge, we are the third-largest contributor in cash terms to NATO. This weekend, I visited our personnel deployed on NATO operations in the High North, and together with the Prime Minister and the Foreign Secretary, I am going to the NATO summit in Ankara. Our allies look to us for leadership. We have provided that in the past, and I guarantee that we will provide it in the future.

Richard Foord (Honiton and Sidmouth) (LD):
Tony Blair suggested that at the beginning of his premiership he was at his most popular and least capable, and talked about ending his time in office at his least popular and most capable. For the sake of people in the south-west and across the country, what tips can the Prime Minister offer his successor?

I think the first would be, “Don’t ever inflict austerity on the country.” But since the hon. Gentleman is a Lib Dem, I would probably add, “Don’t wear a wetsuit.”
At the end of March, the Foreign Affairs Committee published a report into disinformation diplomacy. We investigated how malign actors are seeking to undermine democracy in the UK from overseas using information manipulation and interference, with such techniques as spoofing, bots and co-ordinated inauthentic behaviour. The Committee recommended that the Government demand greater transparency from social media companies in relation to the algorithms exploited by malign actors overseas. What discussions are being had with other Government Departments to make that so?

I assure the hon. Member that we are very much having discussions with counterparts across Government. I am sure that in the next few days I will be meeting the new Security Minister and the new Minister for the Armed Forces. I also recently met a Minister at the Department for Science, Innovation and Technology to discuss these very issues. I assure him that we are working closely together across Government on this issue.

Richard Foord (Honiton and Sidmouth) (LD):
Leaders can delegate responsibility but cannot delegate accountability. Lord Carrington learned that in the Army, and he lived it as Foreign Secretary when Argentina invaded the Falklands. In 1982, he held himself accountable for the failures of Foreign Office officials and resigned, even though he was later cleared of responsibility. Does the right hon. and learned Member not believe in ministerial accountability?

I have set out in terms what I was not told in relation to the process. It is clearly information that I should have been given. A UKSV recommendation with a double red flag should have been brought to my attention; it was a serious error of judgment that it was not. Anyone in my position would have taken exactly the decision that I took in relation to the permanent secretary.

Residents in Devon want visible community policing. The new towns taskforce recommended a new settlement called Marlcombe in east Devon. When new towns are built, how are additional police officers allocated to the area?

We are ensuring that each police force has the additional funding that it needs, and we are rolling out our target of 13,000 additional police officers. The hon. Gentleman asks an interesting question about new towns and ensuring that we have policing in them. We are reviewing the police funding formula, which is outdated, as everyone in this place knows. Through all those things together, we will ensure that his community is supported.

To ask the Secretary of State for Work and Pensions, what recent estimate she has made of the cost to the public purse of fraud in relation to (a) Pension Credit and (b) the Winter Fuel Allowance.
To ask the Secretary of State for Work and Pensions, what recent estimate she has made of the cost to the public purse of fraud in relation to (a) Pension Credit and (b) the Winter Fuel Allowance.
The Department publishes yearly estimates of fraud and error in the benefit system. The latest estimates for Pension Credit are available in section 9: Fraud and error in the benefit system: financial year 2024 to 2025 estimates - GOV.UK.
Estimates of Winter Fuel Payment fraud is not routinely published; more information can be found at the following link: Background Information and Methodology: Fraud and error in the benefit system, Financial Year Ending (FYE) 2025 - GOV.UK
The Department is taking action to reduce incorrectness in all benefits. The Public Authorities (Fraud Error and Recovery) Act 2025 Eligibility Verification Measure requires banks and financial institutions to provide data that will enable the Department to check the accuracy of awards. We are also introducing case reviews in Pension Credit to help ensure customers continue to receive the correct benefit amount.
To ask the Secretary of State for Housing, Communities and Local Government, what steps his Department is taking to ensure levels of flood recovery funding reflects the cumulative impact of successive named storms on the same communities.
To ask the Secretary of State for Housing, Communities and Local Government, what steps his Department is taking to ensure levels of flood recovery funding reflects the cumulative impact of successive named storms on the same communities.
In exceptional circumstances, government support may be provided for incidents of severe flooding via the Flood Recovery Framework (Framework). In thinking about activating recovery support the government considers many factors – such as the severity, duration and extent of reported impacts which will take account of recent events. The Framework was last activated following Storms Babet in October 2023 and Henk in January 2024, when more than 8,500 homes and businesses were impacted across England.
To ask the Secretary of State for Defence, whether his Department's policy of considering the legal basis and policy rationale when approving foreign nations’ use of UK military bases for operational purposes also applies to the use of the military base at Diego Garcia.
To ask the Secretary of State for Defence, whether his Department's policy of considering the legal basis and policy rationale when approving foreign nations’ use of UK military bases for operational purposes also applies to the use of the military base at Diego Garcia.
Yes, the United States' (US) operational use of Diego Garcia is governed by an Exchange of Notes between the UK and the US.
I refer the hon. Member to the answer I provided on 19 December to Question 99134, where I confirmed that this Government will continue to work closely with the US to ensure the base's operational effectiveness and that it remains a vital part of our security alliance well into the next century.

Following the conclusion of the inquiry, the Port of London Authority (PLA) has told the Department how it intends to resolve residents’ concerns. Although the Department has no relevant powers that can be used to assist in this situation, it is currently satisfied with the PLA’s proposed course of action but will keep the matter under review.

Richard Foord (Honiton and Sidmouth) (LD):
The Met Office reports that climate change is driving wetter winters, but the United States withdrew from the Paris climate agreement yesterday, on the same day that much of the west country disappeared under floodwater. My part of Devon is submerged, and needs better flood defences. Would the Deputy Prime Minister like to invite his US counterpart on a fishing trip to the south-west?

The UK, alongside the G20 and Paris Club, expects private creditors to participate in international debt restructurings on comparable terms.
At this stage, the government is not pursuing a legislative approach that would force private sector participation in restructurings. Overall, we have seen private creditors’ willingness to engage and provide debt treatments where needed, including for Zambia and Ghana – though we keep this under review
The government is focused on enhancing a market-based (contractual) approach to private sector participation The Economic Secretary is co-chairing the 'London Coalition on Sustainable Sovereign Debt', launched in June 2025 to work with private creditors on sovereign debt issues. The Coalition promotes the uptake of UK-led contractual innovations, such as Climate Resilient Debt Clauses.
