The definition of central Government grant used here is the sum of formula grant (revenue support grant and redistributed non-domestic rates), and specific grants inside Aggregate External Finance (AEF), i.e. revenue grants paid for council's core services. In past years, where applicable the SSA reduction grant and Central Support Protection Grants have also been included. For 2008-09 it also includes Area Based Grant.Figures exclude grants outside AEF (i.e. where funding is not for authorities' core services, but is passed to a third party, for example, rent allowances and rebates), capital grants, funding for the local authorities' housing management responsibilities and those grant programmes (such as European funding) where authorities are simply one of the recipients of funding paid towards an area.Comparison across years may not be valid owing to changing local authority responsibilities.

Table 1 shows the number of part-time equivalent places filled by three and four-year-olds in Northamptonshire local authority in 1997, 2001, 2005 and 2009. Data for 2010 is not yet available and will be published in the summer, so 2009 has been provided instead.Data on the number of places available is not collected; only data on the number of places filled is available as children can access their free entitlement across different local authorities.Part-time equivalent places are derived by counting children taking up 12 and a half hours per week as one place, 10 hours per week as 0.8 places, seven and a half hours per week as 0.6 places, five hours per week as 0.4 places and two and a half hours per week as 0.2 places.

A Department survey of primary care trusts (PCTs), in 2009, showed that 27 per cent. provided three cycles of in-vitro fertilisation (IVF) treatment to patients who fulfilled the criteria for funding, an increase from 5 per cent. in 2007. A further 23 per cent. of PCTs provided two cycles and 47 per cent. provided one cycle. Information on IVF provision at the level of strategic health authority (SHA) is not collected centrally.The National Institute for Health and Clinical Excellence was commissioned by this Government to produce a clinical guideline on fertility. Published in 2004, the guideline recommended the provision of up to three cycles of IVF for eligible couples.There is no obligation on either SHAs or PCTs to adopt the recommendations set out in the fertility guideline, but the Government have made clear that they expect national health service organisations to do so over time using available resources.To support PCTs in this we have undertaken a programme of work, including the publication of a commissioning aid considering the barriers to the provision of IVF, dissemination of standardised access criteria prepared by patient group Infertility Network UK, and have held the first ever conference for commissioners of fertility treatments.

As my hon. Friend will be aware, this Department has, since April 2008, funded local authorities to undertake Prevent work through Area Based Grant, which in line with Government policy is not ring-fenced. This means that local authorities themselves decide how to support and deliver a diverse set of projects and programmes at local level with the Prevent funding provided by this Department. Funding is provided at a unitary or district level. Northampton borough council is receiving a total of £443,122 from 2008-09 to 2010-11, as follows:

The Government seek to support savings and asset ownership for all across the life cycle—from childhood, through working life and into retirement.The Government recognise that low interest rates, while benefiting many people with mortgages, have meant that savers have seen their return from savings fall.At Budget 2009 the Government announced a package of measures to help savers. This includes an increase in the ISA limits, an increase in the capital disregard for pensioner-related Housing and Council Tax Benefit, and a campaign encouraging 3.4 million beneficiaries of Pension Credit to claim back any tax they may have overpaid on their savings income.

Over the past year, steps have been taken not only to increase the basic state pension, but to increase the support available through pension credit. We have increased the disregard in the pensions system to put more money into pensioners' pockets, and they will also have benefited from VAT cuts over the past year which have put about £1 billion into the pockets of consumers throughout the country.

My hon. Friend was most assiduous in promoting the need for improved housing as an important component of ending child poverty. Schools are able to participate in the Department of Health's School Fruit and Vegetable scheme, which provides key stage 1 pupils in maintained primary schools in England with a free piece of fruit or vegetable every day.Figures from the NHS supply chain show that in February 2010, 27,205 pupils in Northampton were provided with free fruit in school.

The Secretary of State and I really enjoyed our meeting with students from my hon. Friend's constituency. They convinced me—if I needed convincing —that EMAs are an absolutely essential part of what we offer to young people as they go forward and participate in education and training post-16. Let me be absolutely clear with the House and, in particular, with my hon. Friend, who really supports that policy agenda. No ifs, no buts: we will continue to maintain education maintenance allowance from 16 onwards. That way we think that we can break the cycle between household income and educational attainment; and that way we can have real social justice in this country.

Friend aware that in Northampton there has been a particular increase in the number of babies born with special needs and that case conferences are needed because of child protection issues? My hon. Friend asks about neonatal intensive care and the care of high-dependency babies. In the latter part of last year, we issued a new toolkit to enable PCTs to manage staff and situations better. Again, this is about retaining staff in a highly stressful area.

The price of alcohol is going down in Northampton, where it is targeted at students, from £1.50 a pint and 50p a shot, so will my right hon. Friend say whether he will consider the introduction of a minimum price to provide a floor below which the cost of alcohol cannot go?

I see that there is Back-Bench support for this. We have been looking at this issue for some time, and the important first step is to get evidence to show that we can link increasing violence to it, and that we can link health issues to the pricing of alcohol. We know that those things are down to alcohol, but is pricing a mechanism that can be used to help the problem? We commissioned the university of Sheffield to provide the most comprehensive study yet of this issue, and we are still examining that report before coming to a conclusion.

Alcohol-related violent crime has fallen by a third since 1997, and the 2008 review of the Licensing Act 2003 found that serious violent crime at night was down 5 per cent. since its introduction.
The alcohol provisions in the Policing and Crime Act were introduced on 29 January, including greater powers to tackle irresponsible drinking. Our £1.5 million cash injection into priority areas will include funding for an information campaign to tell people what action is being taken to reduce alcohol-related crime and disorder in their local area.
