There are concerns that the national specialised commissioning group has already decided to reduce the number of units to five and that certain arbitrary assumptions mean that the slightly smaller units will be at risk of closure. Southampton general hospital is internationally respected for its work in this field, so will the Minister assure me that safety outcomes and quality will be the main criteria used in making the decision, not merely the number of procedures a year?

The chief executive of Southampton University Hospitals NHS Trust is currently briefing staff on challenges facing the NHS. The briefing note states that "we are currently looking at reducing our workforce by approximately 400 posts during 2010/11 and a further 200 posts in 2011/12." There are no guarantees that those will be administrative posts. Is that what is meant by protecting front-line services?

The NAO's report of two weeks ago revealed that reoffending by people released from short-term prison sentences is costing £10 billion a year. We seem to be supporting colleges of crime. Is it not time for some serious research into what works to reduce reoffending, perhaps through something analogous to the National Institute for Health and Clinical Excellence—a NICE for the Ministry of Justice?

If the Government are decreasing staff numbers and then giving the same jobs to consultants, how can we be sure that we are getting value for money? A neighbour who was working on a Government IT project within a Department refused to relocate and was then redeployed by a consultancy firm at a much higher salary. How can that sort of example represent value for money?
