The Government will publish a consultation document on its UK World Heritage Review shortly. Should we decide, following the outcome of the Review, to revise the current UK Tentative List, appropriate guidelines on applications for inclusion on the List will be made available.

We continue to make good progress in implementing the maritime element of the Defence Industrial Strategy.The formation of BVT Surface Fleet on 1 July, that brings together the shipyards at Portsmouth and on the Clyde under one management, and the signature of the contract to build the two Future Aircraft Carriers is a clear demonstration of this progress.The construction of the Carriers is a substantial boost to British industry and is expected to create or sustain 10,000 jobs across the UK at peak production, with around 1,000 jobs at each of the main shipyards. Along with the six T45 Destroyers, the Carriers will ensure a steady drumbeat of work in a shipyard for years to come.

In Portsmouth we have been celebrating the signing of the aircraft carrier contract, which will secure not only the future of Portsmouth naval base, but high-quality manufacturing jobs in our area for many years to come. Will my right hon. Friend carry on the good practice of interdepartmental working, which he started with the Command Paper, by working with the Department for Innovation, Universities and Skills to ensure that young people in our area take advantage of the apprenticeships on offer at this joint venture? In that way, we will also keep the skills base for many years to come.

Of course; that applies across the entire industrial estate. My hon. Friend made a point about the skills that there will potentially be in Portsmouth for generations to come. They have to be exploited, but we cannot do that on our own in the MOD. I agree with my hon. Friend that we need to work with other Departments to do so.

It is estimated that over the period April 1998 to March 2007, there have been approximately 240,000 detections in which a DNA match was available or played a part in solving the crime. Figures for the 2007-08 financial year will be available shortly.

We announced on 19 June a package of almost £100 million to support 12 new Cycling Demonstration Towns including the first large Demonstration City of Bristol. Half of this funding is coming from the local authorities themselves which is an encouraging demonstration of the level of support for cycling. They have joined the existing six, so there is now a demonstration place in every region, which will assist in the sharing of experience in increasing cycling levels through events such as regional workshops.

I today announced £500 million over the next three years for the new deal for communities partnerships, which, along with the working neighbourhoods fund, support areas in building better places to live and offering more opportunities for local people. We will shortly publish a new framework for regeneration that will demonstrate how we will build further on that success.

My hon. Friend is not only right, but has a great deal of personal experience in building capacity in her community so that people can shape their futures. I was delighted to visit with her recently the Hillside youth centre in Paulsgrove. She has mobilised local young people to rebuild their youth centre. I can reassure her that, for all the funds in the new deal for communities and the working neighbourhoods fund, it will be vital that we are there to help local people to make decisions and determine the future for themselves.

There are some unique health benefits to swimming, particularly so for the over 60s. Swimming is also the most popular physical recreation for adults, and a key means of increasing the amount of exercise people take. But we know that cost can be a barrier to participation for some, and that this can be exacerbated in areas of high deprivation.

This is a matter for Hampshire constabulary. Statistics on the number and age of individuals who are reported missing from home are not currently collected centrally.One of the priorities for the Missing Persons Bureau is the development of a national picture of missing persons, including the relevant statistical information. The National Policing Improvement Agency is working with key stakeholders, including Missing People and the Missing Persons Strategic Oversight Group, to take this work forward.

Paulsgrove in my constituency is an area of high deprivation with no local swimming pool. Under the Building Schools for the Future programme, a learning campus is being built and the local community would very much like a swimming pool to be part of that development. What can we do to ensure that local authorities work with other partners, use all the means at their disposal and take up all opportunities to encourage swimming in deprived areas such as Paulsgrove?

I would be very willing to meet my hon. Friend to discuss those issues in order to see how we might be able to help take further forward the discussions in her area. Only on Friday, I opened the Leigh indoor sports centre. It is part of the £80-million Leigh sports village, which, frankly, is my pride and joy. It is a scheme that will, in a deprived part of the country like my hon. Friend's, give people access to the highest quality sports facilities. I could not be more proud of anything I have ever achieved than I am of that. If she is seeking to do something similar in her constituency, she will have my full support.

Today, I shall place the interim report from the digital radio working group in the Libraries of both Houses. Millions of people are already enjoying the benefits of digital radio, and I believe that radio must have a digital future if it is to remain relevant.
I am pleased that the working group has set a possible framework for digital radio migration, but a number of issues must be resolved before a decision on the framework can be made, not least the impact of digital migration on consumers. I look forward to the group's final report at the end of the year, and to considering what steps can be taken to build a strong digital future for radio.

We obviously need increased support for victims of domestic violence, to enable them to bring the perpetrators to justice, but we also need early intervention, to prevent escalation to serious injury and, in some cases, death. Will my hon. and learned Friend join me in welcoming the recent Select Committee on Home Affairs report, which noted the positive outcomes of the one-stop shop model, of which the family justice centre in Croydon that I visited is an example? The report recommended further evaluation of the model, which I hope—and I hope that my hon. and learned Friend agrees with me—will lead to a one-stop shop centre in every local authority area.

I could not agree with my hon. Friend more. It was very pleasing that the Home Affairs Committee report was positive about the work of the Crown Prosecution Service on domestic violence, as well as on forced marriage and honour crimes. I agree with my hon. Friend entirely. There is an organisation in Middlesbrough, near my constituency, called My Sister's Place, which is a one-stop shop. Domestic violence complainants are now supported by independent domestic violence advisers, who befriend them and stand beside them, right through from the point at which they make a complaint, helping them with public services and the difficulties that can follow making a complaint about domestic violence. For instance, sometimes the children have to move school and sometimes child care stops, perhaps because the in-laws were helping with it. IDVAs, as they are called, can help with all those practicalities. More of that holistic support is vital. However, we already have a large amount in place. That must be a major reason why the conviction rate has got so much higher; few complainants now give up.

I welcome the Lisbon Treaty since it reflects UK objectives of ensuring the development of a flexible, robust and NATO friendly European Security and Defence Policy. This includes keeping the key principle of unanimity for ESDP decision making. The Lisbon Treaty clearly states that the provisions"““do not prejudice the specific character of the security and defence policy of the member states””."

We encourage people to cycle to work through a range of initiatives aimed at creating a cycling culture. We have helped the cycle industry develop the 'Cycle to Work' scheme which takes advantage of a tax exemption to provide bikes for staff to cycle to work and offers a way to cut substantially the cost of bikes to employees. We have also published guidance for employers on how they can encourage cycling among their staff in our ““Essential Guide to Travel Planning”” and are promoting cycling to employers through our 'National Business Travel Network'.Nationally, we are supporting Cycling England with £140 million over three years to increase levels of cycling. These include our six cycling demonstration towns; a further 10 demonstration towns and one city which we hope to announce before the autumn; the new cycling training scheme 'Bikeability' to give the next generation the skills and confidence to ride their bikes on today's roads; and providing guidance to local authorities on the design of cycling infrastructure.
