Thanks to our growing defence budget, last year we spent £1.8 billion in the west midlands, benefiting not just west midlands businesses but those in my hon. Friend’s constituency. That is an increase of 3% on last year. I am keen to visit Dudley to see some of the businesses that I know she has been championing so consistently in Defence questions, but also in between in our many frequent conversations. I know that we are looking to spend more with UK businesses, and that includes ones in her constituency.
I wholeheartedly support the Government’s ambition to buy British, and there should be no difference in defence. I take this opportunity to thank the Minister for his defence roundtable being held in Dudley later this year. Can my hon. Friend outline what proactive work has been done to make new small and medium-sized enterprise supply chains in Dudley and outline how industrial bases such as the Pensnett estate in Dudley are well placed to benefit from future defence investment and procurement opportunities?

I thank my hon. Friend for that work. She will know that we have stood up the Defence Office for Small Business Growth, which is a dedicated front door for small businesses to access and navigate the defence procurement process and speed up security clearances and cyber essentials. She will also know that many companies that could benefit from it may not classify themselves as defence businesses; they may be a provider of a service or component that could make a big difference to defence as well. I look forward to making the case to her businesses that there is an easier way now to contract with defence which I hope will create more opportunities for those in the west midlands.
This summer, extreme heat was responsible for thousands of excess deaths across the United Kingdom. Though I commend the Department’s mission to tackle climate change and the root causes of extreme heat, does the Minister recognise that we must go faster and further in adapting and supporting households, especially vulnerable ones, with regard to extreme heat, and does she recognise that we need a cold homes plan across the country?

I thank my hon. Friend for her excellent question. As we have mentioned a few times today, the intention to introduce some passive cooling measures, whether that be shading, shutters, reflective windows or cooler building materials, in the warm homes plan has already been announced. The delivery of the warm homes plan, which has been devolved to mayors, local government and communities, presents an opportunity to shape that in the most appropriate ways locally. We want to go faster to make sure that new homes are built to resilient standards. That is why we have committed to the net zero standards and why we are reviewing the overheating building regulations to ensure that our homes are fit for the future. I want to make sure that we build together heating and cooling options, so that we are thinking about the integration of climate mitigation and adaptation at the same time.
Whether her Department is taking steps to implement a cold homes plan.
Whether her Department is taking steps to implement a cold homes plan.
We all felt the impacts of climate change this summer, whether in our schools and classrooms or in our homes. The warm homes plan and the measures within it to ensure cooling as well as heating are available for the most vulnerable homes. In England and Wales, all eligible households can benefit from the expanded boiler upgrade scheme, which now includes air-to-air heat pumps that can heat and cool our homes.

Dudley cannot afford to lose another generation of young people to unemployment, exclusion or missed opportunity. The rate of our young people not in education, employment or training was recognised in Alan Milburn’s review. Local leaders at my February NEETs roundtable were clear: alternative provision for children with SEND is desperately needed. Dudley college has brought forward a credible plan. Will the Minister recognise the urgency and back children in Dudley by approving the plan?

I thank my hon. Friend for her leadership on that critical issue. As the Secretary of State said, we are investing £3.7 billion into new specialist places. I will meet her to discuss the specific school she raises.

The inspection by the BBA—the British Board of Agrément—at Goodrich Mews in Dudley confirmed that the retaining wall installed by the Keller Phi Group will not have met the criteria that must be met if it is to have the stated service life, and it needs emergency repair. The Keller Phi Group has absolved itself of any responsibility, leaving residents with a dangerously collapsing wall. Will the Minister meet me to discuss how we can hold such companies to account?

Homeowners should not be expected to shoulder the financial consequences of defective work. However, the case of Goodrich Mews is a challenging one, in that the legal liability appears to now lie with the resident management company. My hon. Friend knows that I have been looking into the matter for her, and I am more than happy to meet her again. I believe that my office has been seeking further information from hers, which we would be grateful to receive.
One of the Church’s greatest strengths is its ability to bring communities together. At a time of heightened community tensions, opportunities to bring all faith leaders together are ever more important. Over the summer, I worked closely with local faith leaders in my constituency to build resilience and manage the situation—an attack on one is an attack on all. Will my hon. Friend set out how the Church can strengthen dialogue, support cohesion and help communities resist division?

I congratulate my hon. Friend on the work that she is doing in her constituency on bringing our communities together. She rightly points out that the Church has a key role to play in drawing our communities together—both to protect them, and for peace and social justice. The Church supports the work of the Church Urban Fund and Near Neighbours, whose central aim is to promote interfaith understanding and stronger community cohesion. As I mentioned in my previous answer, the Church has established a working group with the bishops to promote community cohesion in response to some of the deepening political polarisation. I hope to provide an update on that work in due course.
To ask the hon. Member for Battersea, representing the Church Commissioners, what steps the Church of England is taking to work with other faith groups to promote community cohesion.

The Church has a long history of working across faiths to ensure community cohesion. Most dioceses have an interfaith adviser who advises—[Interruption.]
I am delighted that the midlands metro tram line will connect Dudley with the rest of the west midlands. However, the construction has caused disruption to local businesses such as the Dubliner’s, and repeated delays have exacerbated that. What support can the Minister provide to businesses that are being impacted by the repeated delays to the tram?

I am obviously sorry to hear about the disruption to businesses in my hon. Friend’s constituency. Let me take this issue away for her and talk to the Mayor of the West Midlands and all relevant parties to ascertain whether anything can be done to mitigate the impact on her constituents.
The UK’s green economy is worth more than £100 billion a year, and nearly half a trillion pounds in investment is in the pipeline. What steps is the Minister taking to ensure that the contracts that his Department provides prioritise British firms and British jobs, so that we can prove our national capabilities and secure our energy?

From April 2025, the Home Office has allocated nearly £800,000 to Hourglass to provide specialist helpline and advocacy support for older victims of VAWG.
We will also publish a new national commissioning statement on VAWG to improve the provision of support for all victims, including older victims.
To ask the Chancellor of the Exchequer, what steps her Department is taking to ensure SMEs have equitable access to finance from banks.
To ask the Chancellor of the Exchequer, what steps her Department is taking to ensure SMEs have equitable access to finance from banks.
The Government has an ambitious agenda to support UK SMEs and drive growth across bank and non-bank lending. We have increased the British Business Bank’s funding, bringing their capacity to £25.6bn, to support initiatives such as the Growth Guarantee Scheme to stimulate the provision of finance to SMEs. Meanwhile, reforms to credit data sharing and work to develop Open Finance aim to boost competition and address information gaps. Changes to bank capital and ringfencing also support a proportionate, effective framework for SME finance
Sadly, the recent closures of family-run businesses, such as Scent from Dudley, Black Star Ghanaian product and Family Bargains hardware in Dudley, are symptomatic of a wider trend of high street shopfronts closing. What steps is the Minister taking to speed up high street regeneration by bringing empty shops back into use, and will he visit Dudley town high street to see what else we can do?

What steps is the Minister taking to speed up high street regeneration by bringing empty shops back into use, and will he visit Dudley town high street to see what else we can do?
I thank my hon. Friend for raising that important issue. I will point to two things: first, later this year we will bring forward a high street strategy backed by at least £150 million; and secondly, as I said earlier, we are pushing ahead with the high street rental auctions programme, which is already seeing empty shops being brought back into use.
Dudley has high levels of deprivation and health inequality. That is why I am campaigning to bring healthcare to Dudley town high street. Will the Minister meet me to discuss how we can leverage the 10-year plan to reduce health inequalities in Dudley, and does he agree that we need a healthcare hub?

I definitely agree that my hon. Friend is a formidable champion for her constituency. She is absolutely right to raise the importance of easily accessible healthcare in places such as high streets. I am keen to ensure that the 250 neighbourhood health centres we have announced—with 120 by 2030—are delivered as quickly as possible. That is part of our plan to ensure that healthcare gets right into every local neighbourhood and community. I look forward to discussing that further with my hon. Friend.
Sadly, last week Dudley town centre fell victim to vandalism again. The new central seating area was damaged, impacting local businesses and footfall. I welcome the Government’s efforts to restore neighbourhood policing and our new police station, but what further steps will the Minister take to tackle antisocial behaviour and to take criminals off our streets and allow businesses to operate safely?

We are working hard to introduce respect orders, which will be really important in this space. I am happy to visit my hon. Friend to see exactly what the problems are and what we can do, but we are introducing whatever powers we can to tackle “low-level” antisocial behaviour—that is what the previous Government called it—which actually blights our communities.
In 2022, my constituent Masi Sibanda dropped her 14-month-old son Noah off at nursery, like any other day. Tragically, it would be the last time Masi would see her son alive. A staff member at the Fairytales nursery tried to get him to sleep. When Noah resisted, she covered his face with a thick blanket and used her leg to pin him down. The pressure applied to his tiny body was so extreme that it ruptured his colon. No parent should have to endure such unimaginable loss. The sentencing has taken place. Will the PM meet Masi to discuss how we can ensure that tragedies like this never happen again?

The case my hon. Friend raises is utterly tragic, and as she went through those details, I think we all will have felt as I do: it is impossible to fathom how the family must feel in relation to this awful and tragic case. I will make sure that all the necessary meetings are set up in the way that she has asked for.
Youth centres such as High Oak in Dudley, run by Angela Edwards, are finding it harder each year to stay open because of insecure funding, despite Dudley having some of the highest levels of young people not in education, employment or training. More youth centres and more secure long-term funding are desperately needed. What support can my right hon. Friend provide to these youth centres to ensure that the youth of today and of the future are supported?

We have put £500 million behind the national youth strategy, and a major element of that will be to deliver the next generation of youth clubs and youth workers. Too many youth clubs exist around this country that are closed because there are not people to run them, and there are too many parts of the country where there is no facility at all. The Youth Minister is very happy to discuss that further with my hon. Friend to ensure that Dudley’s young people are well served and have the provision that they need.
