Today we are introducing a once-in-a-generation change to school food, making it tastier and healthier and giving over half a million more children free school meals. We have worked with schools, pupils, parents and many more to ensure that these meals are of good quality, attractive to children and deliverable for schools. With free breakfast clubs and a huge expansion of free school meals under this Government, children will be better able to concentrate and learn. I want to put on record my thanks to the Minister for the early years, my hon. Friend the Member for Rochdale (Paul Waugh)—this also happens to be his Dispatch Box debut.

We are giving families more breathing space by helping them with school uniform costs and by expanding Government-funded childcare, free school meals and free breakfast clubs. In East Worthing and Shoreham, 4,100 children will now be eligible for free school meals.

I welcome the waste carrier, broker and dealer reforms, which will replace the outdated registration system with a more robust permit-based regime, introduce stronger background checks, and give regulators greater powers to tackle waste crime. Given that waste crime costs the economy £1 billion a year, will the Minister set out how the reforms will help to crack down on rouge operators, while ensuring that legitimate businesses can continue to operate and grow with confidence?

As we push the waste criminals out of the sector, there will be more business for legitimate operators. That also means that the carrier registration number has to be carried on the Facebook ads, leaflets and vans of waste transporters, so that householders have confidence that the people we are giving our waste to will dispose of it correctly. We are not going to have a system where dead dogs and cows can be registered. We are going to introduce criminal record and identity checks and ensure that everyone knows what they are doing when they are transporting hazardous waste.

The number of young people not in employment, education or training should concern us all, so I was delighted to see the announcement earlier this month of a new youth hub for Adur. Can the Secretary of State set out how it will set young people up for success in my constituency?
The number of young people not in employment, education or training should concern us all, so I was delighted to see the announcement earlier this month of a new youth hub for Adur. Can the Secretary of State set out how it will set young people up for success in my constituency?
The youth hub will be able to help young people by treating them as human beings and bringing together holistic support to get them into employment, including in mental health, housing, and essential and vocational skills. As I said, it is about breaking down the barriers between Departments and seeing youngsters as people. So far, 67% of young people using youth hubs report that the support has met their needs.
The parliamentary education outreach service plays a vital role in delivering in-person democratic engagement workshops in schools across the country, especially those that are disadvantaged and harder to reach, by engaging them in the work of our political system. Does my hon. Friend agree that the closure of the in-person service risks making Parliament more removed from young people across the country?
The parliamentary education outreach service plays a vital role in delivering in-person democratic engagement workshops in schools across the country, especially those that are disadvantaged and harder to reach, by engaging them in the work of our political system. Does my hon. Friend agree that the closure of the in-person service risks making Parliament more removed from young people across the country?
We understand my hon. Friend’s concerns about these proposals, but the new model is designed to increase engagement with schools across the UK. Given the high number of constituencies that receive no outreach visits at all, the key benefit here is that the proposals would remove geography as a barrier so that schools everywhere can access these sessions. Furthermore, the proposed model will sit alongside other UK-wide programmes that continue to provide in-person opportunities, including our UK Parliament Week; teacher training activity delivered around the country; the travel subsidy scheme, which supports visits to Parliament; and the “Learn with the Lords” programme. With those programmes taken together, Parliament will continue to have a strong and visible presence beyond Westminster.

It is good to give my hon. Friend the Member for Battersea (Marsha De Cordova) a break.
The Commission has considered the proposed changes to the education outreach model. The changes are designed to save money—over half a million pounds every year— and to ensure that we reach more students across the UK and increase the opportunities that Members have to meet children and young people. Although more than 30 Members have signed an early-day motion on the topic, in 2025-26 no events were held in nearly a third of our constituencies.
Under the proposals, the current model will be replaced by a digital model of outreach to increase opportunities for Members to speak to students. The proposed new service will help to reach schools in every constituency. A final decision on the proposals will be made following the consultation proposal.

The recently inaugurated King Charles III England coast path winds its way through my constituency, passing Lancing’s wonderful Widewater lagoon nature reserve, which I worked with the community—including the World of Widewater committee—to save when it was drying up last summer. Can the Minister set out what health and tourism benefits the newly inaugurated path will bring to coastal communities such as mine?

I pay tribute to my hon. Friend for the work he did on the protection of Widewater lagoon—holding the water on the land when it is raining and ensuring that it is there during very dry spells is one of the challenges we face. The coastal path will boost everybody’s mental and physical health, and will bring significant opportunity to his businesses in Worthing. We know that visitors to England’s coastal paths already generate £350 million in spending in local coastal economies each year and support nearly 6,000 jobs.

I thank my hon. Friend for all the work he did for us during his time in DEFRA. This Government are transforming access to nature in this country, delivering three new national forests and nine new national river walks, as well as launching the Wainwright coast-to-coast walk as a national trail in March. East Worthing and Shoreham is benefiting from this—it is home to a spectacular section of the recently launched King Charles III England coast path, which at 2,700 miles is the longest waymarked and maintained coastal walking route in the world.
The Chancellor will have seen the news this morning that BP’s profits have more than doubled, undoubtedly driven by the conflict in the middle east. Does she agree that this shows the value of having a windfall tax at this point in time?

The oil and gas sector will play an important part in our energy mix for many years to come, and we need to support it, as we are doing through tiebacks, for example. But it is important that the energy profits levy remains in place for now, because during this conflict we will be able to capture the profits made in the UK through the windfall tax. The Conservatives and Reform oppose this tax, which would just mean even higher profits for oil and gas companies. As my hon. Friend knows, we are also delinking gas and electricity prices by increasing the electricity generator levy, so that no energy company can make excess profits because of the conflict.

We are determined that disabled people should have the confidence to try work. Our “right to try” legislation will come into force on Thursday. People claiming universal credit, new style employment support allowance and personal independence payment can take steps towards employment and be confident that doing so will not automatically trigger benefit reassessment.
Thanks to grant funding from DWP, my local Labour councils in Adur and Worthing are joining the Connect to Work programme, helping local people get into good local jobs. But for young people, including those with disabilities, being not in employment, education or training remains an issue. What more is being done to work with businesses and get more young people into the opportunities that they can thrive in?

I very much welcome the fact that my hon. Friend’s local authority is joining up with Connect to Work, which will be available across the whole of England and Wales by this summer. These regulations are a very important step forward. More needs to be done to give people confidence that moving into work or embarking on volunteering will not trigger a benefit reassessment. I also point him to our Pathways to Work guarantee, giving tailored personalised support to young people in the position that he described, and to the “Keep Britain Working” review by Charlie Mayfield, making employer vacancies accessible to my hon. Friend’s constituents and others in the position that he described.

We inherited from the Conservatives an NHS facing the worst crisis in its history, with waiting lists at a record 7.6 million and public satisfaction at record lows. This Labour Government are getting the NHS back on its feet and making it fit for the future. We have delivered record numbers of appointments, tests and surgeries. Since we took office, waiting lists have been down to the lowest level in nearly three and a half years, and we are driving modernisation through our 10-year plan. Lots has been done, but there is so much more to do with a Labour Government.
Waiting lists at my local acute trust are down by more than 20,000 since the general election, which I welcome, but musculoskeletal waits remain a challenge in Sussex, with the Sussex MSK service holding about 10% of NHS England’s overall MSK waiting list. What more can be done to improve the performance of the service and get my constituents off the waiting list, back to health and back to work?

I am grateful to my hon. Friend for all the work he is doing, including with our Labour team in Worthing, to improve the health of people across his constituency. I congratulate staff at University Hospitals Sussex on the progress that they have made in bringing waiting lists down. To help them to go further, I am delighted to announce that my hon. Friend’s local community diagnostic centre in Southlands hospital will benefit from a new multimillion-pound MRI scanner to drive down waiting times, including for MSK patients. We are combining investment with modernisation to send crack teams of top clinicians to MSK community services, drive down waiting times and improve outcomes. That is the difference that a Labour Government make.
