Mr. Mike O'Brien: [holding answer 21 March 2005]:
DTI provides research funding to companies developing photovoltaic (PV) cells through the DTI Technology Programme. The overall
research budget for emerging energy technologies is £20 million per annum.
Funding for installation of the technology is through the PV Major Demonstration Programme and grants go to householders and public
organisations, not direct to the companies installing the technology.
The Renewables Innovation Review, published by DTI and The Carbon Trust in February 2004, recommended continued support for research
and development into next generation PV technologies. The report stated that PV was not expected to be fully economic compared to
retail price until post 2020; however next generation solutions could bring this forward.
The Renewables Innovation Review estimated that the potential contribution of PV towards reducing carbon emissions was 3 Mt by 2050
(total contribution from renewable energy aspiration of 20 Mt).

Mr. McWalter: To ask the Secretary of State for International Development if he will make a statement on his Department's work with
others to promote vaccination in the developing world. [220751]
Mr. Gareth Thomas: DFID works with the Global Alliance for Vaccines and Immunisation (GAVI) and the Vaccine Fund, and has
contributed £35 million. DFID provides support to UNICEF and WHO contributing £64 million and £50.2 million
respectively in 2003-04. We promote immunisation to the poorest through direct support to country health programmes.
UK is working alongside the French and Swedish Governments to raise $4 billion through an International Finance Facility for
Immunisation (IFFIm) and is seeking support of other OECD Governments. My right hon. Friend the Secretary of State pledged $1.8
billion over 15 years to the IFFIm. DFID works with research and development organisations (such as the International AIDS Vaccine
Initiative (IAVI) and Malaria Vaccine Initiative (MVI)) to promote new vaccines.

Hilary Benn: I am setting up a small working group as suggested by the Science and Technology Committee to assess what objectives an
"advisory Development Sciences Research Board" might fulfil, what form it might take and what additional funds would be appropriate.
Professor Gordon Conway, DFID Chief Scientific Adviser, Professor Sir David King, Government Chief Scientific Adviser, and Professor
Sir Keith O'Nions, Director General Research Councils, are meeting in the next few weeks to take this forward.

Mr. McWalter: To ask the Secretary of State for Health what assessment he has made of the extent to which the needs of those who
suffer from Parkinson's disease are being met; and what assessment he has made of the extent to which nursing specialists can

Dr. Ladyman: The national service framework (NSF) for long-term conditions, due to be published soon, will have a particular focus
on the needs of people with neurological disease--including those with Parkinson's disease. As part of the work in producing this
NSF, an external reference group drawn from service users and carers as well as professionals and voluntary groups has advised on
the content.
The Department has commissioned the National Institute of Clinical Excellence (NICE) to develop guidelines for the diagnosis,
management and treatment of Parkinson's disease in primary and secondary care. Due to be published in 2006, they will provide
guidance on the care pathway for treating Parkinson's disease and getting the balance right between primary and secondary care
interventions.
The development of Parkinson's disease nurse specialists (PDNS) has been a key step forward in providing better care closer to home
for those with this disease. The Parkinson's Disease Society has published a report, "Changing Roles--The Impact of Parkinson's
Disease Nurse Specialists", showing that PDNSs improve the quality of life for individual patients and their families and carers,
without raising the cost of care.

Force in encouraging businesses to participate in the Modern Apprenticeship scheme. [198852]
Mr. Ivan Lewis: The Apprenticeships Task Force chaired by Sir Roy Gardner, Chief Executive of Centrica plc, was asked to focus on
increasing the number of employers taking on apprentices. A significant part of the Task Force's work has involved members
championing Apprenticeships within their sector and the wider business community through identifying and promoting the business
benefits their companies enjoy from employing apprentices. In addition members are leading by example by increasing the number of
apprentices recruited by their companies. The Task Force has also played a key role in supporting the Learning and Skills Council in
its ongoing marketing campaign aimed at employers, such as a recent series of articles in the business section of The Mail on
Sunday. More information about the work of the Task Force is available on their website www.employersforapprentices.gov.uk and in
its Interim Report, which is due to be published shortly.

income erosion caused by inflation and (ii) after factoring in erosion caused by inflation. [198800]
Malcolm Wicks: Our policy is to keep the State Pension as the foundation for income in retirement and to give additional help
through Pension Credit to the poorest pensioners. set out any schemes to replace the current arrangements but have instead asked the
Pensions Commission to look at and report on pensions. We will respond to any recommendations made in the report, which is expected
in the autumn of next year, in the usual way.

Keith Hill: The Key Worker Living programme aims to keep the skills needed in frontline public services, in areas where there are
significant recruitment and retention needs.
The Office of the Deputy Prime Minister recognises that all key worker groups provide a valuable service, however resources are
finite and decisions prioritising those eligible for assistance from the scheme have been made following discussions with key worker
sponsor departments to set the key worker groups and areas where the assistance will be targeted. Based on current evidence, we have
no plans to extend the scheme.
Key workers who are not eligible for the Key Worker Living programme may benefit from shared ownership and Homebuy programmes funded
by the Housing Corporation to help existing social tenants and those on waiting lists into home ownership.

Mr. McWalter: To ask the Secretary of State for Education and Skills what assessment he has made of the adequacy of the supply of
secure homes for children, with particular reference to the proposed closure of Stamford House Children's Secure Home; and if he

Margaret Hodge: We have been working closely, both with the Youth Justice Board and the Association of Directors of Social Services,
to consider the implications for secure children's homes of the results of the Youth Justice Board's re-tendering exercise. We have
examined the extent to which these homes will be used by the Youth Justice Board over the next two to five years for the placement
of children through the youth justice system.
We understand that the Brunel unit and Stamford House have closed, and that a few others may close, on the basis that they will no
longer be viable. That is why we have looked very closely at the demand for welfare placements to ensure that there are sufficient
beds across the country for children who need to be placed in a secure children's home for welfare reasons.
The information we have gathered on actual bed usage through the Secure Accommodation Network suggests that there should be
sufficient capacity within the system.
We have also carried out, jointly with the Association of Directors of Social Services, a survey of local authorities to gauge any
hidden demand for welfare placements in secure children's homes. The response to this survey was disappointing, which may in itself
demonstrate that unmet need is not a widespread concern to local authorities. Of the 22 responses received, only a small minority
expressed concern about unmet need.

Mr. McWalter: To ask the Secretary of State for Culture, Media and Sport what powers she has to prevent local authorities from
closing down (a) cultural and (b) sports facilities. [166406]
Mr. Caborn: The Secretary of State for Culture, Media and Sport does not have any powers to prevent local authorities from closing
down cultural and sports facilities.
However, the Public Libraries and Museums Act 1964 imposes a duty on local authorities that are library authorities to provide a
"comprehensive and efficient" public library service, and the national library standards, published by the Secretary of State, help
to inform this duty. The Secretary of State has various powers under this Act if a local authority defaults in its duties.
The Government have also taken action to prevent the loss of playing fields by introducing the Town and Country Planning (Playing
Fields) (England) Direction 1998. This provides the Deputy Prime Minister with powers to ensure that communities retain an adequate
supply of playing fields to meet both their current and longer term needs. In addition, where development (as defined by the
Planning Acts) is proposed on school playing fields covered by section 77 of the School Standards and Framework Act 1998, both
planning permission from the local planning authority and consent from the Secretary of State for Education and Skills will be
required.
