The level of funding allocated for audiology training courses is a matter for individual strategic health authorities. Working with stakeholders, we are developing a range of education and training programmes which will have a focus on audiology as part of modernising scientific careers. These will encompass the needs of both adult and paediatric services.

Upon publication of the report in November, the Clerk of the House set in hand work on the possible changes to procedures and practices which would be required were the House to endorse some or all of the recommendations and conclusions, including possible changes to Standing Orders and changes to procedures and practices.Some recommendations and conclusions proposed specific work by the House. A progress report on these is set out as follows.Recommendation 38—Piloting of a more open approach to the scheduling of public bill committee evidence sessions and production by the relevant authorities of a report for the appropriate committee in the new Parliament:"Attempts have been made over the past two months to develop a more open approach to public bill committee evidence scheduling, in co-operation with all concerned. A Scrutiny Unit report is therefore in the process of preparation, with a view to presenting it to the appropriate select committee in the new Parliament."Recommendations 41 and 42—Shift in the primary focus of the House's public engagement agenda towards greater degree of public participation, and opportunity for the public to influence the content of draft laws:"Discussion at official level is under way on the future pattern and direction of the House's public engagement effort, in the light of these two recommendations. Thought is being given to approaches which would give ““a real opportunity to the public to influence the content of draft laws””. Decisions would require to be taken by the proper authorities, including the House of Commons Commission and possibly the House itself, in the new Parliament."Recommendation 43—Commissioning of investigation of practicalities of a national equivalent of ““petitions requiring debate““:"The Parliament and Constitution Centre in the DIS is looking further into the agenda initiative issue, as part of its general research effort. The results of the research, which should be completed by the start of the new Parliament, will inform future debate and decision on the practicalities of any sort of agenda initiative at national level. Cadbury employs more than 5,000 people in this country, and it is a very important company for the future of this country. We are seeking assurance and have received information from Kraft about the importance that it attaches to the Cadbury work force, to the Cadbury name and to Cadbury's quality in the United Kingdom. We hope that Kraft's owners will make sure that Cadbury's 5,500 workers can retain their jobs, and make sure that new investment goes into a product that is distinctly British and sold throughout the world. So we will do everything that we can to make sure that jobs and investment are maintained in Britain.

I do not think that it would be appropriate to comment on individual cases. The UK has a long-established regime of open markets and a stock market, and all publicly listed companies are for sale; that is the nature of listing. I am confident that Cadbury is a well-run company. It is putting up a strong defence, and it will be up to shareholders to decide how they want to vote and support it.

This is a difficult time for savers, and they are not being helped by the practice of banks that market savings accounts with a bonus attached to them without telling the savers when the bonus is going to fall away. Could we not require banks to provide that information?

I am very much in favour of making more information available to savers—and, indeed, to borrowers—so that they can understand exactly what the terms and conditions are. I agree with my hon. Friend that, at times, those terms and conditions are not as clear as they should be. We want more people to save, and the best way to achieve that is to be very clear and up front about what the saver will get and when they will get it.

In December 2002, the Government noted that there was a need for a Neighbour Noise strategy to compliment the support that had been received for developing an Ambient Noise strategy. Subsequently, it was agreed that it would be sensible to combine the proposed ambient and neighbourhood strategies into a single strategy addressing environmental, neighbour and neighbourhood noise.However, 2002 was also the year that the environmental noise directive (END) became law, and its implementation has had to be the Department's main focus of activity regarding noise. In meeting the requirements of the END, we are now progressing noise action plans, and this is helping to refine existing policy as evidence on the effects of noise continues to emerge.The Government are in the process of consolidating, for all sources of noise, their longer term noise management policies, some of which can be found in the draft noise action plans, and determining how these could be best delivered.

I think that ultimately the criminal classes will try to find ways to undertake crime, and the police will always find ways to stop them, whether it is dark or light. However, I shall refer my hon. Friend's comments to the Department for Business, Innovation and Skills, which is the appropriate Department to regulate these matters.

The National Institute for Health and Clinical Excellence published guidance on supportive and palliative care for adults with cancer in March 2004. The National Cancer Action Team is working closely with cancer networks to monitor and support the implementation of this guidance by the end of December 2009. Plans for the implementation of this guidance are now in place in every cancer network, and it is expected to be fully implemented by the December 2009 deadline.

The Government have asked Professor Ian Gilmore, President of the Royal College of Physicians, to undertake a review of prescription charges. The review is seeking the views of the public, clinicians and patient representative bodies on how to implement the proposed exemption for people with long-term conditions, including how it could be phased in. Decisions about the timescale for phasing in changes will not be made until after the review reports.The review was due to report to departmental Ministers in the summer. However, following discussions between Ministers and Professor Gilmore, he will undertake further work in order to ensure that proposals can be implemented smoothly and efficiently. Professor Gilmore is now due to report to departmental Ministers in the autumn.

I have known my hon. Friend for longer than nearly any other MP, and his former agent, Jack Fleming, from the time of the former Labour Government of the 1970s, would have been proud of my hon. Friend's work to improve the machinery of government. Sometimes, I have to say that it seems that we have been discussing the ombudsman for that long as well. We know that 134 MPs said that they wanted to remove the MP filter, but I cannot honestly say to my hon. Friend that that is the settled will of the House. To be honest with him, I would also have to say that there is no settled view in government either, but I undertake to take soundings from Members again to ensure that their views are properly reflected when we come to make our decision.

As my hon. Friend knows, I have said that I do not think, given what has happened in the past year or two, that the House can proceed on the basis of just Members of the House making a decision without seeking outside support and consulting outside bodies. I hope that we will receive a good report from the Kelly committee and that we and all parties will be able to support it.

The primary source of assistance for the insulation of solid walled homes in Great Britain is the Carbon Emissions Reduction Target (CERT), which requires energy suppliers to meet targets by encouraging households to take-up energy efficiency measures. The suppliers are free to decide how to meet their targets, and will tend to focus on the most cost-effective measures, such as loft and cavity wall insulation.We recognise that the high up-front cost of solid wall insulation makes it difficult for suppliers to justify the investment when more cost-effective measures are available. We have therefore introduced specific incentives to help improve the financial viability of these measures, with a particular focus on solid-walled homes which are off the gas grid. Overall, suppliers installed around 40,000 solid wall measures from April 2005 to March 2008, mostly in partnership with social landlords, and around 80,000 heating measures.There is a particular focus on improving the energy efficiency of hard to treat properties in the package of consultations published on 12 February. The consultations can be accessed via the Department of Energy and Climate Change website:"www.decc.gov.uk/en/content/cms/consultations/open/open.aspx"We also continue to assess innovative products, including solid wall insulation, for inclusion in the Warm Front scheme—the Government's main fuel poverty programme in England.

On information sharing, we have today received the shocking report from the Healthcare Commission on the Mid Staffordshire NHS Foundation Trust. In the course of that report, the commission says:""We thought that information from the coroner would be useful for the investigation. We were disappointed that he declined to provide us with any information about the number or nature of inquests involving the trust.""
May I ask my right hon. Friend to make some inquiries into why that was so?
