The Department for Transport plans to introduce secondary legislation as soon as possible to enable local transport authorities to prohibit pavement parking across their areas, subject to appropriate exemptions.
Once the secondary legislation is in force, local transport authorities adopting these powers will be able to give effect to a pavement parking prohibition by means of an administrative order. Enforcement could commence once such an order comes into force, with the timing of this being a matter for the individual authority.

The English Devolution and Community Empowerment Act 2026 enables mayors to appoint commissioners to support delivery within areas of competence set out in the Act. These appointments are discretionary and mayors are not required to appoint commissioners in relation to any specific issue or geography.
The Act includes rural affairs and coastal communities as an area of competence. Where a mayor considers it appropriate, they may appoint a commissioner whose work relates to that area and provide them with a locally appropriate brief reflecting the needs and priorities of their communities. The Government has no plans to require the appointment of commissioners in authorities that meet a specified rural population threshold.

Schedule 31 of the English Devolution and Community Empowerment Act 2026 introduces a strong new community right to buy, which will empower local people to bring community spaces back into community ownership.
We are currently developing the regulatory framework to implement the new powers, alongside the new £61m Pride in Place Community Right to Buy Fund to support communities to take ownership of valued local assets. More information will be announced in due course.

The Government will bring Gambling Impact Assessments (GIAs) into force in due course and is currently considering what preparations and guidance will be needed for their introduction, to enable local authorities to use them effectively. As this guidance is crucial to the introduction of GIAs, we do not expect to bring GIAs into force until the guidance is ready. We do not anticipate bringing GIAs into force ahead of summer recess, but expect them to be in place by the end of the year.

Local partners play an important role in driving growth in their region, and many local authorities already have a local economic strategy in place. While the duty to produce Local Growth Plans set out in the English Devolution and Community Empowerment Act is placed upon Mayoral Strategic Authorities, I welcome the positive steps local authorities across Leicester and Leicestershire have taken in working together to develop a Strategic Growth Plan. The Government has published guidance for Local Growth Plans which all authorities are welcome to refer to as they continue to work on their own growth plan.

To ask His Majesty's Government, further to the remarks by Baroness Taylor of Stevenage on 9 February (HL Deb col 4GC), whether water pollution, flooding and heatwaves are environmental factors under section 45 of the English Devolution and Community Empowerment Act 2026.
The Government has intentionally defined “environmental factors” broadly under section 45 of the English Devolution and Community Empowerment Act 2026.
Rather than setting out an exhaustive list, the act provides flexibility for strategic authorities, combined authorities, combined county authorities, and mayors to consider the full range of environmental factors that may be relevant when exercising their functions.
This can include matters such as water pollution, flooding, and heatwaves, where these are relevant to their functions and responsibilities.
